The Forward New Richmond Committee was called to order on Wednesday, May 3, 2023, at 12:00
PM, in the Council Chambers, with the following members present:

NEW BUSINESS
WELCOME AND INTRODUCTIONS
New members Liz Pizzi and Kent Elkin were welcomed. Each member introduced themselves and
gave a bit of background as to why they volunteered to be on Forward New Richmond.
OVERVIEW OF BOARD/COMMITTEE ROLES AND RESPONSIBILITIES
Noah Wiedenfeld gave an overview of various Boards and Committees and there respecitive roles
and responsibilities. The City currently has 19 boards and commissions consisting of 80 plus
citizens. All of the members are appointed and confirmed by the Mayor and City Council. The terms
can vary in length from 1 - 5 years. Noah discussed the role of staff and the Mayor / Citiy Council.
Noah talked a bit about how FNR relates to the Plan Commisison, Community Development
Authority, Tourism Committee and City Councill. A flyer was distributed to give more details to FNR
members.

In June of 2023 the City of New Richmond approved new impact fees, which went into effect on July
1, 2023. The City is now collecting for the following impact fees:
• SAC Charges
• Water Facility Fees
• Transportation Fees
• Library Impact Fees
• Law Enforcement Fees
• Stormwater Fees
• Park Fees
Occupancy Update:
The building inspector has given occupancy for one single-family home, and one twin home for the
month of July. Also in July, the inspector has given occupancy of the new Deerfield building, which is
a 24-unit apartment complex.
Economic Development:
Community Development staff has continued to meet with our local businesses in regards to our
Business Retention and Expansion Program. Through July we have met with 105 of our local
businesses. These meetings have given us a great opportunity to learn more about our local
businesses along with learning about future expansion and employee needs. This program will take
some time and staff will be working on completing this program throughout the 2023 year.
In the realm of Economic Development, City staff is completing calls to brokers, developers, land
owners, etc. in regards to making connections and attracting possible new businesses to our
community.

On August 3rd there was a Ribbon Cutting event for Simply Bowls, located at 228 Paperjack Drive.
Welcome Simply Bowls!
On August 25th at 1:00 p.m. there will be Ribbon Cutting for Willow Countryside Villas located at
1728 County Rd A. Please join us!
Another great Chamber Event is the Welcome Back Educators - this event will be held on August
23rd at the High School.

Subject: Updates on Business & Technical Park
BACKGROUND INFORMATION:
Since FNR has several new members I wanted to do a quick review of City owned land in our
Business & Technical Park, Tax Increment Districts (TID), Rights-of-First Refusals and land that is
either sold, on-hold or in the process of purchase agreements. This will give FNR an idea of what
remaining land we have for future discussions.
Below is a quick snippet of our Business & Technical Park that we will be discussing.
TID / TIF General Information:
What is a TID? A Tax Incremental District (TID) is the land area associated with development and
redevelopment projects.
What is a TIF? Tax Incremental Financing (TIF)
TIF basic function TIF is a financing option that allows a municipality (town, village or city) to fund
infrastructure and other improvements, through property tax revenue on newly developed property. A
municipality identifies an area, the Tax Incremental District (TID), as appropriate for a certain type of
development. The municipality identifies projects to encourage and facilitate the desired
development. Then as property values rise, the municipality uses the property tax paid on that
development to pay for the projects. After the project costs are paid, the municipality closes the TID.
The municipality, schools, county, and technical college are able to levy taxes on the value of the new
development. TIF use varies depending on the project and the municipality. In some cases, the
municipality chooses an area it would like to develop or that is unlikely to develop without assistance.
Then the municipality designs improvements (ex: roads, sidewalks, sewer systems) to attract growth.
In other cases, a developer or company identifies a site where they might locate. A developer may
also negotiate with the municipality to use TIF to fund some improvements (ex: demolition, soil clean
up, roads, water) the developer needs. Either way, an area facing development challenges receives
help to grow. This creates a larger tax base for the municipality and the overlying taxing jurisdictions
(ex: schools, county, technical colleges). Generally, when the tax base grows and spending is stable,
tax rates go down, decreasing property taxes for everyone.
How TIF Works?
When a municipality creates a TID, the municipality and other taxing jurisdictions agree to support
their operation from the existing tax base within the TID. They agree the municipality will use the
taxes on the value increase in the TID to pay for the investment.

