1| MINUTES OF THE COUNCIL WORKSHOP MEETING – JANUARY 3, 2024 CITY OF NEW CARROLLTON MINUTES Called to order at 7:00 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Councilmembers Briana Urbina, David Lai, Duane Rosenberg and Ryan Hussey. (Councilmember Lincoln Lashley was absent). Also present were City Administrator Jenese Jones Oden, David G, Rice, Chief of Police, Director of Public Works Andre Triplett, IT Director Andrew Facey and City Clerk Araceli Guzman-Benitez. 1. ADOPTION OF THE AGENDA AS PRESENTED Motion: Councilmember Lai made a motion to adopt the agenda as presented. Councilmember Rosenberg seconded the motion. The motion passed unanimously (4-0-0), with Councilmember Lashley absent. 2. PUBLIC COMMENTS Resident Will Pierce provided suggestions about education in schools. 3. COUNCIL ANNOUNCEMENTS Councilmember Rosenberg:  Wished everyone a happy New Year.  Would like to see more Blood Drive events.  Boy Scout Troop fundraiser on Presidents Day.  Community Tax Aid program to low-income residents. Councilmember Lai:  The Ebenezer food distribution First and third Saturday each month.  Free recreation and fitness (Free fitness activity in conjunction with official of College Park meet every Saturday at 9:00 am).  City of New Carrollton website.  Latin American Youth Center have ongoing programs for youth of low-income or contact 301-991-4325. Councilmember Hussey:  Wished everyone a happy New Year.  Would like to organize a 5-K run.  Announce the birth of his newborn. Chair Urbina:  The Latino Democrats of Prince George’s County will host a State of the City on 01/9.  The Prince George’s County Council will host a minority contractor-forum. 4. PRESENTATION: NLC SERVICE LINE PROGRAM Ms. Ashley Shiwarski discussed that the National League of Cities (NLC) Service Line Warranty Program, offered by City Service Partners, a HomeServe Company, which was conceived in partnership with the National League of Cities to educate property owners about their service line responsibilities and to help residents avoid the out‐of-pocket expense for 2| MINUTES OF THE COUNCIL WORKSHOP MEETING – JANUARY 3, 2024 unanticipated and potentially costly service line repairs, and replacements. That the program provides homeowners affordable protection against significant and unexpected costs to remedy leaking/broken/ clogged water lines, sewer lines, and in-home plumbing lines. She further explained two options in which the City of New Carrollton can participate. 1. By purchasing the external water line and external sewer line coverage on behalf of all residents (blanket program), or 2. The Standard Program marketed via direct mail to allow the homeowners the choice to purchase coverage. The Councilmembers asked questions and provided input. 5. PRESENTATION: THRONE LABS Ms. Jessica Heinzelman, COO provided a brief overview of the company and discussed the Throne Labs benefits to include capital costs, easy deployment of smart public restrooms and the option for the city to test different locations to optimize the network for maximum value to the residents and visitors. The Councilmembers asked questions and provided input. 6. COUNCIL SCHEDULING AND ORGANIZING Chair Urbina discussed the different dates in the month in February to meet on a Council Retreat. February 3: 12pm-4pm February 4: 2pm-6pm February 17: 12pm-4pm (Hussey, Lai, Rosenberg and Urbina agreed). April 13: 12pm-4pm (Hussey, Lai? Rosenberg and Urbina agreed). April: Public hearing on non-citizen voting (Saturday). 7. REPORT FROM THE MAYOR AND THE ADMINISTRATION Ms. Jenese Jones oden, City Administrator provided a brief overview in happenings in the Administration.  Renovations in the Municipal Center  Rapid mold removal  Holiday lunch  Toys for Tots  Open positions  List of new positions  Retirements  New website in progress  MLK Day closure Chief Rice thanked the Metro Points Hotel, Chick-fil-A, Jersey Mikes, Dominoes and the Police Officers for their collaboration with Shop with a Cop event. He provided awareness on carjacking and advised residents to be vigilant of their surroundings. Director Triplett announced that the leaf collection is coming to completion and is preparing for 3| MINUTES OF THE COUNCIL WORKSHOP MEETING – JANUARY 3, 2024 possible winter weather. Chair Urbina clarified that the stats and reports will be presented at the Council meeting at the end of the month. The Councilmembers asked questions and provided input. 8. PUBLIC COMMENTS AND QUESTIONS Resident Cynthia Mills requested information on the following:  Repairs of the bridge  Celebration of MLK  Charter changes  Advertise Council meetings on the electronic sign Resident Andrew Calimahos provided information:  Drivers accessing the wrong direction of Westbrook Dr  Cars parked on grass, blocking sidewalks and parked trailers 12. ADJOURNMENT Councilmember Lai moved to adjourn the meeting. Councilmember Rosenberg seconded.
