CALL TO ORDER
Mayor Pro Tem Bowers called the meeting to order at 5:04 p.m.
CALL OF ROLL: CITY SECRETARY
Councilmember Campos arrived at 5:05 p.m.

Absent 1 - Mayor Neal Linnartz
INVOCATION: COUNCILMEMBER SPRADLEY
Councilmember Spradley provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Pro Tem Bowers led the Pledge of Allegiance and the Salute to
the Texas Flag.
PROCLAMATION
A) Wurstfest Proclamation
Mayor Pro Tem Bowers read the aforementioned proclamation and
presented it to representatives of the Wurstfest organization.
B) Chamber of Commerce Week
Mayor Pro Tem Bowers read the aforementioned proclamation and
presented it to representatives of the Chamber of Commerce.
1. WORKSHOP
A) Presentation - Update and possible direction to City staff on Urban
Wildlife Management Efforts.
Mayor Pro Tem Bowers read the aforementioned item.
Amy Niles presented the item providing a PowerPoint and answered
questions from council. Amy introduced Jessica Alderson with Texas
Parks and Wildlife who provided additional information and answered

questions from council. Greg Malatek spoke to deer being
hunted/trapped in Landa Park. Council gave direction to focus on
public outreach efforts to inform the public about the removal of deer
in our community and acceptable management options with a
potential timeline for management efforts and to report back to council
with their findings On March 11, 2024.
The following individuals spoke at this time: Ellen Duncan, Donald
Duncan, Roger Wilkie, Mario Obledo, Jr, and Tim Vandelvin.
B) Presentation on the 2023 River Season Report.
Mayor Pro Tem Bowers returned to Workshop item B after addressing
Workshop item G and read the aforementioned item.
Amy Niles presented this item providing a PowerPoint and answered
questions from council.
C) Presentation and discussion on the results of the sale of the Series
2023 GO and Refunding Bonds, Series 2023 Certificates of Obligation
(CO’s), and the Series 2023 Tax Notes.
Mayor Pro Tem Bowers read the aforementioned item.
Angie Harris presented this item providing one informational slide and
introduced Ryan Cunningham with SAMCO Capital who answered
questions from council.
D) Presentation on the Mobile Integrated Health Program.
Mayor Pro Tem Bowers read the aforementioned item.
Chief Ruy Lozano presented this item providing a PowerPoint and
answered questions from council.
E) Presentation and possible direction on the Transit Development Plan
and New Braunfels Small Urban Area Transit Funding.
Mayor Pro Tem Bowers read the aforementioned item.
Garry Ford presented this item introducing Ed Elam with ATG (Vice
President and Director of transportation) who provided a PowerPoint
and answered questions from council. Garry Ford discussed cost
funding scenarios for Microtransit.
F) Presentation and update on City of New Braunfels Capital Projects
and Initiatives.

Scott McClelland presented this item providing a PowerPoint and
answered questions from council.
G) Presentation and possible direction on a resolution for removal of the
proposed Minor Collector identified in the City of New Braunfels
Regional Transportation Plan as the future extension of Seminole
Drive from the dead end of Seminole Drive from 1400 feet northwest of
Alves Lane to FM 1101.
Mayor Pro Tem Bowers read the aforementioned item after Workshop
item A.
Garry Ford presented this item providing a PowerPoint and answered
questions from council. Council gave direction to bring this item back
to council as soon as possible providing the history of the
thoroughfare plans for this area.
The following individuals spoke at this time: Martin Nealey, Jodi
Smith, Kathy DeBerjeous, and Joy McCarty.
Mayor Pro Tem Bowers took a break at 7:20 p.m. and reconvened into
open session at 7:27 p.m.
H) Presentation on the New Braunfels Vision Zero Action Plan.
Mayor Pro Tem Bowers read the aforementioned item.
Garry Ford presented this item providing a PowerPoint and answered
questions from council.
I) Presentation and possible direction to staff regarding the contract
between the City of New Braunfels and the Humane Society of the
New Braunfels Area.
Mayor Pro Tem Bowers read the aforementioned item.
Jared Werner presented this item providing a PowerPoint and
answered questions from council.
Sarah Hammond with the Humane Society of New Braunfels, gave
specifics on past fund raisers.
3. EXECUTIVE SESSION
Monday, October 16, 2023 New Braunfels City Council - Special Regular Meeting
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed on
this agenda. Any final action or vote on any executive session item will be taken in
open session.
A) Deliberate pending/contemplated litigation, settlement offer(s), and
matters concerning privileged and unprivileged client information
deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of
Professional Conduct in accordance with Section 551.071, of the
Texas Government Code, specifically:
· Specplay Equipment Co. and A-OK Playgrounds, LLC
· Cause No. 2022-0386D, City of New Braunfels, Texas vs. In Rem
420 BUS 35 N, New Braunfels, Texas 78130; and Jimon Inc. d/b/a
River Ranch RV Park Resort
Mayor Pro Tem Bowers read the executive session items and retired
into executive session at 9:23 p.m.
4. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
