1| MINUTES OF THE COUNCIL WORKSHOP AND LEGISLATIVE MEETING – NOVEMBER 15, 2023 CITY OF NEW CARROLLTON MINUTES The meeting was called to order at 7:00 p.m. via Zoom/Municipal Center, Room 230. In attendance were Councilmembers Briana Urbina, David Lai, Duane Rosenberg, and Lincoln Lashley. (Councilmember Ryan Hussey was absent). Also present were Assistant City Administrative Officer Maisha Williams, Administrative Assistant Blessyn Marcelle, City Clerk Araceli Guzman-Benitez, (Interim City Administrative Officer Joe Nagro and City Administrative Officer Jenese Jones Oden via Zoom). 1. ADOPTION OF THE AGENDA AS PRESENTED Councilmember Rosenberg made a motion to adopt the agenda as presented. Councilmember Lai seconded the motion. There was no discussion. The motion passed Unanimously 4-0-0. 2. STATEMENT FOR THE RECORD - CLOSED MEETING OF MONDAY, NOVEMBER 1, 2023: In accordance with the General Provisions Article, Section 3-306 (c) (2) of the Annotated Code of Maryland, I move that the minutes of tonight’s meeting reflect that the City Council met in person at 6016 Princess Garden Parkway, New Carrollton, MD 20784, in a closed session on Wednesday, November 1, 2023, at 7:03 p.m., pursuant to the General Provisions Article of the Annotated Code of Maryland, §3-305 (b) (1) “To discuss the appointment, employment, assignment, promotion, discipline, demotion, compensation, removal, resignation, or performance evaluation of appointees, employees, or officials over whom this public body has jurisdiction; any other personnel matter that affects one or more specific individuals”. Also present was Katrina Dodro, Mayor. The City Council, the Mayor and the Administration discussed and provided feedback on the matters. The Closed Meeting adjourned at 8:06 p.m. 3. COUNCIL ANNOUNCEMENTS 2| MINUTES OF THE COUNCIL WORKSHOP AND LEGISLATIVE MEETING – NOVEMBER 15, 2023 Councilmember Rosenberg:  Red Cross Blood Drive December 21  Pepco to meet with the Council on December 1st in reference to street lights  Deadline ARPA funds  Raise Crosswalks  Green Team  Community Tax Aid program (Free tax preparation) Councilmember Lai:  November 18: Greater Riverdale Distribution, Ebenezer Food Distribution, District 22 team will host a Town Hall at the Greenbelt Library, and PGPG gift card in return for guns  November 24: Cannabis Reform Act Public Opinion Survey Councilmember Lashley:  Thanked the Mayor and her staff for preparing the Veterans Day event  He wished everyone a Happy Thanksgiving Holiday  November 18: Stuff A Truck  CPJ Bridge feasibility study Councilmember Urbina:  November 19: 5600 Regency Heights there will be a turkey giveaway  Congratulated the City of Greenbelt for receiving the new FBI Agency  December 9: Santa with a Badge event at 1:00 pm 5. PROCLAMATION MUNICIPAL GOVERNMENT WORKS MONTH Chair Urbina and the Councilmember expressed their gratitude to all the employees that work for the City and they will be happy to sign the Proclamation on Municipal Government Works Month. 6. EMERGENCY ORDINANCE 24-03: An Emergency Ordinance of the City of New Carrollton Amending the Adopted Budget for Fiscal Year Beginning July 1, 2023 and ending June 30, 2024 as Embodied in Ordinance 23-02, to provide for the Acquisition of two Parking Patrol Vehicles and to Reassigned Funds Budgeted for Police Patrol Vehicles to pay for the Parking Patrol Vehicles. EMERGENCY ORDINANCE 24-05: An Emergency Ordinance of the City Council of New Carrollton Amending the Adopted Budget for the Fiscal Year beginning July 1, 2023 and ending June 30, 2024 as Embodied in Ordinance 23-02, as Amended, to Provide for the Construction of the Pedestrian Safety 3| MINUTES OF THE COUNCIL WORKSHOP AND LEGISLATIVE MEETING – NOVEMBER 15, 2023 Speed Calming Raised Crosswalks and Handicap Ramps within the City to Appropriate Funds Designated for Speed Camera to pay for the Construction of the Raised Crosswalks and Handicap Ramps. The City Council discussed the topic. 