New Richland City Council Regular Meeting Minutes March 27th, 2023 Members Present Staff Present Others Present Chad Neitzel Sara Jo Vulcan-Assistant City Clerk Larry Goehring Jason Casey Eric Hendrickson-Maintenance Lead Pam Goehring Jody Wynnemer Bob Johannsen-Care Center Administrator Eleanor Schlaak Janda Ferguson e – Brenda Routh Loren Skelton Members Absent The meeting was called to order by Mayor Chad Neitzel at 6:30 p.m. Roll Call - All members present. Pledge of Allegiance Approval of Agenda • Motion made by Jason Casey and seconded by Janda Ferguson to approve the agenda. Carried (4 yes, 0 no) Consent Agenda • Motion made by Loren Skelton and seconded by Jody Wynnemer to approve the consent agenda. Carried (4 yes, 0 no) Public Comments • None Requests and Presentations 1. Jason Casey – Request to Install Free Library on Property ▪ Motion by Loren Skelton and seconded by Janda Ferguson to allow the installation of a Free Library on Jason Casey’s property. Carried (3 yes, 0 no, 1 Abstain-Casey) 2. Eleanor Schlaak – Semi Noise ▪ Schlaak came to the council to share her concerns with the noise from semi’s traveling on Hwy 13 using their “Jake Brake”. ▪ Council directed the City Administrator to look into which State Patrol district (Rochester or Mankato) is responsible for the city of New Richland and surrounding community and also look into the actual costs of signage and any other pertinent information for the council to review. Ordinances and Resolutions (see attached) • Motion was made by Jody Wynnemer and seconded by Jason Casey to adopt resolution 23-04: A Resolution Establishing Handicap Parking. Carried (4 yes, 0 no) New Richland City Council Regular Meeting Minutes March 27th, 2023 Reports 1. Care Center Report – Bob Johannsen • Care Center Report was presented by Care Center Administrator Bob Johannsen • Council Person Wynnemer requested to see financials monthly. • Motion made by Loren Skelton and seconded by Janda Ferguson to approve the Care Center Report. Carried (4 yes, 0 no) 2. People Service Report – Shell Johnson • People Service Report was presented by Shell Johnson • Council directed the City Administrator to investigate how much money has or is budgeted to camera/scope the city’s sewer system. • Motion made by Loren Skelton and seconded by Jody Wynnemer to approve the purchase of a sewer camera system to be shared between the water and sewer department. The cost of $609.99 to be split between the water and sewer budgets. Carried (4 yes, 0 no) • Motion made by Loren Skelton and seconded by Jason Casey to approve the People Service Report. Carried (4 yes, 0 no) 3. Street/Maintenance Report – Eric Hendrickson • Street/Maintenance Report was presented by Eric Hendrickson • Motion made by Jody Wynnemer and seconded by Jason Casey to approve the cost of 7 yards of cold mix at the cost of $1,500. Carried (4 yes, 0 no) • Motion made by Jason Casey and seconded by Loren Skelton to approve the cost of 3 loads of gravel at a cost of $1,500. Carried (4 yes, 0 no) • Council directed the City Administrator to make sure that there were additional bids for the legion field fence and to work with the Maintenance Lead to look into the Legion Field sprinkler system. • Council Person Wynnemer requested that we do our best to notify residents of when we are sweeping streets so that most vehicles will not be on the streets. • Motion made by Loren Skelton and seconded by Janda Ferguson to approve the Street/Maintenance Report. Carried (4 yes, 0 no) Unfinished Business • None New Business 1. Ambulance Policy Manual Update a. The request for the Ambulance Policy Manual update was discussed by the council. b. Motion made by Loren Skelton and seconded by Janda Ferguson to table approving the ambulance policy manual update until the first meeting in April when the Ambulance Director can be in attendance of the council meeting for any questions the council may have. Carried (4 yes, 0 no) 2. Council Furniture a. Motion made by Jody Wynnemer and seconded by Loren Skelton to approve the purchase of new furniture for the council chambers at a cost of $776. Carried (4 yes, 0 no) New Richland City Council Regular Meeting Minutes March 27th, 2023 Miscellaneous • None Administrators Report • Administrator Martens provided a report in writing to the council on tasks completed since the last City Council meeting. • Motion was made by Loren Skelton and seconded by Jody Wynnemer to approve the administrators report. Carried (4 yes, 0 no) Mayor/Council Comments • None Adjournment – Motion for adjournment made by Loren Skelton and seconded by Janda Ferguson.
