The Common Council for the City of New Lisbon met in regular session on Tuesday, April 16, 2024 at 7:00 PM in the New Lisbon Community room with the following members present: Mayor Mark Toelle; Alderperson Marv Newlun, Ken Southworth, and Morgan Reichhoff. Also present: Director of Public Works Nick Wyss and city Clerk/Treasurer Lisa Vinz. A motion was made by Reichhoff and second by Southworth to approve the nomination of Marv Newlun as Council President. Upon a voice vote all members present voted “aye.” Motion carried. Resolution 0416-24-01 to establish City Depositories was presented to the Council. The resolution appoints the following institutions as depositories for the year 2024/2025: Bank of Mauston as primary, Royal Bank, and State of Wisconsin LGIP as secondary. A motion was made by Newlun and second by Reichhoff to approve Resolution R0416-24-01. Upon a roll call vote all members present voted “aye.” Motion carried. Resolution R0416-24-02, Mayoral appoints was tabled until the May 20, 2024 meeting. Resolution R0416-24-03 to establish the official meeting date was presented for approval. A motion by Newlun and second by Southworth approve Resolution R0416-24-03 was made. Upon a voice vote all members present voted “aye.” Motion carried. Resolution R0416-24-04 appoints the following professionals: Cross, Jenks, Mercer & Mafei, Attorney Nicole Marklein; MSA Professional Services, Rob Uphoff for City Engineer; City Auditor Hawkins/Ash CPA’s, Joe Haas; City Financial Advisor, Ehlers & Associates, Inc., Jon Cameron; City Bond Counsel, Quarrels & Brady, LLP. A motion was made by Newlun and second by Reichhoff to approve R0416-24- 04. Upon a voice vote all members present voted “aye.” Motion carried Resolution R0416-24-05, appointing Juneau County Star-Times as the official publication for the term 2024/2025 was presented. A motion was made Newlun and second by Southworth to approve Resolution R0416-24-05. Upon a voice vote all members present voted “aye.” Motion carried. Resolution R0416-24-06 to establish the City’s Signatories was presented with the following signatures: Lisa Vinz, City Clerk-Treasurer, Mark Toelle, Mayor, and Marv Newlun, City Council President. A motion was made by Southworth and second by Reichhoff to approve R0416-24-06. Upon a voice vote all members present voted “aye.” Motion carried. A motion was made by Newlun and second by Reichhoff to approve the minutes as written from March 18 and March 25, 2024. With a voice vote all members present voted “aye.” Motion carried. Michael Bunker appeared before the Council to discuss the possibility of removing the dam. Mayor Toelle will put it on a future agenda for discussion. A public hearing was held by the Plan Commission for the conditional use permit application from GTR Investments to allow for residential units above a commercial building in the Downtown Business District. A motion to approve the conditional use permit for GTR Investment was made by Newlun and second by Reichhoff. With a roll call vote, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. The City received an application for a conditional use permit from GTR Investments. They are requesting the City to consider allowing a 24 hour fitness facility located in the Downtown Business District. A motion to refer the application to the Plan Commission was made by Newlun and second by Southworth. With a voice vote all members present voted “aye.” Motion carried. Mayor Toelle informed the Council that he met with Derek Stickney regarding his request for reimbursement for restoration of his property. Since action was taken at the March 18, 2024 meeting, no action was taken. Russell Bradley, owner of Russ’s Opera House LLC at 120 S Adams Street applied for a Class “B” and “Class B” Liquor license. A motion was made by Newlun and second by Southworth to approve the application for Russell Bradley. With a voice vote all members present voted “aye.” Motion carried. Ordinance 0318-24-01, pertaining to the sale of electronic vaping devise retailers was presented to the Council for the final approval. Because selling electronic vaping devises is required by law to be licenses, the ordinance was amended. A motion was made by Southworth and second by Reichhoff to approve Ordinance 0318-24-01. With a roll call vote, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. Resolution R0416-24-07, 2024 Fee Schedule was presented to the Common Council for approval. Fee’s suggested for amendments were: Operator License $40.00 for new, $25.00 for renewal, and $20.00 for temporary; all sites at Riverside Campground, except month-to-month is $30.00/night. A motion to approve Resolution R0416-24-07 with changes was made by Newlun and second by Southworth. With a roll call vote, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. American Transmission Company, ATC is an electric transmission company and will need to connect to the City’s substation near the intersection of W Bridge St and W River St. A motion was made by Reichhoff and second by Southworth to authorize City Mayor Mark Toelle and Director of Public Works Nick Wyss to negotiate with ATC to purchase a parcel owned by the City of New Lisbon. With a voice vote all members present voted “aye.” Motion carried. Gerke Excavating submitted a payment request #1 for the water and sewer extension to Robin’s Way 4- plex construction site in the amount of $62,444.38. A motion to approve for payment was made by Newlun and second by Southworth. With a roll call vote, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. A motion to approve the operator license application for Jennifer Kochie was made by Newlun and second by Southworth. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Brendon Angel was made by Newlun and second by Southworth. With a voice vote all members present voted “aye.” Motion carried. A motion to approve the operator license application for Amie Rindt was made by Newlun and second by Southworth. With a voice vote all members present voted “aye.” Motion carried. Director of Public Works Nick Wyss reported the following: Water is on at the campground; campsite poles are being replaced; street sweeper has some mechanical issues and will require maintenance; pavilions at the memorial site are completed. City Clerk/Treasurer Lisa Vinz reported the following: Board of Review is Monday, May 6, 2024 from 2:00 PM to 4:00 PM; Hawkins/Ash will attend the May 20th Council meeting via phone to review the 2023 audit; 1 application has been received for the Clerk/Treasurer position; a public hearing is schedule for the May 20th Common Council meeting for the USDA grant for the Police Department building. Mayor Mark Toelle informed the Council that he will be meeting with the DNR on Thursday, April 18th regarding a request for a kayak launch. Alderperson Morgan Reichhoff reported that the Library Board authorized a new cement pad outside for new picnic tables and lighting for the sign on the side of the building. Alderperson Marv Newlun was unable to attend the Mauston Area Ambulance Association meeting. A motion to approve the monthly invoices in the amount of $50,441.01 was made by Newlun and second by Southworth. With a roll call vote, Marv Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried. A motion to adjourn the meeting was made by Reichhoff and second by Southworth.