8. EMERGENCY ORDINANCE 24-06: An Emergency Ordinance of the City Council of New Carrollton Amending the Adopted Budget for the Fiscal Year beginning July 1, 2023 and ending June 30, 2024 as Embodied in Ordinance 23-02, to Provide for the Acquisition of a Ford F-250 Truck the Public Works Department and to Appropriate the Additional Funds Needed to Acquire the FORD F-250 Truck Designated from Vehicle Replacement. The City Council discussed the topic. 9. PUBLIC COMMENTS Mr. Stephen John of Lamont Drive recommended that the City designate a staff member as liaison to the City Committees. He also asked clarification about the link in reference to the Maryland Tax survey. 10. MOTION TO ADJOURN – MOVE INTO LEGISLATIVE MEETING Motion: Councilmember Lai moved to adjourn the workshop session to go into the legislative meeting at 7:32 pm. Councilmember Rosenberg seconded the motion. There was no discussion. The Motion passed unanimously 4-0-0. LEGISLATIVE MEETING 1. CALL TO ORDER AT 7:33 PM 2. APPROVAL OF THE MEETING MINUTES 4| MINUTES OF THE COUNCIL WORKSHOP AND LEGISLATIVE MEETING – NOVEMBER 15, 2023 Motion: Councilmember Lai moved that the City of New Carrollton City Council approve the meeting minutes of the Council Workshop Meeting (October 4, 2023), Council Workshop/Legislative Meeting (October 18, 2023), and the Council Special Legislative Meeting (October 19, 2023). Councilmember Rosenberg seconded the motion. There was no discussion. The motion passed Unanimously 4-0-0. OLD BUSINESS 4. EMERGENCY ORDINANCE 24-03: Motion: Councilmember Rosenberg moved that the City Council of the City of New Carrollton approve the Emergency Ordinance 24-03: An Emergency Ordinance of the City of New Carrollton Amending the Adopted Budget for Fiscal Year beginning July 1, 2023 and ending June 30, 2024 as Embodied in Ordinance 23-02, to provide for the Acquisition of two Parking Patrol Vehicles and to Reassigned Funds Budgeted for Police Patrol Vehicles to pay for the Parking Patrol Vehicles. Councilmember Lashley seconded the motion. There was no discussion. The motion passed Unanimously 4-0-0. 5. THE DEPARTMENT OF PUBLIC WORKS SEEKS APPROVAL TO PURCHASE A FORD F-250 PICK-UP TRUCK WITH A SNOWPLOW Motion: Councilmember Lashley moved that the City Council of City of New Carrollton approve the purchase of a Ford F-250 Pick-Up Truck with Snowplow. The truck will be purchase using the current State Blanket Purchase Order #001B3600202. The total cost of the truck with the plowing and towing package will be $53,610., plus Title and delivery fees. The Current budget is funded at $40,000., with a balance of $13,610. Councilmember Lai seconded the motion. There was no discussion. The motion passed Unanimously 4-0-0. NEW BUSINESS 6. EMERGENCY ORDINANCE 24-05: Motion: Chair Urbina moved that the City Council of the City of New Carrollton approve the Emergency Ordinance 24-05 An Emergency Ordinance of the City Council of New Carrollton Amending the Adopted Budget for the Fiscal Year beginning July 1, 2023 and ending June 30, 2024 as Embodied in Ordinance 23-02, as Amended, to Provide for the Construction of the Pedestrian Safety Speed Calming Raised Crosswalks and Handicap Ramps within the City to Appropriate Funds Designated for Speed Camera to pay for the Construction of the Raised Crosswalks and Handicap Ramps. PROCLAMATION - MUNICIPLA GOVERNMENT WORKS Motion: Councilmember Lashley moved that the City of New Carrollton City Council along with Mayor Dodro proclaim November 2023, as Municipal Government Works Month in the City of New Carrollton. Councilmember Rosenberg seconded the motion. There was no discussion. The motion passed Unanimously 4-0-0. 9. MOTION TO ADJOURN Councilmember Lai moved to adjourn the meeting. Councilmember Lashley seconded the motion. There was no discussion. The motion passed 4-0-0.
