1| MINUTES OF THE COUNCIL WORKSHOP AND SPECIAL
LEGISLATIVE MEETING – MAY 13, 2024
CITY OF NEW CARROLLTON MINUTES
Called to order at 7:02 p.m. Via Zoom/Municipal Center, Room 230. In attendance were
Councilmembers Briana Urbina, David Lai, Lincoln Lashley, Ryan Hussey and Duane Rosenberg.
Also present were Mayor Katrina Dodro, ACAO Maisha Williams, Chief of Police David G, Rice,
Director of Public Works Andre Triplett, IT Director Andrew Facey and Araceli Guzman-Benitez.
1. PUBLIC COMMENTS
Creg McClain:
Suggested that the City honor the open meetings act, when conducting city related
meetings outside of the City.
2. PUBLIC HEARING ON BUDGET ORDINANCE 24-11 FY2025 AND FY2025
SCHEDULE OF FEES
Chairperson Urbina led the public hearing at 7:05 pm. On the budget ordinance and the
schedule of fees for fiscal year 2025.
Chairperson Urbina confirmed that the public hearing had been advertised:
Public Notice located at City Municipal Center – 4/22/24.
Official Publication – The Prince George’s Post (May 2, 2024 Edition).
Facebook 5/10/24.
City’s Public Access Channel on 4/22/24.
ACAO Williams stated that the budget was updated to reduce one police officer position and to
add seed money for dispatch as requested by the City Council on the previous meeting and to
add an additional vehicle for the Police Department. It was further explained that due to a police
car being out of service, an additional car was needed.
The public did not have input or questions.
3. DISCUSSION: COUNCIL AND MAYOR’S RETREAT OCEAN CITY
It was stated that the Council and Mayor’s retreat will take place in Ocean City at the library
on Saturday, June 22, 2024, 1:00 pm. The Council Chair will create the agenda. The retreat
will be open to the public.
4. REPORT FROM THE MAYOR AND THE DEPARTMENT HEADS
Ms. Williams:
An Administration Report was provided.
A modular unit for a summer camp quote from NIU was mentioned.
National Alliance on Mental Illness (NAMI) will be returning to the city.
A blood drive event will take place on July 11.

Landscape architecture for Mahoney Park (artistic emphasis)., and Oak Park Lane
(Gavin & Rycroft. Raingarden nature.
Employ Prince George’s.
Eight week B-Roll youth photography class. (Summer).
Youth Technology program development. (Ai pilot program).
Engineering firm for Harland Street.
Feasibility Study Grant. (Parks).
Vendors.
The Councilmembers had questions and provided input.
5. DISCUSSION: VMP CONSTRUICTION COMPANY, INC CONTARCT
Chairperson Urbina Open the topic for discussion:
The Department of Public Works requested contract approval to
proceed with the contract paving of the City’s parking lot at Frenchman's
Creek Condominiums with VMP Construction Co, Inc., in the amount of
$114,712.50. The paving will be funded through the ARPA budget line item
Street Paving and Sidewalk Repairs.
It was stated that the Department of Public Works will be presenting future projects of
sidewalk paving.
6. RESOLTUTION 24-04 SCHEDULE OF FEES
Mayor Dodro facilitated the discussion about the FY 2025 Schedule of fees. The mayor
explained that the rates on the schedule of fees will be based on Prince George’s County rates.

9. MOTION TO ADJOURN 8:42 PM – MOVE INTO LEGISLATIVE MEETING
Councilmember Lai moved to adjourn the Workshop meeting. Councilmember Hussey
seconded. The motion passed unanimously 5-0-0.
1. SPECIAL LEGISLATIVE MEETING WAS CALLED TO ORDER AT 8:42 PM
2. MEETING MINUTES
Motion: Councilmember Lai moved that the City Council of the City of New Carrollton
approve the meeting minutes Council Workshop and Special Legislative Meeting March 6,
2024, and the Council Workshop and Legislative Meeting of March 20, 2024. Councilmember
Hussey seconded. The motion passed unanimously 4-0-0. (Chairperson Urbina was not
present during the vote).
3. ORDINANCE 24-11: OPERATING A CAPITAL BUDGET FOR THE CITY OF NEW
CARROLLTON, MARYLAND FISCAL YEAR 2025
Reading: Councilmember Lashley read the Ordinance: An Ordinance of the City Council of
New Carrollton Adopting an Annual Operating and Capital Budget for the City of New
Carrollton for the Fiscal Year beginning July 1, 2024 and ending June 30, 2025; establishing
the Tax Rate to be Levied Upon the Taxable property within the City; authorizing the
collection of such taxes; specifying a rate of interest to be charged upon overdue personal
property taxes, liens and unpaid fees; adopting annual budgets for the commercial and/or
industrial properties special public safety taxing district and the multifamily properties special
public safety taxing district; establishing the annual tax rate to be levied upon the special
public safety taxing districts; and all things generally relating to the adoption of an Annual
Budget for the City.
Councilmember Lai made a motion to table the topic for the next meeting. Chairperson Urbina
seconded. The motion passed unanimously 5-0-0.
4. VMP CONSTRUCTION COMPANY, INC CONTRACT
Motion: Councilmember Rosenberg moved that the City Council of the City of New
Carrollton approve the Department of Public Works to proceed with the contract paving of the
City’s parking lot at Frenchman's Creek Condominiums with VMP Construction Co, Inc., in
the amount of $114,712.50. The paving will be funded through the ARPA budget line item
Street Paving and Sidewalk Repairs. Councilmember Lai seconded. The motion passed
unanimously 5-0-0.
5. MOTION TO ADJOURN
Councilmember Lai moved to adjourn the Legislative meeting. Councilmember Hussey
seconded. The motion passed unanimously 5-0-0.
The meeting adjourned at 8:47 p.m.
