Minutes
The Common Council for the City of New Lisbon met in special session on Wednesday, September 4,
2024 at 7:00 PM in the New Lisbon Community room with the following members present: Mayor Mark
Toelle and Alderpersons Sheldon LaBudda, Marv Newlun, Ken Southworth, and Morgan Reichhoff. Also
present: Director of public Works Nick Wyss, Police Chief Kyle Walker, City Clerks/Treasurers Lisa Vinz
and Jen Pedersen. Appearing through TEAMS was Jon Cameron, Senior Municipal Advisor for Ehlers.
No public comment to report.
Jon Cameron presented a pre-sale report that proposed financing for a $1,330,000 General Promissory
Note for the New Lisbon Police Facility through TEAMS to the Common Council. Discussions regarding
the cost of construction and budget concerns were presented, as well as a long-term commitment to the
Police Department. A motion to table the action on bid acceptance was made. Hearing no second,
Mayor Toelle denied the motion. A motion to accept the bid of $1,514,800.00 from the contractor
AmeriCon Construction Company as the lowest bidder was made by LaBudda and second by Newlun.
With a roll call vote, LaBudda, Newlun, and Reichhoff voted “aye” and Southworth voted “nay.” Motion
carried.
A motion was made by LaBudda and second by Reichhoff to approve Resolution 0904-24-01, providing
the sale of approximately $1,330,000.00 general obligation promissory note. With a roll call vote,
LaBudda, Newlun, and Reichhoff voted “aye” and Southworth voted “nay.” Motion carried.
A motion to adjourn was made by Newlun and second by Reichhoff. Meeting adjourned at 7:58 PM.
