1| MINUTES OF THE COUNCIL WORKSHOP MEETING – DECEMBER 6, 2023 CITY OF NEW CARROLLTON MINUTES Called to order at 7:05 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Councilmembers Briana Urbina, David Lai, Duane Rosenberg and Lincoln Lashley. (Councilmember Ryan Hussey was absent). Also present were Mayor Katrina Dodro, City Administrator Jenese Jones Oden, Director of Public Works Andre Triplett, Chief of Police David Rice, IT Director Andrew Facey and City Clerk Araceli Guzman-Benitez. 1. ADOPTION OF THE AGENDA AS PRESENTED Motion: Chair Urbina made a motion to adopt the agenda as presented. The motion was seconded by Councilmember Rosenberg. The motion passed unanimously (4-0-0), with Councilmember Hussey absent. 2. PUBLIC COMMENTS Resident of Quentin Court Mark Brooks expressed his concerns about parking issues on his street. 3. STATEMENT FOR THE RECORD – CLOSED MEETING OF MONDAY, NOVEMBER 20, 2023. In Accordance with the General Provisions Article, Section 3-306 ( c)(2) of the Annotated Code of Maryland, Chair Urbina moved that the minutes of December 6, 2023 workshop meeting reflect that the City Council met virtually via Zoom, in a closed session on Monday, November 20, 2023, at 7:07 pm., pursuant to the General Provisions Article of the Annotated Code of Maryland, §3-305 (b) (3) “To consider the acquisition of real property for a public purpose and matters directly related thereto”. Motion -Urbina/Lai -Vote to Close Meeting: Yes No Abstain Absent Ms. Urbina X Mr. Lashley X Mr. Rosenberg X Mr. Lai X Mr. Hussey X The following staff members were in attendance: City Administrative Officer Jenese Jones Oden and City Clerk Araceli Guzman-Benitez. Also present were Mayor Katrina Dodro, Gregory "Trey" Proctor III and Shawn Matlock from PGCPS. The City Council, the Mayor and the Administration discussed and provided feedback on the matters related to the possible acquisition of Charles Carroll property. The Closed Meeting adjourned at 8:21 p.m. 4. DISCUSSION PETITION REQUEST: RESTRICT PARKING TO PERMIT HOLDERS Chair Urbina presented a petition from residents of Quentin Court requesting that the City Council approve parking to permit holders in the col-de-sac in order to control the overcrowded parking issue. COUNCIL ANNOUNCEMENTS Chair Urbina:  Expressed condolences on the passing of Greenbelt Councilmember Ric Gordon Councilmember Rosenberg:  Blood Drive scheduled for December 20 at the Municipal Center Councilmember Lai:  Santa with a Badge scheduled for December 9  The Ebenezer food and toys distribution scheduled for December 9  City of New Carrollton Annual Holiday Decorating contest scheduled December 14  MARC train service survey from the Maryland Transit Administration Councilmember Lashley:  Santa with a Badge December 9  Expressed condolences on the passing of Greenbelt Councilmember Gordon Councilmember Hussey did not have any announcements. 6. PRESENTATION: UPDATE ON THE BRIDGE Mr. Saifuddin Ahmed and Nestor Cardona of CPJ & Associates, Inc., discussed the final report of the feasibility study and testing results for the rehabilitation of the Powhatan Street bridge along with the following options: 1. Total bridge replacement, 2. Superstructure replacement and 3. Temporary steel beam support. The Councilmembers and the Administration asked questions and provided input. 7. MAYOR’S REPORT FROM THE REPORTS FROM THE DEPARTMENT HEADS Mayor Dodro:  Expressed condolences on the passing of Greenbelt Councilmember Ric Gordon  Expressed condolences on the passing of the children from Riverdale Park Elementary  Expressed condolences on the passing of longtime resident Cathy Beavar  Meet & Greet at the Library December 9 at 1:00 pm to 3:00 pm  Update: BHB Engineering and CPJ & Associates Inc., will be helping the city with different projects  A farm was contracted to bring goats to the city to help remove vegetation  Calling community members to participate in volunteer committees  Attended the Charles Carroll Middle school safety meeting on December 6  Wished everyone a Happy Hanukkah  Announced that on January 2nd there will be new staff in the Administration  Updates on the different projects happening at the Municipal Center  Re-assigning the Council room 3| MINUTES OF THE COUNCIL WORKSHOP MEETING – DECEMBER 6, 2023  Employ Prince George’s County at the Hanko Building City Administrator Jenese Jones Oden:  Provided a 90-day lookback and overview document  The Administration’s November report Director of DPW Andre Triplett  Leaf collection  Food Waste bins  Snow removal supplies  New trash packers  Fuel tanks Chief of Police David Rice:  Attended the Charles Carroll Middle school safety meeting  Statistics report for November  Animal Control report A discussion followed. The Councilmembers had questions and shared their suggestions. 8. STANDING RULES DISCUSSION The topic was table. 9. MEETING MINUTES Review of the meeting minutes: a.) Council Workshop Meeting Minutes (November 1, 2023) b.) Council Workshop and Legislative Meeting Minutes (November 15, 2023) 10. REVIEW OF PAID BILLS Review of the list of bills: Batch #1 (October, 27, 2023); Batch #2 (November, 2, 2023); Batch #3 (November, 3, 2023); Batch #4 (November, 9, 2023); Batch #5 (November, 13, 2023); Batch #6 (November, 17, 2023). The Councilmembers had questions about the list of bills. 11. PUBLIC COMMENTS AND SUGGESTIONS FOR FUTURE AGENDA ITEMS There were no comments from the public. Future agenda items:  Community Engagement  Public Hearing to involve all residents about on voting  Charter Retreat possibly 12/16 or 1/6/2024  Code Enforcement in January 4| MINUTES OF THE COUNCIL WORKSHOP MEETING – DECEMBER 6, 2023  Liza Fenton – Updates to the Code  Intern to research projects and facilitator on all resident voting  Weinbach Scholarship program (Fundraiser 5K)  Chair Urbina announced she has an Intern to do research on all resident voting 12. ADJOURNMENT Councilmember Lai moved to adjourn the meeting. Councilmember Lashley seconded. The motion passed unanimously (4-0-0), with Councilmember Hussey absent.
