The Forward New Richmond Committee was called to order on Wednesday, April 17, 2024, at 12:00
PM, in the Council Chambers, with the following members present:
PRESENT: Karl Skoglund, Kent Elkin, Bryan Knutdson, Pete Kling, and Pete Vrieze
ABSENT: Heather McAbee, Ryan Shervey, Carrie Borgstrom, and Liz Pizzi
OTHERS Ron Volkert, Craig Kittel, Aaron Sundeen, Melissa Meschke, Amber Toutge,

CALL TO ORDER

ADOPTION OF AGENDA
Pete Vrieze made a motion to approve the Agenda as presented. Bryan Knutdson seconded the
motion. Carried unanimously.
CONSENT AGENDA
Pete Vrieze made a motion to approve the Consent Agenda as presented. Karl Skoglund seconded
the motion. Carried unanimously.
REVIEW LAND FOR POSSIBLE FUTURE DEVELOPMENT
Staff lead a discussion on possible future land use in regards to industrial land within the City limits.
Discussion centered around land in the northwest quadrant of the City owned by the Neumann family
and land in the southwest quadrant owned by the Casey family. Discussion ensued.
Staff with meet again with the Neumanns and Caseys for discussions on future industrial land
planning.
COMMUNICATION AND MISCELLANEOUS
Beth Thompson and members of the FNR Committee thanked both Karl Skoglund and Heather
McAbee for their dedicated years of service on the economic development committee. Karl and
Heather's terms are completed with FNR and two new members will be appointed by the Mayor and
ratified by the City Council at their May regular meeting. Thanks so much Karl & Heather!

Karl Skoglund made a motion to ajourn the meeting at 1:05 p.m. Kent Elkin seconded the motion.

BACKGROUND INFORMATION:
Building / Zoning Updates – April 30, 2024:
Number of Building Permits - 86
Number of New Dwelling Units - 17
Number of Inspections - 261
Residential Construction Value - $4,655,116
Commercial Construction Value - $3,302,369
Building Permit Fees - $61,600
Occupancy Updates:
For the month of April, the building inspector has given occupancy for one single-family home and
three twin homes.
Commercial Updates:
First National Community Bank (FNCB) has been completing internal renovations and new external
signage, with an estimated completion date of August 1st. Walmart has submitted a permit for a
buildout/renovation for a liquor store.
Planning Updates:
Community Development and Planning have been very busy this past two months with applications,
reviews, agreements, meetings, etc. The following items have been approved or are in the process
of being presented to the Plan Commission and/or City Council:
Gloverdale Final Plat
Final Plat for Fox Run 5th Addition
Urban Reserve Attachment - Peterson
CSM - property off of 140th
CSM - Library
Condo Plat - Library
Urban Reserve Attachments - Hill
Annexation - Naser
Staff also has several administrative permits for accessory structures and parking lot expansions. An
application was just received for a proposed garage condo plat.
Keep It Beautiful:
Now that the weather is getting nicer and people are out and about, if you see something that needs
attention, please report the concerns or questions through the City's Keep It Beautiful online portal. It
is located on our City's website home page, found HERE.
You may also call our office 715-246-4268 to report concerns as well, but we encourage residents to
utilize the online portal as this keeps the information all in one location and can be tracked. The
information our staff receives is kept confidential and is used only for follow up by City staff.
Industrial Discussion Update:
City staff is still working on meeting with brokers or land owners regarding industrial land and master
planning. An update will be brought forward at a future meeting.

BACKGROUND INFORMATION:
Forward New Richmond is fortunate to hold its May 2024 meeting at Federal Foam Technologies. As
a bit of background, I have put together a quick memo on Federal Foam Technologies - all
information has been taken from their website.
Federal Foam Technologies is a custom fabricator of flexible cellular and plastic materials, with
capabilities in engineering and research and development. They service customers across the U.S.
and internationally in several markets, including agriculture, construction, power sports, truck/bus,
medical, industrial and retail/consumer products. Some of their customers include Polaris, My Pillow,
Bergstrom, Versatile, and snuggle me.
For over 75 years, there team of engineers and experts has delivered millions of foam, fiber, plastic,
composite and rubber components of the highest quality to happy customers worldwide.
Their vision is to be a financially successful world- class innovative fabricator of foam, plastics and
fiber components in diverse industries. We will be known for our business integrity, superior level of
service, high quality standards and best value solutions that meet or exceed customer requirements.
Federal Foam Technologies is owned by parent company Federal International Inc. and part of the

By year background:
1946 - Federal Foam is founded under the name Walter Cleveland Company.
1983 - Federal International acquires Airtex Industries, Inc., a large fabricator of both polyester and
polyether headquartered in Minneapolis, Minnesota, and its Cokato, Minnesota plant.
1991 - Airtex Industries purchases Foamtec, a foam manufacturing company in Minneapolis,
Minnesota, and becomes Federal Foam Technologies.
1992-1995 - Federal Foam starts up two new plant sites in New Richmond and Ellsworth, Wisconsin.
2015 - Federal Foam purchases Advanced Components Technologies, Inc. (ACT), a producer of
vacuum forming, interior cab trim and acoustical products in Northwood, Iowa.
2017 - Federal Foam acquires Modern Quilters, a flame laminating and quilting operation in Litchfield,
Minnesota.
2019 - Federal Foam completes its 100,000-square-foot warehouse expansion at its New Richmond,
Wisconsin plant, adding new space for raw material storage and expanded distribution.
2023 - Federal Foam acquires an industrial property in New Richmond, Wisconsin adjacent to its
current plant operations for expansion and growth opportunities.
