New Richland City Council Regular Meeting Minutes March 13th, 2023 Members Present Staff Present Others Present Chad Neitzel Anthony Martens-Administrator Dan Lewer Amber Lewer Loren Skelton Tanyce Bruegger- Chief of Police Jody Wynnemer Janda Ferguson Members Absent Jason Casey The meeting was called to order by Mayor Chad Neitzel at 6:32 p.m. Roll Call - All members present except for Jason Casey Pledge of Allegiance Approval of Agenda • Council Person Wynnemer requested item #4 “February Check Register” be moved from the consent agenda to New Business #3. Motion made by Loren Skelton and seconded by Jody Wynnemer to approve the agenda. Carried (3 yes, 0 no) Consent Agenda • Motion made by Jody Wynnemer and seconded by Loren Skelton to approve the consent agenda. Carried (3 yes, 0 no) Public Comments • None Requests and Presentations o Neighbors Meat Market – Flooding ▪ Ordinances and Resolutions (see attached) • Motion was made by Loren Skelton and seconded by Janda Ferguson to adopt resolution 23-03: A Resolution Updating the City Fee Schedule. Carried (2 yes, 1 no-Wynnemer) Reports 1. Ambulance Report – In Writing • Ambulance report was presented in writing by Ambulance Director Sundve • Motion was made by Loren Skelton and seconded by Jody Wynnemer to approve the Ambulance Department report. Carried (3 yes, 0 no) 2. Fire Department Report – In Writing • Fire Department report was presented in writing by Chief Moen • Motion made by Loren Skelton and seconded by Jody Wynnemer to approve the Fire Department report. Carried (3 yes, 0 no) New Richland City Council Regular Meeting Minutes March 13th, 2023 Reports (continued) 3. Police Department Report – Chief Bruegger • Police Department report was presented by Chief Bruegger. • Motion made by Janda Ferguson and seconded by Loren Skelton to approve the purchase of a used squad from Waseca County, pending Waseca County Board approval for a cost of $16,000 to come from the Capital Fund for squad car and funds from the sale of the car it is replacing. Carried (3 yes, 0 no) • Motion was made by Jody Wynnemer and seconded by Loren Skelton to approve the payment of $558.75 to SCDIU for equipment. $400 of funds to come from forfeiture funds and the rest from operating budget for 2023. Carried (3 yes, 0 no) • Motion made by Loren Skelton and seconded by Janda Ferguson to approve the Police Department report. Carried (3 yes, 0 no) Unfinished Business 1. Lawn Mower Purchase o Motion was made by Loren Skelton and seconded by Jody Wynnemer to purchase the Kubota lawn mower from Arnold’s Implement at a cost of $25,800 from Capital Funds for the Street Department. Carried (3 yes, 0 no) New Business 1. Handicap Parking at All Saints Church a. Motion made by Loren Skelton and seconded by Janda Ferguson to approve the request for handicap parking spaces at All Saints Church. Carried (3 yes, 0 no) 2. Legion Field Hydrant a. Motion by Jody Wynnemer and seconded by Janda Ferguson to approve $1,875 for the installation of a hydrant for the baseball and softball fields at Legion Field and to purchase hose reel for field maintenance. Money to come from 2023 budget for repairs and maintenance for Legion Field. Carried (3 yes, 0 no) 3. February 2023 Check Register a. Motion made by Loren Skelton and seconded by Jody Wynnemer to approve the February 2023 Check Register. Carried (3 yes, 0 no) Miscellaneous • None Administrators Report • Administrator Martens provided a report to the council on tasks completed since last meeting. • Motion was made by Loren Skelton and seconded by Jody Wynnemer to approve the administrators report. Carried (3 yes, 0 no) Mayor/Council Comments Adjournment – Motion for adjournment made by Loren Skelton and seconded by Janda Ferguson. There will be no separate discussion of these items unless requested by the City Council. 1. Approve Minutes of the February 27th, 2023, Regular Council Meeting 2. Approve February 2023 Financials Public Comments Notice: We welcome the attendance of residents of the City of New Richland to the City Council meetings. Any resident of the City of New Richland may request permission to speak at a regular scheduled council meeting on any topic that is relevant to the operation of the city. Any resident wishing to address the city council shall either call City Hall and request to be put on the agenda or they can sign-up 10 minutes prior to the start of the meeting. At the discretion of the mayor, the speaker may address the topic either during the public portion of the meeting or at the time the item is being addressed by the council. The mayor will call upon the speaker at the appropriate time. Speaker shall state their name and topic to be addressed. Residents are expected to use proper etiquette, decorum and respect when addressing the council. Request and Presentations 1.
