The Common Council for the City of New Lisbon met in regular session on Monday, March 18, 2024 at 7:00 PM in the New Lisbon Community room with the following members present: Mayor Jacob Kallies: Alderpersons: Mark Toelle, Marv Newlun Ken Southworth, and Morgan Reichhoff. Also present: Director of Public Works, Nick Wyss, City Clerk/Treasurer, Lisa Vinz, and Police Chief Kyle Walker. A motion was made by Newlun and second by Toelle to approve the minutes as written from February 19, 2024. With a voice vote all members present voted “aye.” Motion carried. Police Chief Kyle Walker introduced the newest Police Officer Rebecca Weber to the Common Council. Officer Weber brings many years of experience to the New Lisbon Department and is excited to start her service with the department. A Proclamation for Mayor Jacob Kallies was read by City Clerk/Treasurer as he has chosen not to seek reelection. A public hearing was held by the Plan Commission for the conditional use permit application from Savannah Dahlke to operate a salon at 204 E Bridge Street. A motion was made by Newlun and second by Toelle to approve the conditional use application. With a roll call vote, Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. A public hearing was held by the Plan Commission for the conditional use permit application from Down Range LLC to allow for light manufacturing at 129 E Bridge Street. A motion was made by Southworth and second by Reichhoff to approve the conditional use application. With a roll call vote, Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. The Common Council received a claim issued by Derek Stickney for his property claiming the rear area of the yard was very wet caused by the work the City completed in 2022. His claim was for $10,669.50. A motion to deny the claim was made by Reichhoff and second by Toelle. With a roll call vote, Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. The city received an application for conditional use permit from GTR Investments. They are requesting the city to consider allowing residential units above a commercial property located in the Downtown Business District. A motion to refer the application to the Planning Commission was made by Newlun and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. Librarian Deanna Rosier presented to the Council the 2023 Public Library Annual Report. It was reported that circulation transactions was at 27,469. There are a total of 1,893 registered users of the library with 768 being residents. Appropriations received in 2024 from Juneau County will be $125,874. A new retail license form for retailers of cigarettes, tobacco products and now electronic vaping devices were released. The city’s current ordinance does not require a license for electronic vaping devise retailers. A motion was made to introduce Ordinance 0318-24-01, to amend/create a license for electronic vaping devise retailers by Reichhoff and second by Southworth. With a voice vote all members present voted “aye.” Motion carried. An ordinance was presented to the council to correct an ordinance for Mark Rudig’s annexation. The parcels being annexed required descriptions and plats to meet the requirement of the Department of Administration. A motion to approve Ordinance 0318-24-02 was made by Reichhoff and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. There is no stakeholder appointment for the Mauston/New Lisbon Airport Committee. A motion was made by Southworth and second by Toelle to approve the request for a pool pass donation to the New Lisbon Schools. With a roll call vote, Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. The council will refer the request to place bird houses at the cemetery to the New Lisbon Cemetery Board. New Lisbon Chamber of Commerce is requesting a street use permit to hold their concert during the wine walk on May 4, 2024. A motion approve the permit was made by Reichhoff and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. An application for a temporary class “B” retailer license was presented to the Common Council for the New Lisbon Chamber of Commerce. A motion to approve the application was made by Toelle and second by Newlun. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Stephen Daley was made by Newlun and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Nicole Weigel-Matson was made by Newlun and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Mike Neitzel was made by Newlun and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Stephen Daley was made by Newlun and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Anthony Rupslauk was made by Newlun and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Russ Bradley was made by Newlun and second by Toelle. With a voice vote all members present voted “aye.” Motion carried. Director of Public Works Nick Wyss reported the following: Gerke is done with Robins Way project; hauling sludge is completed and applications for possible new areas are submitted; contact with solar field engineer about new fields; will build a new pavilion and obstacle course at the dog park; culverts will be installed near Allen Road. City Clerk/Treasurer reported the following: a reminder that April’s meeting will be Tuesday, April 16, 2024; city buildings will be closed Friday, March 29, 2024; Presidential Preference and Spring Election is Tuesday, April 2, 2024; requesting a special meeting to address some things that came up after the agenda for tonight’s meeting was completed. Alderperson Ken Southworth informed the council that there will be a Pool and Park Committee meeting on Wednesday, March 20, 2024 and wood duck houses have been installed on the tent island. Alderperson Marv Newlun informed the council that the First Responders have cribs available; two new members will be joining the fire department; at the ambulance meeting they reported that in the month of February, there were 257 calls with 10 of them in the City of New Lisbon. Alderperson Mark Toelle informed the council that there is a WDS meeting on March 19, 2024. A motion to authorize payment of the bills in the amount of $51,647.91 was made by Newlun and second by Southworth. With a roll call vote, Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. A motion to adjourn was made by Reichhoff and second by Southworth.
