ADJOURNMENT  Forward New Richmond Committee Meeting Minutes Wednesday, August 21, 2024 at 12:00 PM Council Chambers The Forward New Richmond Committee was called to order on Wednesday, August 21, 2024, at 12:00 PM, in the Council Chambers, with the following members present: PRESENT: Ryan Shervey, Carrie Borgstrom, Kent Elkin, Aaron Sundeen, Joe Green, Liz Pizzi, Bryan Knutdson, and Mike Montello ABSENT: Pete Kling OTHERS Ron Volkert, Melissa Meschke, Noah Wiedenfeld and Beth Thompson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Liz Pizzi made a motion to approve the Agenda as presented. Joe Green seconded the motion. Carried unanimously. CONSENT AGENDA Liz Pizzi made a motion to approve the Consent Agenda as presented. Kent Elkin seconded the motion. Carried unanimously. GENERAL CITY UPDATES Beth Thompson presented the following general updates on items approved by the Plan Commission and other general information:  Sonshine Learning Center - Completed  Library Project (presented by Noah Wiedenfeld)  Utility Shop Addition  New Richmond Garage Condos  New Richmond Storage  Bernards Northtown Addition  Northwood Technical College CUP - W. 8th Street  St. Croix Automotive  Lakeside Flats Forward New Richmond Committee Meeting August 21, 2024   Falcon Glen  Gloverdale Subdivision  Francois Fields Subdivision  Fox Run Subdivision  Preliminary Plat for Whispering Prairie North Subdivision  Updates on the Neumann and Casey properties  Economic Development Updates 2024 HOUSING STUDY UPDATE Beth Thompson gave a quick recap on the updated 2024 Housing Study, which included priorities, opportunities, gaps, and key takeaways. The updated Housing Study can be found on the City's website under Economic Development. BUSINESS AND TECHNICAL PARK LAND SALE POLICY AND INDUSTRIAL LAND SALE POLICY A quick overview of the two policies were reviewed. Beth Thompson stated there were very few changes to the policies. Discussion followed. Mike Montello made a motion to approve the Business and Technical Park Land Sale Policy and the Industrial Land Sale Policy. Aaron Sundeen seconded the motion. Carried unanimously. TIME AND DATE OF SEPTEMBER FNR WORKSESSION MEETING There was discussion about the September 2024 FNR meeting. This meeting will be a work session to discuss vision, goals and priorities for FNR members for 2025 and 2026. Beth Thompson will send out a google form with several possible days/times to have the meeting. It is very important for all FNR members to attend. COMMUNICATION AND MISCELLANEOUS Noah Wiedenfeld stated that the Apple River Hideaway, in Somerset, will be for sale via auction. Forward New Richmond Committee Meeting August 21, 2024  MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 24 Sep 2024 Subject: Community Development Updates - September 2024 BACKGROUND INFORMATION: Building / Zoning Updates – August 31, 2024: Number of Building Permits - 240 Number of New Dwelling Units - 49 Number of Inspections - 864 Residential Construction Value - $14,888,810.00 Commercial Construction Value - $8,360,461.00 Building Permit Fees - $185,230.00 Occupancy Updates: For the month of August, the building inspector has given occupancy for five single-family homes, four twin homes, and one duplex. St. Croix EDC Event: On August 8, Mayor Zajkowski, Alderman Montello, Amber Toutge and I attended a half day event in River Falls sponsored by St. Croix EDC regarding Economic Development and site selection. The speaker was an active site selector and was educating folks on how site selectors and corporate decision makers think, what is important to them, and what local government and staff can do when site selectors send out RFI's and when they come to your community. This event was very educational and really showed how site selectors make their decisions. Development: City staff have met with two new developers from the twin cities area that will be either building homes in New Richmond or looking to build here in the next year or so. You will notice work continuing in Fox Run, Gloverdale, Avondale, Meadow Crossing and Francois Fields. Ribbon Cuttings: Compass Realty Group located at 255 S. Knowles Avenue in the Travel Leaders Building and Rustic Eagle Home Décor & Furnishings located at 320 S. Knowles Avenue.  MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 24 Sep 2024 Subject: General City Updates - September BACKGROUND INFORMATION: The Forward New Richmond Committee has requested a standard agenda item for all meetings called "General City Updates". New updates from August are below: Library  A building permit has been issued for the new library mixed use building and the townhome building.  You will see fencing and ground work starting on the site.  An official Groundbreaking Ceremony is scheduled for Friday, September 27, 2024 at 11:00 a.m. All are welcome to attend. Projects  Directly north of Ellicott Dredge you will see work starting on the New Richmond Storage buildings. As a reminder there will be seven units in total on this 4 acre site.   St. Croix Automotive has put up silt fence and they have finished all items for approval of their site plan. A building permit will be taken out within the next couple of weeks.  The second building for the NR Garage Condos has been erected. This project is off of Highway 65 going towards Star Prairie. Some of the topics that will be discussed include: - History of the committee (and its predecessors) - Existing ordinance - Relationship to other City boards and committees - Roles and responsibilities of staff and chairperson - Economic development committees in other communities - How can Forward New Richmond bring value to the City Below please find the ordinace that was created in 2018 for Forward New Richmond: Sec 2-139 Forward New Richmond . Composition. . There is hereby created an Economic Development Commission, to be known as Forward New Richmond, appointed by the Mayor and subject to approval of the Common Council. There shall be nine members, as follows: . One member of the Common Council. . Eight citizens. . Appointments shall be for staggered three-year terms. Members shall be limited to no more than two consecutive terms of service. . There is no residency requirement for the eight citizen members; however, citizens should generally live or work in New Richmond and have a strong interest or background in business and economic development. . The Mayor shall appoint a chairperson and vice-chairperson each year in April when all other citizen appointments occur, subject to approval by the Common Council. . Functions. . Forward New Richmond shall serve in an advisory capacity to the City Council in matters pertaining to economic development, including but not limited to commercial and industrial development proposals, marketing efforts, real estate transactions, business and technical parks, downtown revitalization, and attraction and retention of a quality labor force. . Confidentiality. . Some topics of discussion might, in the opinion of staff or the city attorney, require closed session. Therefore, members of Forward New Richmond shall be required to sign confidentiality agreements prior to their appointment.  . Training and Continuing Education. o Members of Forward New Richmond shall attend regular training and educational events regarding local government operations and/or economic development, as directed by the City Council.
