ADJOURNMENT  Forward New Richmond Committee Meeting Minutes Wednesday, December 14, 2022 at 12:00 PM Council Chambers The Forward New Richmond Committee was called to order on Wednesday, December 14, 2022, at 12:00 PM, in the Council Chambers, with the following members present: PRESENT: Mike Montello, Susan Lockwood, Rob Kreibich, Karl Skoglund, Summer Seidenkranz, Heather McAbee, and Carrie Borgstrom ABSENT: Cathy Longtin and Ryan Shervey OTHERS Noah Wiedenfeld, Jim Zajowski, Angela Olson and Beth Thompson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Mike Montello made a motion to adopt the Agenda as presented. Summer Seidenkranz seconded the motion. Carried unanimously. CONSENT AGENDA MINUTES FROM OCTOBER 19, 2022 Mike Montello made a motion to approve the Consent Agenda as presented. Heather McAbee seconded the motion. Carried unanimously. CONTINUING BUSINESS STRATEGIC PLAN Noah Wiedenfeld discussed the Strategic Plan Survey results, results of the last FNR strategic questions and general information regarding strategic planning. Also discussed was the results for strengths, weaknesses, opportunities, threats along with the top three statements and bottom three statements from the survey. Discussion followed. The FNR committee will get some homework regarding some final steps for strategic planning within the next week. Forward New Richmond Committee Meeting December 14, 2022 Mike Montello made a motion to enter into Closed Session. Susan Lockwood seconded the motion. Carried unanimously. CLOSED SESSION PER STATE STATUTE 19.85(1)(E) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session DISCUSSION ON SALE OF LAND IN THE BUSINESS & TECHNICAL PARK • PID 261-1070-44-971 (PROPERTY LOCATED BETWEEN FITZGERALD LAWN CARE AND SPINE PRO/THE PRESS ROOM) OPEN SESSION Mike Montello made a motion to return to Open Session. Susan Lockwood seconded the motion. Carried unanimously. Summer Seidenkranz made a motion in favor of moving forward with the recommendation to the City Council as discussed in Closed Session, Susan Lockwood seconded the motion. Carried unanimously. CHAMBER OF COMMERCE UPDATES Rob Kreibich updated the committee on December’s Hometown Holiday Event, the Chamber of Commerce has their Annual Dinner in January of 2023 and that the Chamber membership will be 500 by year’s end. ST. CROIX EDC UPDATES Bill Rubin was unable to attend the FNR meeting due to a prior TEAMS meeting. He sent an update which includes November 2022 update to the County Board and his Director’s update. Both of these documents will be forwarded to the committee. Two important events to highlight are the State of the State Address which Governor Evers will deliver on Tuesday, January 24, 2023 and the 2023-2025 Budget Address, which will be on Wednesday, February 15, 2023. COMMUNICATION AND MISCELLANEOUS Mayor Zajkowski stated the VFW will have an event at the Civic Center on Thursday, December 14th at 11:00 a.m. in the Council Chambers. Forward New Richmond Committee Meeting December 14, 2022  MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 18 Jan 2023 Subject: Community Development Monthly Updates - January 2023 BACKGROUND INFORMATION: Building / Zoning Updates – December 31, 2022: Number of Building Permits – 363 Number of New Dwelling Units – 236 Number of Inspections - 1,842 Residential Construction Value - $21,930,200.00 Commercial Construction Value – $36,790,921.00 Building Permit Fees – $360,768.00 Impact Fee Collections - January 1, 2022 thru December 31, 2022: Municipal Facilities - $184,968.00 Transportation - $277,200.00 Sewer - $241,566.00 Water - $241,566.00 Park Fees - $124,029.00 The Building / Zoning office has been working on month end and year end reports. Since the City of New Richmond's total population is now over 10,000, the City is required under Wisconsin Act 243, and State Statute(s) 66.10013 and 66.10014 to complete two new reports, The Housing Affordability Report and the New Housing Fee Report. They will be completed by January 31st and will be available on our website. Development applications have slowed down over the past two months, as is expected during the winter months. We have had a few CSM and CSM ETJ applications come through and City staff will be working on land use workshops and zoning / rezoning corrections over the next few months. Current construction that is progressing through the winter months is the New Richmond Medical Center (which is scheduled to open in February of 2023), the Starbucks, T-Mobile, Shopko Optical building, Accelarated Plastics New Building, Beebe Lofts, The Deerfield Senior Housing, Oevering Building Center ll, Fitzgerald Accessory Structure, Mill City Flats (building one is being rented), and West Fifth Townhomes. Approved and anticiapted construction includes Tractor Supply and First Lutheran's Columbarium. A number of development items were discussed at the City Council meeting on Monday, January 9, 2023 in closed session. I will keep FNR members posted on these items, when I can discuss. Below is a press release in regards to one of the items. At its regular monthly meeting on January 9, 2023, the New Richmond City Council approved a request from the New Richmond Youth Hockey Association (NRYHA) to acquire seven acres of land in the Business & Technical Park for the intended purpose of constructing a new multi-purpose community facility. Utilizing this land for such a facility will undoubtedly invigorate the local economy and serve everyone from youth to seniors in the New Richmond area through health, wellness, and training- related activities. NRYHA will be the anchor of the multi-purpose facility which contemplates two covered sheets of ice for hockey. The City Council and NRYHA Board of Directors will memorialize the terms of the agreement for the Business & Technical Park land acquisition in the coming months. The existing hockey facility, located at 450 Sports Center Road, was built in the late 1970s and served the needs of local athletes for many years. The existing rink is now in need of significant repairs and improvements and no longer meets the needs of the growing community. There is a considerable amount of work ahead for the NRYHA, including but not limited to engineering/design work and a capital campaign. There are many decisions yet to be made, but securing a site for a future facility at this moment in time allows the NRYHA to move forward with both short-term and long-range planning. The City Council is pleased to partner with the NRYHA and recognizes the positive impact that hockey has in the community, and is excited about the potential opportunities that a multi-purpose facility could provide for all citizens in the New Richmond area. Page 2 of 2  MEMO Prepared for: Forward New Richmond Staff Contact: Noah Wiedenfeld Meeting: Forward New Richmond Committee - 18 Jan 2023 Subject: Strategic Plan BACKGROUND INFORMATION: Over the past few months, the City Council has been working through a sequential process to develop a strategic plan, and has been reviewing its vision, mission, values/core principles, and strategic issues. A community survey was also made available on the City's website and Facebook page; some of the results were reviewed at the last FNR meeting. As part of the strategic planning process, at the January Forward New Richmond meeting, we will focus on identifying goals, objectives, strategies, and tactics related to economic development. Often times these terms are mistakenly used interchangeably, or they may be used differently outside of the context of strategic planning. We will review the differences and walk through some examples together to illustrate the framework which will be using. The strategic planning process can us help avoid two common mistakes: 1) organizations focus on tactics without truly understanding what it is they are actually trying to achieve, and 2) on the contrary, organizations identify overly broad goals that cannot be measured and lack any corresponding action steps for achievement. There is no homework that needs to be completed prior to the meeting. Please come ready to discuss what you would like to see achieved in the next five years from an economic development lens, and staff will facilitate the conversation.
