1| MINUTES OF THE COUNCIL WORKSHOP/LEGISLATIVE MEETING – JANUARY 17, 2024 CITY OF NEW CARROLLTON MINUTES Called to order at 7:01 p.m. Via Zoom. In attendance were Councilmembers Briana Urbina, David Lai, Duane Rosenberg and Lincoln Lashley. (Councilmember Ryan Hussey was absent). Also present were Mayor Katrina Dodro, City Administrator Jenese Jones Oden, Director of Public Works Andre Triplett, Chief of Police David Rice, ACAO Maisha Williams, IT Director Andrew Facey and Araceli Guzman-Benitez. 1. ADOPTION OF THE AGENDA Chairperson Urbina made a motion to dismiss the topic from the agenda. All were in favor to dismiss the topic. The motion passed 4-0-0. 2. PUBLIC COMMENTS Due to technical issues City resident Stephen John was not able to provide his comments. City Resident Cynthia Mills of 86th Avenue had the following questions or suggestions:  Due to the closure of the bridge, she requested that the road be split in a two-way road.  Requested information about names and salaries of all the new hires including the budget amendment to reflect all hires and a list or number of applicants for all those new positions. City resident Angela Alarcon of 86th Avenue had the following questions or suggestions:  Thanked the city for the updates on raise crosswalks and pedestrian safety.  Requested a Crosswalk to cross to Carrollton Elementary. 3. COUNCIL ANNOUNCEMENTS Councilmember Lashley:  PGCPS is hiring Crossing Guards. Councilmember Rosenberg:  Red Cross Blood Drive event: Mid-February  Troop 214 will host a Chilly Supper: February 19  PGCMA meeting: January 18  Four Cities Meeting: January 25  Trinity Moravian Church welcomes its new Pastor Jasmina Mead. Councilmember Lai:  Thanked the City staff for their response to plow the snow and for the compost program.  Food distribution at the Municipal Center  Charles Carroll food distribution  Congressman Glenn Ivey’s office has openings to other advisory boards. Chairperson Urbina:  She thanked the Department of Public Works for their hard work on various projects.  An organization called Local Progress of local elected officials that support education about policy issues, are signing a letter called cease-fire to be sent to the White House. 4. MAYOR’S REPORT WITH THE REPORTS FROM THE DEPARTMENT HEADS Mayor Dodro announced the following:  Asked residents to sign-up to receive the E-Newsletter  Snow emergency  Parking & pedestrian safety  Renovations to the Finance Office ACAO Williams:  Finance Summary was provided to the Council  Paycom program  Open positions  Human Resources update  Employee training  Maryland State Audit  Home Improvement Program  Director Triplett:  Update on the bridge  Leaf collection  Snow storm  Fuel tanks  Food waste  Samsara program City Administrator Jones Oden:  Website and social media communication  Constant contact E-Newsletter Chief Rice:  Reports from the police will reflect the same report that is published on social media.  Samsara devices Mayor Dodro:  Highlighted that during her Meet & Greet at the library, she presented some of the new positions.  Invites residents to attend the Meet & Greet. (Second Saturday of each month). 5. DISCUSSION: BANNING SMOKE ON PUBLIC PROPERTY Chairperson Urbina led the discussion about the banning of smoke on public properties. The City of Ashville posted signs in specific places where they wanted to ban smoking, and it was complaint-based instead of an enforcement approach. The Councilmembers asked questions and provided input. 6. PROCLAMATION: BLACK HISTORY MONTH The topic was presented. 7. PUBLIC COMMENTS AND QUESTIONS City resident Stephen John praised the hard work and dedication of the staff. City resident Angela Alarcon praised the hard work and dedication of the staff on behalf of her husband. She also suggested doing meetings to discuss the ongoing parking issues, specifically on the cul-de-sac. Chairperson Urbina explained that the residents complaining about parking on the cul-de-sac have withdrawn their petition because some of the residents moved out of the city. The Mayor explained that they are exploring strategies to create a comprehensive parking and pedestrian safety plan. Chairperson Urbina Suggested creating a City fund for people to participate in the County’s permeable driveway project, which the County provides $6,000 cash to convert a driveway from concrete to permeable surface, and the City can allow waiver fees for permits. 8. MOTION TO ADJOURN – MOVE INTO LEGISLATIVE MEETING Councilmember Rosenberg moved to adjourn the workshop/Legislative meeting for January 17, 2024. Mr. Lashley seconded. The motion passed 4-0-0. The meeting adjourned at 8:09 pm. 1. LEGISLATIVE MEETING WAS CALL TO ORDER At 8:10 pm. 2. MEETING MINUTES Motion: I move that the City Council approve the meeting minutes of the Council Workshop Meeting of December 6, 2023, and the Council Workshop and Legislative Meeting of December 20, 2023. Chairperson Urbina seconded. The motion passed 4-0-0. OLD BUSINESS NONE NEW BUSINESS 3. PROCLAMATION: BLACK HISTORY MONTH Councilmember Lashley moved to that the Mayor and the City Council proclaim the month of February 1 through March 1, 2024, as Black History Month in the City of New Carrollton. Councilmember Rosenberg seconded. The motion passed 4-0-0. 4.
