Minutes
The Common Council for the City of New Lisbon met in regular session on Monday, August 19, 2024 at
7:00 PM in the New Lisbon Community room with the following members present: Mayor Mark Toelle;
Alderperson Marv Newlun, Ken Southworth, Morgan Reichhoff and Sheldon LaBudda. Also present:
Director of Public Works Nick Wyss, City Clerk/Treasurer Lisa Vinz/Jen Pedersen, and Police Chief Kyle
Walker.
A motion was made by Newlun, second by Reichhoff, to approve the City of New Lisbon minutes from
July 15, 2024. With a voice vote all members present voted “aye.” Motion carried.
Dan Berry, Owner of JMJ Construction Co. Inc, requested to meet with committee members regarding
the bids for the new Police Building.
Leer Manufacturing presented a request to place a sign located at the corner of Jefferson Street and
Hwy 12/16 to provide better visibility to the plant location at 300 N Jefferson Street in New Lisbon. A
motion by Reichhoff, and second by Southworth, was made to approve the new sign. With a voice vote,
all members present voted, “aye.” Motion carried.
Presentation by Dave Seitz, Airport Commissioner, Melissa Underwood, SCH Representative, and Jeremy
Roberts from MSA on the Mauston-New Lisbon Union Airport and current airport projects.
James Newlun, not present at tonight’s meeting, requested use of city property located near the New
Lisbon Dam for the placement of a trailer for kayak self-serve rental. A motion to approve, contingent
upon liability insurance, for the kayak rental only was made by Southworth, and second by LaBudda.
With a voice vote, all members present voted, “aye.” Motion carried.
The new Police Department Facility bids were opened on Friday, August 16, 2024. AmeriCon
Construction Company was the lowest bid. The motion by Southworth, second by Reichhoff, was made
to table the discussion. With a voice vote, all members present voted to table the bid discussion with
approval for City Clerk to look into funding. A tentative meeting date of September 4, 2024 at 7:00 PM
was scheduled to discuss further.
A motion to refer the Conditional Use Permit by Bobby Kennedy to sell storage units at 405 W. State
Street to the Plan Commission for a public hearing was made by Newlun and second by Southworth. The
public hearing is scheduled for September 16, 2024 at 6:30 PM. With a voice vote, all members present
voted “aye.” Motion carried.
A motion to approve the release agreement with Derek Stickney was made by LaBudda and second by
Newlun. All work must be complete by October 1, 2024. With a roll call vote, Sheldon LaBudda, Mar
Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried.
A motion to approve an additional user for the Software Purchase Agreement with Civic Systems, LLC
was made by Reichhoff and second by Newlun. With a roll call vote, Sheldon LaBudda, Mar Newlun, Ken
Southworth, and Morgan Reichhoff all voted “aye.” Motion carried.
Resolution R0819-24-01 was presented to the Council. The resolution is to add Jen Pedersen to bank
signature cards. A motion to approve R0819-24-01 was made by Newlun and second by Reichhoff. With
a voice vote, all members voted “aye.” Motion carried.
A motion by LaBudda and a second by Newlun was made to approve the final pay application payment
to Larson Construction Co. for the Dam improvements in the amount of $57,712.68. With a roll call vote,
Sheldon LaBudda, Mar Newlun, Ken Southworth, and Morgan Reichhoff all voted “aye.” Motion carried.
Police Chief Kyle Walker introduced Ordinance 0819-24-01, to amend Chapter 387, Section 1 on the
New Lisbon Code pertaining to offenses against state laws subject to forfeiture. This would incorporate
WI State Statute 302.095(2)(b) into the City Ordinance. The General Provisions 1-4 Violations and
Penalties will be discussed at the next Council Meeting on September 16, 2024 at 7:00 PM. A motion
was made by Newlun and a second by LaBudda to approve the introduction of Ordinance 0819-24-01.
With a voice vote, all members present voted “aye.” Motion carried.
Discussion of Riverside Camping policy for Wa Da Shuda to introduce a new policy regarding prepaying
for campsites, banning person(s) who have caused repeat issues, and overall logistics of parking. Council
members, along with the Pool and Park Committee, will meet to further discuss. Nancy Walker,
community member, voiced concerns regarding the closure of the bathrooms during Wa Da Shuda.
A motion by Newlun and second by Reichhoff was made to appoint Maggie Berry and Sam Walker to the
Pool and Park Committee. With a voice vote, all members present voted “aye.” Motion carried.
A motion to approve an operator license for Damion Holtz was made by Newlun and second by
LaBudda. With a voice vote, all members present voted “aye.” Motion carried.
A motion to approve an operator license for Mike Neitzel was made by Newlun and second by LaBudda.
With a voice vote, all members present voted “aye.” Motion carried.
A motion to approve an operator license for Javier Escamilla was made by Newlun and second by
LaBudda. With a voice vote, all members present voted “aye.” Motion carried.
Nick Wyss, Director of Public Works, sent an update list of projects via email prior o the meeting but
reported the following: concrete poured for the Dog Park Pavilion, 204/206 West Bridge Street final
inspection results, working with MSA on potential funding for future projects on East Liberty/Pearl
Streets, working with DOT on Hwy 80 project, working with DNR to investigate other flashboards on the
dam, and meeting with SCS Development on August 26 th.
City Clerk/Treasurer reported that training of Jen Pedersen as her replacement was going well. She also
stated that the City of New Lisbon had 15 voters register the day of the Partisan Primary election with
33% voter turnout.
Mayor Mark Toelle mentioned that City representatives will be meeting with the Juneau County
Economic Developer on October 17, 2024. He also stated that the flags located on the intersection of N.
Washington Street/Division Street are protected under the 1st Amendment.
Alderperson Morgan Reichhoff provided an update that the library is undergoing a new checkout
system.
Alderperson Marv Newlun reported the number of ambulance calls for Crestview and the New Lisbon
Correction Institute for May and June.
A motion to approve invoices in the amount of $86,726.98 was made by LaBudda and second by
Newlun. With a roll call vote, Sheldon LaBudda, Mar Newlun, Ken Southworth, and Morgan Reichhoff all
voted “aye.” Motion carried.
A motion to adjourn the meeting was made by LaBudda and second by Reichhoff. Meeting adjourned at
8:39 PM.
