ADJOURNMENT Airport Commission Meeting Minutes 6:00 PM - Tuesday, July 2, 2024 Civic Center, 156 E. 1st St The Airport Commission of the City of New Richmond was called to order on Tuesday, July 2, 2024, at 6:00 PM, in the Civic Center, 156 E. 1st St, with the following members present: PRESENT: Craig Kittel, Mary Hailey, Matt Brotzler, Kirk Hexum, Mike Montello ABSENT: Josh Ulrich, Lucian Banitz OTHERS Noah Wiedenfeld, Mike Demulling, Kristy Johnson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Mike Montello made a motion to adopt the Agenda as presented. Matt Brotzler seconded the motion. Carried unanimously. APPROVAL OF MINUTES Mike Montello made a motion to approve the mintues from the May 8, 2024 Airport Commission meeting. Kirk Hexum seconded the motion. Carried unanimously. AIRPORT COMPLIANCE STATUS Mike Demulling, Airport Manager, confirmed all required pavement inspections were completed per FAA grant assurances. Some taxiways underwent asphalt crack repair per state and local projects. Additionally, the required quarterly storm water discharge monitoring was completed and documented. ELECTION OF OFFICERS Craig Kittel made a motion to nominate Mike Montello as Chairperson of the Airport Commission. Matt Brotzler seconded the motion. Carried unanimously. Mike Montello made a motion to nominate Craig Kittel as Vice Chairperson of the Airport Commission. Matt Brotzler seconded the motion. Carried unanimously. Mike Montello made a motion to nominate Matt Brotzler as Secretary of the Airport Commission. Kirk Hexum seconded the motion. Carried unanimously. Airport Commission Meeting July 2, 2024 AIRPORT PROJECTS Mike Demulling shared that two bids were received for the South hangar area reconstruction project. The DoT opened the bids on June 13th and will then send them to the Governor's office. Construction will hopefully begin in mid August. PUBLIC HEARING REGARDING A PETITION TO THE STATE OF WISCONSIN, DOT, FOR STATE AND FEDERAL FUNDS FOR THE FOLLOWING PROJECTS: Crack fill and seal coat airport pavements; Purchase snow removal equipment; Reconstruct/strengthen & expand north ramp (including PCC pads); Reconstruct/strengthen taxiway Alpha and connecting taxiways; Reconstruct/strengthen and install taxiways, taxilanes, and access roads in the corporate hangar area and the north hangar area; Construct the northeast hangar area including connecting taxiways and access roads; Construct an access road connecting the north hangar area and northeast hangar area; Install approach lighting and replace existing runway and taxiway lighting; Complete perimeter fencing; Replace existing or install new security gates and operators; Construct an SRE and ARFF facility; Install water and sewer utilities; Clear and maintain runway approaches as stated in Wis. Admin. Code Trans §55; and any necessary related work. A petition must be submitted to determine eligibility for State and/or Federal funding and it includes potential projects the City may consider pursuing within the next five to seven years. Mike Demulling went into detail describing what the current condition of each project is and also the plans for improvements. Discussion carried. RESOLUTION PETITIONING THE SECRETARY OF TRANSPORTATION FOR AIRPORT IMPROVEMENT AID Mary Hailey made a motion to recommend to the City Council passing of a Resolution petitioning the State of Wisconsin for Airport Improvement Aid. Kirk Hexum seconded the motion. Carried unanimously. SURPLUS PROPERTY Mike Demulling gave the history of how the aiport acquired a retired military aircraft around 2018, known as Hawker Hunter. There was hope of restoring the aircraft to flying status, but ended up at the airport with the possibility of turning it into a static display. It has been several years with no work being done and is now interfering with the development of the Northeast hangar. Mike Montello made a motion to declare the Hawker Hunter aircraft as surplus property. Matt Brotzler seconded the motion. Carried unanimously. 2025 BUDGET This item is being pushed to the August Airport Commission meeting. There will be a breakdown of the budget presented at that time. AREA HANGAR RATE COMPARISON Justin Como, an intern at the airport, presented his findings on the Hangar Rate Comparison Summary. He looked at 22 airports in Eastern Minnesota and Western Wisconsin and New Richmond Airport ranks 11th with their current hangar lease rates. The goal is to lower tax rates, while also having the lease rates be competitive. There was discussion on the City knowing what the Airport Commission Meeting July 2, 2024 actual worth of the airport is and whether the City should get objective third party advice/hire consultants, etc. HANGAR LOT 18-5 - LEASE TERMINATION REQUEST Mike Demulling shared that a lease for hangar #18-5 was signed on June 1, 2023. In that lease, it states that construction should commence within six months and be substantially complete within one year. The representative of the hangar indicated they will most likey not build and may want to give up their lease. Craig Kittel made a motion to list Hangar #18-5 as available for lease. Mary Hailey seconded the motion. Carried unanimously. COMMUNICATION AND MISCELLANEOUS There will be a special Airport Commission meeting in August. MaryKay Rice invited all to a 60th Anniversary party of the NR Airport on August 2nd at 6pm!
