ADJOURNMENT Forward New Richmond Committee Meeting Minutes Wednesday, March 20, 2024 at 12:00 PM Council Chambers The Forward New Richmond Committee was called to order on Wednesday, March 20, 2024, at 12:00 PM, in the Council Chambers, with the following members present: PRESENT: Karl Skoglund, Carrie Borgstrom, Kent Elkin, Liz Pizzi, Bryan Knutdson, Pete Kling, and Pete Vrieze ABSENT: Heather McAbee and Ryan Shervey OTHERS Ron Volkert, Noah Wiedenfeld, Melissa Meschke, and Beth Thompson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Karl Skoglund made a motion to approve the agenda as presented. Pete Vrieze seconded the motion. Carried unanimously. CONSENT AGENDA Pete Vrieze made a motion to approve the Consent Agenda as presented. Kent Elkin seconded the motion. Carried unanimously. Beth Thompson introduced Melissa Meschke, who is the new Executive Director for the St. Croix County EDC. Melissa gave a brief background of her work history and stated she has been the Executive Director for St. Croix EDC for the last two months and is so excited to be working for the EDC. NEW BUSINESS REVIEW OF FUTURE LAND USE MAP AND CURRENT CITY BOUNDARIES MAP FOR POSSIBLE FUTURE DEVELOPMENT Members of FNR learned more about the City's future land use map and the zoning map. Discussion was held on future industrial land and locations for a Business & Technical Park. For the next meeting City staff will present additional information on properties located in the northwest quardrant. Forward New Richmond Committee Meeting March 20, 2024 CLOSED SESSION Closed session per Wis. Stat. 19.85(1)(d) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. BUSINESS & TECHNICAL PARK: PID 261-1070-44-470 (ALONG HAMILTON AVENUE) Pete Vrieze made a motion to go into Closed Session. Liz Pizzi seconded the motion. Carried unanimously. OPEN SESSION - ACTION ON CLOSED SESSION AGENDA Karl Skoglund made a motion to go into Open Session. Kent Elkin seconded the motion. Carried unanimously. Karl Skoglund made a motion to recommend approval to the City Council as discussed in Closed Session. Pete Vrieze seconded the motion. Carried unanimously. ADJOURNMENT Pete Vrieze made a motion to adjourn the FNR meeting at 1:08 PM. Karl Skoglund seconded the motion. Carried unanimously. Forward New Richmond Committee Meeting March 20, 2024 MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 17 Apr 2024 Subject: Community Development Updates - April 2024 BACKGROUND INFORMATION: Building / Zoning Updates – March 30, 2024 Number of Building Permits - 58 Number of New Dwelling Units - 10 Number of Inspections - 170 Residential Construction Value - $3,167,616.00 Commercial Construction Value - $2,551,749.00 Building Permit Fees - $39,385.00 Occupancy Updates: For the month of March, the building inspector has given occupancy for four single-family homes and two twin homes. Audit: The Building and Zoning Office had a Commercial Electrical Audit on March 20. This State Audit is new and includes commercial electrical inspections and permitting. The City received a letter from the State regarding this audit letting us know we passed and are doing a good job with our permitting and inspection processes. Economic Development Updates: On April 21, I attended the 2024 Momentum West Annual Luncheon and Awards Ceremony. During the award ceremony, the new St. Croix County Economic Development Corporation's, Executive Director, Melissa Meschke, was the recipient of the 2023 Young Professional. Melissa also received the 2024 WEDA's Andy Lisak Young Professional Award. We are super excited to partner with Melissa and St. Croix EDC in the future. Congratulations to Melissa! Applications for approval at the Plan Commission or City Council meeting include Francois Fields (97 lot preliminary plat), Fox Run 5th Addition (Final Plat), and Urban Reserve Attachment for Ben Peterson. With these new plats, along with several other subdivisions such as Gloverdale, Whispering Prairie North, Meadow Crossing and Avondale, the City will have a busy next couple of years with growth. New Downtown Business: Staff welcomed and attended the ribbon cutting on April 4th for the brand new business downtown, The Pearl Boutique located at 244 S. Knowles Avenue (formally the Gathering Games). We are thrilled to have a new business in our downtown to bring stylish women's clothing locally! City staff will lead a discussion on properties for development that include the Neumann and Casey properties. Maps will be provided at the meeting for discussion purposes.
