COUNCIL SPECIAL LEGISLATIVE VIRTUAL MEETING
WEDNESDAY, OCTOBER 23, 2024
5:13 p.m. – 5:47 p.m.
PRESENT: Chair Briana Urbina, Councilmembers Lincoln Lashley, David Lai,
Councilmember Duane Rosenberg, Director of Public Works, Andre Triplett, City
Clerk, Ashli Pressey, City Administrator Maisha Williams, and Mayor Katrina
Dodro.
ABSENT: Ryan Hussey
Chair Briana Urbina opened the meeting at 5:13 p.m.

PUBLIC HEARING AND DISCUSSION
CPJ Construction Supervision Contract Proposal
Brandon Freeman: What you all have in front of you, is just the standard contract to do some
construction oversight for this project. Even though the project doesn't have a lot of elements. It's still,
kind of nuanced as far as Constructing the bridge and making sure that everything is in place. So the
contractor may have some questions that arise during construction and we want to be sure that the bridge
is installed correctly and For all the questions are answered properly and timely fashion. So with any
construction project, there's going to be submittals that come in that will need to be verified that they
meet the specifications that we've prepared for this project. Also, it's inevitable that some RFPs will come
up things, that are unforeseen for most times.
Brandon Freeman: as part of that we're offering construction services, there's also the first line item kind
of details where we're talking about will perform Construction site
Council Chair Urbina questioned why the permitting was not within the scope. Also asked if the hourly
rate deferred based upon the area of expertise.
Councilmember Lai doesn’t have any questions at this time.
Councilmember Rosenberg only had questions regarding the hourly rate and would like the attachment for
the price breakdown. He also wants the language to be clarified before he signs anything.
CPJ will coordinate with the town in a weekly virtual meeting to
update the construction schedule.
Council Chair Urbina stated there is still a need for further clarification, but the
good news is that and I wanted to just kind of offer some clarification while we have CPJ on the line. Just
in case I'm getting this wrong is that, this is the contract to supervise the work that will be performed by
the contractor. Who does the construction? This is not the contract that creates the terms of the
contractor, who's going to perform the construction and that's actually what I thought we were getting
today prior to receiving the agenda packet. So if we need to tweak this and not vote on this today, it's not
going to cause any delay in the start of construction because we still have not awarded this project to a
contractor.
Council and CPJ agreed to revisit this conversation at a later date.
ADJOURN: A motion was made by Councilmember Lai and seconded by Councilmember Lashley
to adjourn, and with a vote of 4-0, the meeting was adjourned at 5:047 p.m. to adjourn the special
legislative meeting.
Next Council meeting is November 4, 2024.

Re: Powhatan Street Bridge Rehabilitation over Brier Ditch – Construction
Supervision
Dear Mr. Triplett:
Charles P. Johnson & Associates, Inc. (CPJ) is pleased to submit this proposal for performing
construction supervision of the existing Powhatan Street Bridge over Brier Ditch in the City of New
Carrollton, MD. The subject bridge is located at the intersection of Powhatan Street and Westbrook
Drive, New Carrollton, MD 20784. The scope of this proposal is to perform construction supervision of
the subject project. CST Engineering, Inc. (CST), CPJ subconsultant, will perform structural construction
supervision on this task.
Our services will be provided on an hourly basis with the terms and conditions of the Engineering
Architectural (EA) On-Call contract signed in March 2024. CPJ will provide the following services (see
attached cost breakdown):
Task 1: Site Inspection and report preparation
a) CPJ will perform construction site inspection as needed during the construction period. CPJ will
review contractor shop drawings, address RFIs, and redline if needed. CPJ anticipates 1stie
inspection per week. Total construction time is anticipated as 30 weeks. CPJ will update
All services will be paid as a lumpsum fee not to exceed $22,365.00.
Task 2: Coordination and Meeting
a) CPJ will coordinate with the Town in a bi-weekly virtual meeting to update the construction
schedule.
All services will be provided with a time basis fee not to exceed $2,400.00 without authorization.
Task 3: Structural Inspection (CST Engineering, Inc.)
a) CST will provide 30 site visits during the anticipated 30 weeks of construction period. Assuming
4 hours per site visit.
b) CST will coordinate with the design team and the city after all site visit with updated field notes.
All services will be paid as a lumpsum fee not to exceed $36,545.00.
The following items are not anticipated and not included in the scope:
Geotechnical Analysis
Any permitting
Design work.
