Thomas Weinmeyer seconded the motion. Carried unanimously BUSINESS CONDITIONAL USE PERMIT APPLICATIONS - FIVE LOAVES FOOD PANTRY AND THRIFT STORE Amber Toutge presented two conditional use permits for 648 West 4th Street (PID 261-1165-50-020) submitted by Short Elliot Hendrickson Inc., on behalf of Five Loaves Food and Clothing Center Inc. It was explained that the first conditional use permit would be required to allow the operation of a food pantry within the Z4 General Urban Zoning District and the second conditional use permit would allow the proposed project to have an impervious surface area of 43.2%. The review process was explained along with the impact of the project on the community. City staff, along with the Plan Commission recommended approval of the conditional use permit applications with the following conditions: 1. The applicant shall provide a separate drainage and utility easement document, ten feet wide along front and rear lot lines, and five feet wide along all abutting side lot lines, in accordance with NRMC 117-41. A draft shall be provided to the City staff for review prior to recording. 2. The applicant shall provide further documentation to demonstrate adequate water quality treatment prior to infiltration, or update the stormwater management documents to eliminate infiltration 3. The applicant shall provide a separate access and drainage easement document for the stormwater facilities in accordance with NRMC 109-290. A draft shall be provided to the City staff for review prior to recording. 4. The long-term stormwater maintenance agreement shall be updated to include the legal description of the property for recording purposes. An updated draft shall be provided to the City prior to recording. 5. The City reserves the right, upon reasonable suspicion of contamination, illicit discharge, or water quality impacts, to require environmental and safety monitoring, sampling, and testing of stormwater, groundwater, or surface water associated with the property to verify compliance with applicable local, state, and federal laws, regulations. Several Council members commented on the tremendous importance of this project to the community with appreciation to the and Five Loaves Board for their leadership and efforts to bring this project to fruition. Craig Kittel made a motion to approve the conditional use permit to allow the operation of a food pantry within the Z4 General Urban Zoning District and a conditional use permit to exceed the maximum impervious surface area in the Z4 General Urban Zoning District with the five outlined conditions. Mike Montello seconded the motion. Carried unanimously. RESOLUTION #032601 - 2025 AMENDED BUDGET Regular Council Meeting March 9, 2026 Page 2 of 5 Page 3 of 72 Rae Ann Ailts explained that the City of New Richmond has recently completed the financial review, reconciliation and corresponding entries for the General Fund, Special Revenue and Enterprise funds for 2025. In accordance with the City’s fiscal policy and audit requirements, the City Council must approve budget adjustments, carry forward balances, and assigned balances to proceed with the FY2025 audit. The unfavorable variances to budget were partially offset by favorable budget variances in other operating areas including General Government, Police, Fire, Library, Planning, and Economic Development. Additionally, higher than budgeted revenue resulted in a favorable net position. Discussion included the shared ride taxi program, revenue trends, GO debt, and fund balance. Mike Montello made a motion to adopt the Amended 2025 budget, carry forward and assign funds, as presented in Resolution #032601 with the carry forward of fund balance in the amount of $686,548.95 and the assigned fund balance in the amount of $487,128.20. Greg Gartner seconded the motion. Carried unanimously. TOURISM RECOMMENDATION: 2025 FOURTH QUARTER FUNDING Michelle Scanlan presented the 4Q25 Room Tax info, which outlined the funds available for allocation. During the fourth quarter, five funding requests were received, submitted by the City of New Richmond, New Richmond Library, and the Moes Sells Homes. The Tourism Committee reviewed the applications on February 19 and recommended the following: City of New Richmond - Staff Reimbursement: $6,337.28 Friday Memorial Library - Last Party in the Park: $1,003.44 The Moes Sell Homes - Old Time Christmas Gathering: $1,906.39 City of New Richmond - Utilities for Athletic Facilities: $19,721.34 Michelle Scanlan - Sweepstakes-Related Expenses: $137.37 Discussion amongst Council members included how Carry Forward funds are addressed and allocations to