The City of New Richmond currently has two agreements (on three lots) with local businesses
regarding right of first refusals. 45th Parallel's agreement for right of first refusal includes two - 4 acre
parcels, for land directly to the west of their current facility. 45th Parallel has the right of first refusal
for these two lots until August 24, 2023.
Isometric Micro Molding has a right of first refusal on the most northern 15 acres of our open 23 acre
parcel. Isometric Micro Molding has the right of first refusal until February 13, 2024.

Subject: Isometric Micro Molding
BACKGROUND INFORMATION:
The FNR Committee is fortunate to hold its August 2023 meeting at Isometric Micro Molding. As a bit
of background, I have put together a quick memo on Isometric Micro Molding all information has been
taken from their website or bios on their management team.
Isometric Companies History
Over 30 Years of Micro Solutions
The rich history begins with Founder Michael T. Hudalla, who formed Isometric Companies, Inc.’s,
first division, Isometric Tool & Design, Inc., in 1990. At that time, the Isometric vision was to
manufacture tooling and provide manufacturing solutions to exacting specifications for ultra-small,
ultra-precise, and ultra-complex applications.
In 2009, a specific customer-driven need prompted the addition of a complimentary core competency
in micro automated assembly systems.
During this time, the Isometric team’s ambition toward manufacturing innovation helped develop what
is now known as the “Process of Discovery”.
Isometric’s Process of Discovery has three main initiatives, which we still apply to every

launch the latest division, Isometric Micro Molding, Inc. In addition to bringing their talents to
Isometric, Hudalla also intended for the duo to become future business owners.
In 2021, Donna Bibber and Wayne Shakal purchased Isometric Micro Molding, becoming CEO and
President, respectively. They added Brent Hahn (Vice President, Business Development and
Strategy) and John Gleason (Vice President, Engineering) to their leadership team. Today, Isometric
is considered the largest and fastest growing medical-focused micro molder in North America.

Defining Micro Molding:
When it comes to micro molding or micro injection molding, many think the process is simply injection
molding for small, intricate parts. However, standard injection molding processes usually do not work
when parts are smaller than a pellet of resin, have thin walls or micro features. Other factors come
into play including mold design and expert mold fabrication, and the materials being used.
To put size into perspective, micro molding encompasses:
• Parts that are a fraction of a pellet of resin in size
• Parts that weigh fractions of a gram
• Parts with a wall thickness ranging from 0.001 to 0.015 in. (25 to 375 microns)
• Mold core diameters less than 0.0008” (20 micron)
• Parts or sub-assemblies requiring 0.002” (50 micron) tolerances or less
• High length-to-thickness (L:T) ratios or length-to-diameter (L:D) aspect ratios (currently up to
400:1)
• Larger parts up to 6” long that have micro features, thin walls, micro holes, complex geometry
and/or tight tolerances
Why is micro molding needed?
Today, the need for micro molding applications is rapidly increasing, in part due to advancements in
technology and scientific research. With medical devices becoming less invasive, and portable and
wearable health devices gaining popularity the need for small, highly precise components and parts
has increased. Micro molding can be used to manufacture parts for these devices meeting the need
for fine features, thin walls, micro holes, tight tolerances and scalability to high volume production.
What are the fundamental processes for micro molding?
The enabling factors for successful micro molding and micron tolerances is tooling, mold design, and
mold fabrication. When high precision is needed, it’s vital to have industry-leading machining
capabilities and experts who can manipulate fabrication to achieve sub-micron tooling capabilities.
These precision tools are then processed side-by-side with the master tool builder and process
engineers who have over 1,000 successful projects to pull from in creating the next solution. Lastly,
the molded components and/or automated sub-assemblies are combined with state-of-the-art
metrology to create a capable, validated process.

In addition, it’s fundamental to have these processes in-house to ensure the integrity of the
component, as well provide the highest-level accuracy and surface finish possible. It’s virtually
impossible to outsource this skill set along with those needed for mold making. In fact, critical
discussions regarding datum structure, from designing the mold to programming the CT scanner and
automation, start with a solid mold design and a plan to achieve single-micron-tolerance components
and assemblies.
What materials are used in micro molding?
Micro molding has no limit to the materials and fillers that can be utilized with normal sized pellets.
Additives and fillers can be added to a material to change its properties and make it more desirable
by making the material stronger, or more flexible and easier to shape, or prevent the plastic from
breaking down.
Fillers and additives include:
• Active Pharmaceutical Ingredients (APIs) – low potency
• Barium sulfate
• Carbon fibers
• Colorants
• Glass fibers
• Mineral
• Nano particles
• Radiopaque materials

Lowell, Donna has been a technical consultant and lead on 100’s of projects.
