New Richland City Council Regular Meeting Minutes August 14th, 2023 Members Present Staff Present Others Present Chad Neitzel Anthony Martens-City Administrator Pam Goehring Larry Goehring Jason Casey Tanyce Bruegger-Chief of Police Brian Stennes Dan Lewer Jody Wynnemer Amber Lewer Dale Siegfreid, CLA Janda Ferguson Kole Kleinschmidt, CLA Loren Skelton Members Absent None The meeting was called to order by Mayor Chad Neitzel at 6:30 p.m. Roll Call - All members present Pledge of Allegiance Approval of Agenda • Administrator Martens requested that the Old Warning Siren be added to New Business #4. • Motion made by Jody Wynnemer and seconded by Loren Skelton to approve the agenda. Carried (4 yes, 0 no) Consent Agenda • Motion made by Loren Skelton and seconded by Jody Wynnemer to approve the consent agenda. Carried (4 yes, 0 no) Public Comments • None Requests and Presentations • Care Center Audit Presentation 1. Dale Siegfreid presented the Care Center 2022 Audit 2. Motion made by Loren Skelton and seconded by Janda Ferguson to approve the care center audit. Carried (4 yes, 0 no) Public Hearings 1. Mayor Chad Neitzel opened the public hearing on THC Moratorium Resolution at 6:42pm. a. No one wishing to be heard at this time Ordinances and Resolutions (see attached) 1. Resolution 23-14: A Resolution approving a THC Moratorium o Motion was made by Jody Wynnemer and seconded by Loren Skelton to adopt resolution 23-14. Carried (4 yes, 0 no) Reports 1. Ambulance Report – In Writing • Ambulance report was presented in writing by Ambulance Director Sundve • Motion was made by Loren Skelton and seconded by Jason Casey to approve the Ambulance Department report. Carried (4 yes, 0 no) New Richland City Council Regular Meeting Minutes August 14th, 2023 Reports (continued): 2. Fire Department Report – In Writing • Fire Department report was presented in writing by Chief Moen • Discussion was had regarding the sale of the old parade truck to Brian Stennes. Council directed Administrator Martens to look into the requirements for the sale and options. • Motion made by Jody Wynnemer and seconded by Loren Skelton to approve the Fire Department report. Carried (4 yes, 0 no) 3. Police Department Report – Chief Bruegger • Police Department report was presented by Chief Bruegger. • Motion was made by Loren Skelton and seconded by Jason Casey to approve the hiring of Drew DeRaad as a part-time officer. Carried (4 yes, 0 no) • Motion made by Janda Ferguson and seconded by Jason Casey to approve the Police Department report. Carried (4 yes, 0 no) Unfinished Business • None New Business 1. THC Public Consumption Ordinance a. THC Public Consumption ordinance was presented. b. Motion made by Loren Skelton and seconded by Jason Casey to set a public hearing for August 28th, 2023, at 6:35 pm 2. Building Inspector Information a. Administrator Martens presented information regarding termination of the current building inspection contract 3. 2024 Budget – Initial Conversation a. Discussion was had regarding the 2024 budget b. Motion was made by Jason Casey and seconded by Loren Skelton to schedule a work session for the 2024 budget immediately following the August 28th, 2023, regular City Council Meeting. Carried (4 yes, 0 no) 4. Old Warning Siren a. Administrator Martens provided information to the council of the interest received in the old warning siren that was recently replaced. b. Motion made by Loren Skelton and seconded by Janda Ferguson to approve the publication of sale of the old siren via sealed bid. All bids must be into the Administrators office no later than 4:30 pm, Friday August 25th, 2023. Carried (4 yes, 0 no) Miscellaneous • Dan and Amber Lewer spoke to the council regarding flooding and EDA items including the opportunity to bring more business to town. New Richland City Council Regular Meeting Minutes August 14th, 2023 Administrators Report • Administrator Martens provided a report in writing to the council on tasks completed since last meeting. • Motion was made by Loren Skelton and seconded by Janda Ferguson to approve the administrators report. Carried (4 yes, 0 no) Mayor/Council Comments • Council member Casey asked the Administrator Martens look into the possibility and legal issues with the city operating a THC Dispensary and inquired about welcome sign funds Adjournment – Motion for adjournment made by Loren Skelton and seconded by Janda Ferguson. There will be no separate discussion of these items unless requested by the City Council. 1. Approve the Minutes of the July 24th, 2023, City Council Meeting 2. Approve ROW Permit Application – 311 Broadway Ave S 3. Appoint Sue Abbott to serve on the EDA and Tree Board 4. Approve Temporary Liquor License – All Saints Church – 9/24/23 5. Approve Bingo/Raffle Permit – All Saints Church – 9/24/23 6. Approve Curb & Gutter Repair – 1st Street NE Public Comments Notice: We welcome the attendance of residents of the City of New Richland to the City Council meetings. Any resident of the City of New Richland may request permission to speak at a regular scheduled council meeting on any topic that is relevant to the operation of the city. Any resident wishing to address the city council shall either call City Hall and request to be put on the agenda or they can sign-up 10 minutes prior to the start of the meeting. At the discretion of the mayor, the speaker may address the topic either during the public portion of the meeting or at the time the item is being addressed by the council. The mayor will call upon the speaker at the appropriate time. Speaker shall state their name and topic to be addressed. Residents are expected to use proper etiquette, decorum and respect when addressing the council. Request and Presentations 1.
