CITY OF NEW CARROLLTON MINUTES
Called to order 7:02 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Lincoln
Lashley, David Lai, Ryan Hussey, Duane Rosenberg (Councilmember Urbina was present via
Zoom); Mayor Katrina Dodro, Director of Finance & Accounting Lorna Grant-Charles,
Technology Administrator Andrew Facey, and City Clerk Araceli Guzman-Benitez.
1. ADOPTION OF THE AGENDA AS PRESENTED
Motion: Councilmember Lai moved to adopt the agenda as presented. Councilmember
Rosenberg seconded the motion. The Motion passed (3-0-0).
2. PRESENTATION BY OPENGOV
Mr. Steve Layne, Account Executive OpenGov and Mr. Thiago Safreire, President of Opengov,
led the presentation and provided an overview on the software for budgeting, planning,
permitting & licensing solutions.
A discussion followed and Opengov team answered inquiries from the Mayor and Council.

5. THE DEPARTMENT OF PUBLIC WORKS SEEKS APPROVAL TO PROCEED WITH
PAVING: FONTAINEBLEAU DR., KAREN ELAINE DR., AND AREHART DR,.
Councilmember Lashley read the topic.
Mr. Triplett provided a summary of the project; Mr. Triplett explained that he was trying to
complete the project to honor a CDBG grant to pave Fontaine Bleau Drive, Karen Elaine Drive,
and Arehart Drive. VMP Contracting will do the work.
A discussion followed. Mr. Triplett provided clarifications and answered inquiries from the
Council.
6. 23-03 FY2024 SCHEDULE OF FEES
Councilmember Lashley read the topic.
Mayor Dodro read the Schedule of Fees and highlighted certain examples of the document;
she requested that the Council review the fees and to provide changes before the next meeting
to vote on approving the schedule of fees.
A discussion followed. Mayor Dodro provided clarifications and answered inquiries from the

7. BUDGET HEARING – PICK UP WITH UNFINISHED REVIEW FROM JUNE 1,
2023; ADMINISTRATION AND MISCELLANEOUS
The Council reviewed the Administration’ FY2024 budget with Mayor Dodro and the
Director of Finance & Accounting Lorna Grant-Charles.
The budget line items that were covered: Hanko building; Elections, spring community
event; ordinance recodification; compensation study; furniture & fixtures; ARPA funds;
forensic audit; ARPA audit; Opengov funds; government accounting; and Code
Enforcement budget line item.
A discussion followed. Mayor Dodro and Ms. Grant-Charles provided clarifications and
answered inquiries from the Council.
Motion: Councilmember Lai moved to extend the meeting of June 5, to 9:15 p.m.
Councilmember Rosenberg seconded the motion. Councilmember Lashley called for the
vote. The motion passed (5-0-0).
8. PUBLIC COMMENTS AND SUGGESTIONS FOR FUTURE AGENDA ITEMS
City resident Rose Evans - Addressed Mr. Triplett about hiring part-time staff to push the
beautification of the city and to possibly use the newsletter budget item to fund new police
officers.

City Code, §57-1 “Adoption of fees by resolution” requires that all fees authorized in the City
Code be established by the City Council in a Schedule of Fees adopted by resolution at the time
of the Annual Budget Ordinance. This Schedule of Fees was adopted by the City Council by
