MINUTES OF CITY COUNCIL SPECIAL WORKSHOP MEETING CITY OF NEW CARROLLTON SEPTEMBER 8, 2025 Present were Councilmembers Duane H. Rosenberg, Cynthia Mills, Lincoln Lashley, Briana Urbina (virtual) and Angelli Sybel Malavé; Mayor Phelecia Nembhard, City Manager Maisha Williams, DPW Director William Barclay, HR Director LaTisha Thornton, and City Clerk Kaitlyn Schisler. I. Call to Order The meeting was called to order at 7:03 p.m. by Council Chair Rosenberg in the Municipal Center, Room 230. II. Public Comments The following members of the public made comments: ●​ Steven John commented that maximum compensation for employees may be high for the city’s size. ●​ Mayor Nembhard mentioned that she had requested to redo the budget to align with their mission and vision. She also mentioned that the candidate for Chief of Police had withdrawn their application. ●​ Marilyn Padmore emphasized fiscal responsibility as a core duty of the council and encouraged them to be conscientious stewards of public money. ●​ Cynthia Poles-Suite urged city officials to stop blaming past administrations and focus on moving forward. She also asked the City to assess staffing levels for certain departments. III. Council Announcements Councilmembers Lashley, Urbina, Malavé and Rosenberg shared announcements including upcoming events like Community Day, flu clinic and a blood drive. There was also a reminder for residents about the Maryland Homeowners Property Tax Credit for 2025. IV. Employee Compensation and Benefits Discussion 1.​ Compensation and Benefits Discussion Concerns were raised about high salary offers for top positions exceeding federal pay scales, calling for a new compensation study to ensure pay aligns with responsibilities and budget limits. 2.​ Need for Compensation Study and Internal Audit Councilmembers emphasized the need for an updated compensation study and an internal audit to assess salary progression, fairness, and consistency with neighboring municipalities. 3.​ Severance and Job Security Councilmembers questioned the necessity of severance packages now that department heads have job protections, while Councilmember Urbina supported keeping them to remain competitive with other cities. 4.​ Salary Comparisons and Discrepancies Concerns were raised about New Carrollton's salaries exceeding those in comparable cities, including for the City Manager and HR Director, prompting calls to realign pay with national and regional standards. 5.​ Desk Audits and Clarifying Roles Councilmembers supported conducting internal desk audits to evaluate job duties, eliminate duplication of roles, and clarify justification for significant salary increases. 6.​ Salary Increases and Process Transparency HR answered questions about the current process and timeline for salary progression, including approval steps and timing changes made by the mayor. 7.​ Council Oversight and Budget Transparency The mayor clarified that offer letters exceeding budget limits were not finalized, and Councilmember Urbina proposed listing all positions and salaries in the budget to improve transparency and council oversight. 8.​ Next Steps The council agreed to revisit these issues in a future legislative meeting, with a commitment from the administration to provide info on salary escalations.​ V. Motion to Adjourn Councilmember Mills moved to adjourn the meeting. The motion was seconded by Councilmember Lashley. The motion passed (4-0-0).
