1| MINUTES OF THE COUNCIL LEGISLATIVE MEETING – MAY 15, 2024 CITY OF NEW CARROLLTON MINUTES Called to order at 7:01 p.m. Via Zoom/Municipal Center, Room 230. In attendance were Councilmembers Briana Urbina, Duane Rosenberg, Lincoln Lashley, David Lai and Ryan Hussey. Also present were Mayor Katrina Dodro, ACAO Maisha Williams, Director of Public Works Andre Triplett, Chief of Police David Rice, IT Director Andrew Facey and Araceli Guzman- Benitez. 1. ORDINANCE 24-11: OPERATING AND CAPITAL BUDGET FOR THE CITY OF NEW CARROLLTON, MARYLAND FISCAL YEAR 2025 Motion: Councilmember Lashley moved that the City Council of the City of New Carrollton Adopt Ordinance 24-11, an Ordinance Adopting an Annual Operating and Capital Budget for the City of New Carrollton for the Fiscal Year beginning July 1, 2024 and ending June 30, 2025; establishing the Tax Rate to be Levied Upon the Taxable property within the City; authorizing the collection of such taxes; specifying a rate of interest to be charged upon overdue personal property taxes, liens and unpaid fees; adopting annual budgets for the commercial and/or industrial properties special public safety taxing district and the multifamily properties special public safety taxing district; establishing the annual tax rate to be levied upon the special public safety taxing districts; and all things generally relating to the adoption of an Annual Budget for the City. Councilmember Rosenberg seconded. A discussion followed. The motion passed 4-0-1. 2. RESOLUTION 24-04 FY25 SCHEDULEOF FEES Councilmember Lai moved that the Council of the City of New Carrollton adopt Resolution 24-04, a resolution adopting a schedule of fees for FY2025. Chairperson Urbina seconded. The motion passed unanimously 5-0-0. 3. CONTRACT 12 MONTH RENTAL MODULAR UNIT TO PROVIDE YOUTH ACTIVITIES AT BECKETT FIELD Chairperson Urbina moved that the Council of the City of New Carrollton approve the contract with Wilmot Modular Structures, Inc., for $3,982.62 per month for one year to also include fees for install and return for a total not to exceed $83,090.80. Councilmember Rosenberg seconded. A discussion followed. The motion passed unanimously 5-0-0. 4. MOTION TO ADJOURN Councilmember Lai moved to adjourn the legislative meeting. Councilmember Hussey seconded. The motion passed unanimously 5-0-0.
