MINUTES OF CITY COUNCIL WORKSHOP MEETING
CITY OF NEW CARROLLTON
APRIL 16, 2025
Present were Councilmembers Briana Urbina, Lincoln Lashley, David Lai, & Duane Rosenberg; Assistant
City Administrative Officer William Barclay, Mayor Katrina Dodro, DPW Director Brice Boyd,
Community Engagement Officer Araceli Guzman, and City Clerk Kaitlyn Schisler; City Administrator
Maisha Williams was absent.
I. Call to Order
The meeting was called to order at 7:00 p.m. by Council Chair Urbina in the Municipal Center, Room
230.
II. Pledge of Allegiance
Councilmember Lai led the Pledge of Allegiance.
III. Public Comments
No members of the public made comments.
IV. Council Announcements
Councilmembers Urbina, Lashley & Lai made various announcements regarding community events, and
the upcoming election. Mayor Katrina Dodro made announcements about events as well as a MAGLEV
letter.
V. Discussion of Public Works Vehicles
Brice Boyd gave a presentation on the procurement of public works vehicles, including a truck with plow
and support vehicle, both obtained at competitive pricing from Ted Britt Ford and Koons Ford Annapolis.
Council members raised questions about the specifications and cost savings of the vehicles
VI. DPW Monthly Report
Director Boyd presented the monthly report, highlighting the completion of seasonal tasks like putting
away snow equipment, planting trees, and playground repairs. They also provided statistics on pothole
repairs, recycled materials, and community garden activity.
VII. Discussion of FY26 Budget-Public Works
The Council reviewed the Public Works budget. Chair Urbina explained an increase in a department
head's salary due to previous underpayment. Council members discussed various budget items, including
snow removal overtime, street repaving, pedestrian and traffic safety supplies, playground equipment, and
park signs. A concern was raised about the ineffectiveness and cost of the street sweeper service.
VIII. Charter Amendment Discussion
Chair Urbina moved to table Resolution 25-22 and Resolution 25-23. Councilmember Rosenberg
seconded the motion. The motion passed unanimously (4-0-0).
XII. Resolution 25-27: A Resolution Establishing Compensation for the Board of Election
Legislation was presented to establish compensation for the Board of Elections.
XIII. Motion to Adjourn
Councilmember Lashley moved to adjourn the meeting and move into the Legislative Meeting.
Councilmember Lai seconded the motion. The motion passed unanimously (4-0-0).
The Council Workshop meeting was adjourned at 7:30 p.m.

City Administrative Officer William Barclay, Mayor Katrina Dodro, Community Engagement Officer

I. Call to Order
The City Council Legislative meeting was called to order at 7:30 p.m. by Council Chair Briana Urbina in
the Council Workshop of the Municipal Center.
II. Non-Consent Agenda
● Truck and Plow Spreader: Councilmember Rosenberg moved that the City Council of the City of
New Carrollton approve Ted Britt in the amount of $70,489 for the purpose of purchasing a truck
with plow and spreader from line item 01-3510-57100. Councilmember Lai seconded the motion.
The motion passed unanimously (4-0-0).
● Pick Up Truck: Councilmember Rosenberg moved that the City Council of New Carrollton
approve Koons Ford Annapolis in the amount of $28,384 for the purpose of purchasing a truck
from line item 01-3510-57100. Councilmember Lai seconded the motion. The motion passed
unanimously (Vote 4-0-0).
III. Consent Agenda
Council Chair Urbina moved to approve the Consent Agenda. Councilmember Lashley seconded the
motion. The following items were unanimously approved in a single motion (4-0-0):
● Council Retreat Meeting Minutes (March 1, 2025), Council Workshop Meeting Minutes (March
5, 2025), Council Workshop Meeting Minutes (March 17, 2025), Council Legislative Meeting
Minutes (March 19, 2025), Council Special Legislative Meeting Minutes (March 31, 2025).
● Resolution 25-27: A Resolution Establishing Compensation for the Board of Elections
● Approve Fort Myer in the amount of $655,314 for the purpose of the Powhatan St Bridge
Rehabilitation from line item 01-3610-58530.
IV. Adjournment
Councilmember Urbina moved to adjourn the meeting. Councilmember Rosenberg seconded. The motion
passed unanimously (4-0-0).
The meeting was adjourned at 7:37 PM.