the City of New Richmond specifically. Pete Vrieze made a motion to approve $29,105.82 in Tourism funding as outlined. Greg Gartner seconded the motion. Carried unanimously. KNOWLES AVENUE LIGHTING IMPROVEMENTS Noah Wiedendfeld provided an update on the downtown light pole replacement and streetscape project. Wiedendfeld explained that staff have been working with SEH, Inc. on design and cost estimates, and that the City Council authorized bidding for the project in February 2026. The bid opening has since taken place and came back favorable. City staff recommended moving forward with the low bid to ensure the lighting project is completed by October 31, allowing the downtown renewal effort to continue into future phases. Council discussed the importance of maintaining momentum for downtown improvements and expressed interest in seeing the City’s investment result in visible enhancements to the Historic Downtown. Additional items discussed for future phases included a sound system, benches, planters, trash receptacles, and other streetscape amenities. Regular Council Meeting March 9, 2026 Page 3 of 5 Page 4 of 72 Pete Vrieze made a motion to award the project to Neo Electrical Solutions in the low bid amount of $695,359.45 and authorize City staff to execute the necessary contracts to proceed with the project. Scott Grady seconded the motion. Carried unanimously. SEASONAL ELECTRIC WORKERS Noah Wiedendfeld presented staff’s proposal to hire two seasonal electric workers for the summer of 2026 as part of the Electric Department’s long-term workforce planning. Wiedendfeld explained that the positions would support summer workload needs while also providing an opportunity to evaluate potential candidates for the apprentice lineworker program. One seasonal employee may be offered an apprentice position beginning in fall 2026. Discussion included that hiring two seasonal workers places the City in a more competitive position when selecting a strong candidate for the apprenticeship program. Pete Vrieze made a motion to recommend that City Council approve the hiring of two (2) seasonal electric workers for the summer of 2026 as outlined. Greg Gartner seconded the motion. Carried unanimously. REQUEST AUTHORIZATION TO SOLICIT BIDS FOR CONTRACTED UNDERGROUND CONSTRUCTION AND CONTRACTED POLE REPLACEMENT Noah Wiedenfeld presented on the proposed 2026 electric utility projects requiring contracted directional drilling and underground construction, including work associated with the Highview Substation, the 3- phase extension along 140th Street, and other system improvements. Along with the continued replacement of aging wood poles identified through the City’s pole testing program. Approval of the authorization will allow staff to post RFP's and then bring the bids back tho the Utility Commission and City Council next month. Craig Kittel made a motion to authorize staff to solicit bids for this contracted underground construction work and wood pole replacement. Mike Montello seconded the motion. Carried unanimously. FIRE BOARD RECOMMENDATION: 2026 CAPITAL PROJECTS Rae Ann Ailts reviewed the previously identified 2026 capital projects, and requested authorization from the Fire Board to proceed with purchasing a list of needed items on quotes received. There was discussion regarding how the items would be funded along with where the City was on preparing for their share of the expenses related to the new fire truck, currently on order. Craig Kittel made a motion to authorize staff to proceed with the capital purchases as outlined. Scott Grady seconded the motion. Carried unanimously. FLUORIDE REFERENDUM UPDATE Noah Wiedenfeld shared an update regarding continued fluoridation of the municipal water supply. It was noted that a Frequently Asked Questions (FAQ) document is available on the Utilities website and that hard copies are available at City Hall. This item was for informational purposes only. No action was taken. Young (collectively, “Owner”) own the real property described as Lots 11-12, Plat of North Shore Addition recorded as Document #683681 in Volume 9, Page 21 in the City of New Richmond, St. Croix County, Wisconsin (the “Property”); and WHEREAS, the City of New Richmond (the “City”) is the beneficiary of an interior lot line easement measuring five (5) feet wide on each side of the common boundary between Lots 11 and 12 (the “Interior Lot Line Easement”) granted pursuant to the Plat of North Shore Addition to the City of New Richmond recorded in the St. Croix County Register’s Office on July 9, 2002, as Document Number 683681, Volume 9, Page 21 (the “Plat”); and WHEREAS, the City is the