MINUTES OF CITY COUNCIL WORKSHOP MEETING CITY OF NEW CARROLLTON SEPTEMBER 3, 2025 Present were Councilmembers Duane H. Rosenberg, Cynthia Mills, Lincoln Lashley, Briana Urbina (Angelli Sybel Malavé was excused); Mayor Phelecia Nembhard, City Manager Maisha Williams, DPW Director William Barclay, Major Marc Butler, and City Clerk Kaitlyn Schisler. I. Call to Order The meeting was called to order at 7:00 p.m. by Council Chair Rosenberg in the Municipal Center, Room 230. II. Public Comments The following members of the public made comments: ●​ Mrs. Potts of Fairborn Terrace commented that the police chief nomination should move forward. ●​ Chair Rosenberg read a public comment from Councilmember Malavé to not use internet search results to make a decision on the police chief nomination. ●​ Briana Urbina made a comment about Sardi’s coming to New Carrollton. ●​ Steven John congratulated the government on the Harland Street project, personally recommending filling the pool and putting grass on top. He also raised concerns about the meeting audio quality, stating it was difficult to follow discussions from home. III. Council Announcements Councilmembers Lashley and Rosenberg shared announcements including upcoming events like Community Day, a health and wellness fair, and a blood drive. Councilmember Urbina extended a thanks to the police department for crossing guard assistance. It was also noted that the Shoppers Food was closing soon. IV. Appointee Discussion (Police Chief) The Council discussed the police chief appointment. Councilmembers expressed a desire to hear directly from the nominee due to concerns from what they had heard and read. Chair Rosenberg proposed a community forum for the nominee. V. Harland Street Update An update was provided on the Harland Street property, noting that revised DPIE pool removal plans required vendors to re-price their proposals. Councilmembers asked questions including potential uses for the property, permitting requirements, and differences in estimates. Councilmember Urbina raised concerns about inconsistent vendor estimates and recommended having an engineer draft the bid for clarity. VI. Fuel Tank Update It was announced that the city's fuel tank has been removed, backfilled, and paved, with MDE confirming there was no contamination. The city has now transitioned to using Quarles for vehicle fueling, with credit cards issued and a new fueling policy in place. VII. Powhatan Bridge Update It was announced the Powhatan Bridge project is nearing completion and expected to open soon. Director Barclay also raised a separate conversation about the option of using a county contract for street paving and sidewalks to speed up the process and potentially lower costs. VIII. Exempt Employee Timekeeping Policy The administration proposed a policy requiring exempt employees to clock in and out for accountability, aligning with procedures for hourly staff. The policy would not affect their exempt status and would be added to the personnel manual. The Council expressed intent to vote on the policy at an upcoming legislative session. IX. Emergency Ordinance 26-04 An emergency ordinance was presented for a budget amendment to authorize spending of recently received grants for community gardens, the Westfield storm water management project, and for the Purple Line food forest. A possible typo in the community garden line item was noted and will be corrected before the vote. X. Motion to Adjourn Councilmember Lashley moved to adjourn the meeting. The motion was seconded by Chair Rosenberg. The motion passed (4-0-0). WHEREAS, the City Council of New Carrollton (the "City Council"), a body politic and corporate of the State of Maryland, is authorized to adopt a fiscal year budget pursuant to City Charter §C-14, “Budget and Finance”; and WHEREAS, the Fiscal Year 2026 budget was adopted via Ordinance No. 25-16; and WHEREAS, the City Council recognizes the importance of proceeding with and completing the Community Gardens, Westfield- Stormwater, and Food Forest Grant projects, which are critical to advancing environmental sustainability, public health, and community engagement in New Carrollton; and WHEREAS, the City has received a reimbursable grant in the amount of $49,859 to enhance the Lamont and St. Christopher’s Community Gardens, which will improve accessibility, increase sustainability, and expand overall community benefit; and WHEREAS, the City has also received a reimbursable grant in the amount of $10,000 for the Westfield-Stormwater project, which will implement a water basin to capture stormwater runoff, reduce erosion, and include rock placements to mitigate further runoff and prevent future erosion; and WHEREAS, the City has been awarded a Food Forest Grant in the amount of $2,318.15 to support the planting of a diverse range of food-bearing trees, shrubs, and perennial plants, which will provide year-round access to fresh produce, promote environmental sustainability, and encourage community involvement; and WHEREAS, the total funding necessary to support these three projects amounts to $62,177.15; and WHEREAS, the City Council desires to amend the Fiscal Year 2026 budget to reflect the receipt of these grants and the appropriation of funds necessary to complete the aforementioned projects; and WHEREAS, amending the budget to account for these new revenues and expenditures ensures transparency, accountability, and the efficient execution of community priorities; Section 1. NOW THEREFORE, BE IT ENACTED AND ORDAINED by the City Council of New Carrollton, that Ordinance 25-16, Current Expense Budget for the City of New Carrollton, Maryland for Fiscal Year 2026, under the heading of “City of New Carrollton FY 2024 Adopted Budget” be and hereby is amended as follows: Page 2 of 2 Ordinance 26-04 Budget Amendment Reconciliation No. Two Section 2. BE IT FURTHER ENACTED AND ORDAINED by the City Council of New Carrollton, Maryland, with at least four-fifth of the total Council concurring, that this Ordinance be deemed an emergency ordinance so that it shall become effective immediately upon approval by the Mayor or when passed over a Mayoral veto by the City Council.
