CITY OF NEW CARROLLTON MINUTES
Called to order 7:03 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Lincoln
Lashley, David Lai, Ryan Hussey, Duane Rosenberg (Councilmember Urbina was present via
Zoom); Mayor Katrina Dodro, Chief of Police David G. Rice, Technology Administrator Andrew
Facey, and City Clerk Araceli Guzman-Benitez.
1. ADOPTION OF THE AGENDA AS PRESENTED
There were no additions to the agenda.
Councilmember Urbina requested clarification from the Mayor about a conversation; Mayor Dodro
clarified that she wishes to evaluate the funds to bring the following positions: A full-time grants
administrator, a bi-lingual community outreach coordinator and a part-time
marketing/communications position.
Councilmember Urbina clarified that a Fleet Manager Position on FY2023 was paid through a
funds from a vacant position.
Motion: Councilmember Lai moved to adopt the agenda as presented. The Motion was passed
(5-0-0).
2. ADOPTION OF THE FY2024 BUDGET – ORDINANCE 23-02
Motion: Councilmember Lai moved that the Council of the City of New Carrollton adopt
Ordinance 23-02, an Ordinance of the City Council of New Carrollton adopting an annual
operating and capital budget for the City of New Carrollton for the fiscal year beginning July 1,
2023 and ending June 30,2024; Establishing the tax rate to be levied upon the taxable property
within the City; Authorizing the collection of such taxes; Specifying a rate of interest to be
charged upon overdue personal property taxes, liens and unpaid fees: Adopting annual budgets
for the Commercial and/or Industrial Properties Special Public Safety Taxing District and the
Multifamily Properties, Special Public Safety Taxing District; Establishing the Annual Tax Rate
to be levied upon the Special Public Safety Taxing Districts; and all things generally relating to
the adoption of an annual budget for the City of New Carrollton.
Councilmember Rosenberg seconded the motion. A discussion followed about items that need
to be corrected; one police vehicle and one vehicle for parking to be added to the budget
$85,000.00; flow charts for each department; GPS tracking on all vehicles; Opengov; and a fleet
manager position was suggested. Councilmember Lashley called for the vote. As amended by
tonight’s discussion. The motion passed (5-0-0).
3. RESOLUTION 23-03 FY2024 SCHEDULE OF FEES
Motion: Councilmember Rosenberg moved that the Council of the City of New Carrollton adopt
Resolution 23-03, a resolution adopting a schedule of fees for FY2024. Councilmember Urbina
seconded the motion. A discussion followed about items that need to be corrected, clarified or
removed. Councilmember Lashley called for the vote. As amended by tonight’s discussion. The
motion passed (5-0-0).

5. CONTRACT WITH OPENGOV - CODE ENFORCEMENT PERMIT
LICENSING/FINANCE DEPT. BUDGET SOFTWARE
Motion: Councilmember Lai moved that the Council of the City of New Carrollton approve the
contract of OpenGov Asset Management for Code Enforcement Permit Licensing/Finance Dept.
Budget Software. Councilmember Rosenberg seconded the motion. A discussion followed.
Councilmember Lashley called for the vote. The motion passed (5-0-0).
6. RE-APPOINTMENT OF THE BOARD OF ELECTION MEMBERS:
Motion: Councilmember Hussey moved that the City Council approve the re-appointment of Dr. Ronnie
Fairley, Gwen Chase, Leathy McLaughlin to the City of New Carrollton’s Board of Elections for a two-
year term that will end on June 7, 2025, as stated in the City of New Carrollton Charter Section C-5
Board of Elections.
Councilmember Hussey table the motion for June 21, 2023. Councilmember Rosenberg
seconded the motion. Councilmember Lashley called for the vote. The motion to table the topic
passed (5-0-0).
7. MOTION TO ADJOURN
Councilmember Urbina moved to adjourn the meeting. Councilmember Rosenberg seconded
the motion. Councilmember Lashley called for the vote. The motion passed (5-0-0).
The meeting adjourned at 8:24 pm.