beneficiary of certain other easements affecting and encumbering the exterior boundaries of the Property; and WHEREAS, the Parties desire to terminate only the Interior Lot Line Easement and provide record notice of such termination; and WHEREAS, the remainder of the exterior Property easements shall remain in full force and effect; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of New Richmond as follows: 1. This year's festivities will occur Thursday, July 9, 2026 through Sunday, July 12, 2026 (not including additional time for set-up/clean-up). The New Richmond Area Chamber of Commerce has submitted the attached map and is in the process of completing their street use permit materials and speaking with neighboring property owners. Staff will bring forward all of the application materials for Fun Fest together at one time, once the application materials are fully complete. At this time, the proposed layout appears to be the same as in years past, with the food court in the public parking lot behind Wild Badger, and the beer tent and stage in the private parking lot behind Saltie's. The carnival would once again be located on S Arch Avenue and E 3rd Street. The City Council is not being asked to take any action at this meeting. The work session is intended to provide the City Council with an opportunity to discuss and provide feedback for staff and the Chamber before the regular April meeting. These covenants were recorded in 1988 and are now largely antiquated and outdated. Since the time these covenants were established, the City of New Richmond has significantly updated and strengthened its zoning and subdivision ordinances. Staff believes the City's current ordinances adequately address development standards, land use, and property maintenance within the Business & Technical Park, making the original covenants unnecessary. In 2019, the City initiated an effort to terminate all sets of covenants within the Business & Technical Park. During that process, two of the three covenant areas were successfully terminated. However, the City was unable to gather the required number of signatures needed to terminate the original covenant area at that time. At the October, 2025 Plan Commission meeting, members requested that City staff revisit the effort to terminate the remaining covenants. Staff subsequently contacted property owners within the affected area and was able to obtain the required approvals. The covenants require signatures representing at least 75% of the lots and not less than 60% of the collective property owners within the Business & Technical Park to authorize termination. Staff has successfully obtained the necessary approvals to meet these requirements. Per the covenant provisions, termination must be authorized through the adoption of a resolution by the City. Staff is therefore requesting that the FNR Committee recommend approval of the attached resolution to terminate the covenants. Following FNR consideration, the resolution will be forwarded to the City Council for final approval. Once approved, the termination document will be recorded with the county. STH 64 Improvements (WisDOT - 2026)  A 12-mile stretch of STH 64 will be improved in 2026, from Houlton to New Richmond. Work will consist primarily of concrete repairs. CTH K Reconstruction (St. Croix County - 2028)  CTH K will be reconstructed beginning at 140th Street and continuing east to Prairie Road. This project is currently in the design phase. A public informational meeting is scheduled for March 16th. CTH A Roundabout Project (St. Croix County - 2028)  Roundabouts are planned along CTH A near Westfields Hospital/Sather Nature Center, and at the "top of the hill" near the intersection with Doar Drive/CTH K. Engineering and design work is in the early stages, with construction planned for 2028. Knowles Avenue Pedestrian Ramp Reconstruction (WisDOT - 2029)  Concrete curb ramps along Knowles Avenue, from Paperjack Drive to STH 64, will be replaced. Surveying and design work are in the early stages. This is currently estimated to be a $3-4 million project. STH 63 Resurfacing (WisDOT - 2029)  Planning is underway to resurface STH 63. A mill and overlay will be completed beginning in Baldwin and continuing north to the St. Croix County boundary line (approaching Clear Lake). This special meeting is also the time at which the City Council elects a Council President to preside over meetings in the absence of the Mayor. Some of the City Council appointments or citizen appointments to boards and committees can be made at this meeting, or sometimes such appointments are not made until later in April or May.
