MINUTES OF CITY COUNCIL WORKSHOP MEETING CITY OF NEW CARROLLTON APRIL 14, 2025 Present were Councilmembers Briana Urbina, Lincoln Lashley & David Lai; Mayor Katrina Dodro, Assistant Administrative Officer William Barclay, Code Enforcement Manager Darryl Green, Police Chief David Rice, Major Marc Butler, City Clerk Kaitlyn Schisler and Community Engagement Officer Araceli Guzman; Board of Elections Chair Charles Davis. City Administrator Maisha Williams & Councilmember Rosenberg were absent. I. Call to Order The meeting was called to order at 7:31 p.m. by Council Chair Urbina in the Municipal Center, Room 230. II. Public Comments The following members of the public made comment: ●​ Jim Wildoner raised concerns about the lack of cross-referencing and bill numbers in the proposed updates to the Carrollton City Charter. He also commented on New Carrollton’s speed camera budget allocation. ●​ Craig McLane commented on charter legislation concerning elections, suggesting a division of responsibilities between the board of elections and the ethics commission. He expressed concern about the vagueness of the resolutions and their potential to deter qualified applicants. ●​ Agnelli Sybel raised concerns about insufficient time to review the extensive city code revisions, focusing on inconsistencies in election-related sections. ●​ Phelecia Nembhard announced a food pantry event at Charles Carroll Middle School on Friday, from 12 PM to 4 PM. III. Council Announcements Councilmembers Urbina, Lashley & Lai made various announcements about upcoming community events, including fairs, giveaways, a candidates forum, and program deadlines. Highlights included free health screenings, a spring event themed "Healthy Earth, Healthy Life, Healthy You," a legislative update with Senator Washington, and a career day at Charles Carroll Middle School. IV. Election 2025 Updates Board of Election’s Chair Charles Davis gave updates to the Council on the 2025 Municipal Election. V. Board of Elections Compensation Discussion A memo was presented to the Council with recommendations for Board of Elections compensation for the 2025 election season. VI. Report of Mayor, Administration & Police Mayor Dodro, Assistant City Administrator William Barclay, and Chief David Rice provided their monthly updates. VII. Review of March Bills The bills for March 2025 were presented for review. There were no questions. VIII. Review Results of RFP# 2025-10 Powhatan St Bridge Rehabilitation The Council reviewed the RFP for the Powhatan St Bridge Rehabilitation project. The evaluation was performed holistically, considering factors beyond price, such as performance, bonding capacity, and project timeline. Fort Meyer Construction was suggested as the highest scoring bidder. IX. City Code Update Discussion The council began a discussion on updating the city code, aiming for clearer definitions and improved communication. A five-minute recess was called to allow for review of specific sections. The Council discussed various proposed updates in the Code including sections on Open Storage and Nuisance Issues, Property Maintenance, and Rental Property Regulations. X. Charter Legislation The Council discussed the following proposed Charter Amendment Legislation: ●​ Resolution 25-20, Amending The Charter of the City of New Carrollton, §C-3 “Government of the City” To Revise Duties & Responsibilities of Mayor. Council Chair Urbina moved to table Resolution 25-20. The motion was seconded by Councilmember Lai. The vote was approved (3-0-0). ●​ Resolution 25-22, Amending The Charter of the City of New Carrollton, §C-7 “Elections” To Remove Provisions Regarding Staggered Elections. This item was added to the consent agenda for the Legislative Meeting. ●​ Resolution 25-23, Amending The Charter of the City of New Carrollton, §C-8 “Council Meetings” To Address Council Meetings on Holidays. This item was added to the consent agenda for the Legislative Meeting. ●​ Resolution 25-24, Amending The Charter of the City of New Carrollton, §C-9 “Treasurer’s and City Administrative Officer’s Duties” To Abolish Positions of Treasurer and City Administrative Officer. Councilmember Lai made a motion to table Resolution 25-24. Councilmember Lashley seconded the motion. The motion passed (3-0-0). ●​ Resolution 25-25, Amending The Charter of the City of New Carrollton, §C-10 “General Powers of Council” to Remove Provisions Regarding Vetoes. Council Chair Urbina made a motion to table Resolution 25-25. Councilmember Lai seconded the motion. The motion passed (3-0-0). ●​ Resolution 25-26, Amending The Charter of the City of New Carrollton, §C-20 “Recall of Elected Officials” To Modify Percentage Threshold for Valid Petition To Recall Elected Officials. Councilmember Lai moved to table Resolution 25-26. Councilmember Lashley seconded the motion. The motion passed (3-0-0). XI. Discussion of FY2026 Budget-Public Safety The Council reviewed the public safety budget focusing on reallocation within the automated enforcement division, with Major Marc Butler addressing questions. They clarified budget discrepancies, including misclassified vehicle impound fees and increased field supply costs due to staffing. Concerns about the dispatch vendor’s data prompted consideration of alternatives. XII. Review of March Meeting Minutes Minutes from March were presented for review. XIII. Motion to Adjourn Councilmember Lai moved to Adjourn the Council Workshop Meeting. Council Member Lashley seconded the motion. The motion passed unanimously (3-0-0).
