ADJOURNMENT Housing Authority Meeting Minutes 1:00 PM - Thursday, September 12, 2024 Sunshine Court Office Building The Housing Authority was called to order on Thursday, September 12, 2024, at 1:00 PM, in the Sunshine Court Office Building, with the following members present: PRESENT: Craig Kittel, Renee Keating, Kristi Rogers EXCUSED: Scott Meyer, Melissa Rott OTHERS Any Rineck, Elmer Meyer, Kathy Meyer, Rebecca Diessner, Beth Thompson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Craig Kittel made a motion to adopt the agenda as presented. Kristi Rogers seconded the motion. Carried unanimously. APPROVAL OF MINUTES Kristi Rogers made a motion to approve the minutes from June 13, 2024. Craig Kittel seconded the motion. Carried unanimously. APPROVAL OF BILLS AND DISBUREMENTS Kristi Rogers made a motion to approve PHA Checks 5659 - 5708 and autopayments. Renee Keating seconded the motion. Carried unanimously. PUBLIC COMMENT (LIMIT 3 MINUTES PER PERSON) No public comment. PUBLIC HEARING TO REVIEW AND APPROVE 2024 FIVE YEAR PHA PLAN 2025-2029 NRHA PHA Plan Craig Kittel called the Public Hearing to order at 1:01 p.m. Rebecca Diessner gave an overivew of the Five Year Public Housing Authority (PHA) Plan. Plan elements require information on mission, goals and objectives, progress report, violance against Housing Authority Meeting September 12, 2024 women act goals, significant amendments or modifications, and comments from the resident advisory board meeting. Rebecca stated the Resident Advisory Board meeting was held for the Five Year PHA Plan and no comments received. Craig Kittle delared the Public Hearing closed. ACTION ON PUBLIC HEARING AGENDA Renee Keating made a motion a motion to adopt the Five Year PHA plan. Kristi Rogers seconded the motion. Carried unanimously. DEFINITI RETIREMENT PLAN - JA COUNTER REVIEW Andy Rineck, from JA Counter, presented an analysis on the Retirement Plan, which is currently being used by the Housing Authority and has been in existence since 1977. Andy stated this plan is a 401A retirement plan. Andy had the following comments:  Suggested that a new Third Party Administrator (TPA) may be in order  Updates should be completed to this plan, if the board decides to continue with it  401A is very rare and JA Counter does not see may of these types of plans  Suggested possibly changing to WRS, Deferred Comp 457 or 453B plans  There are a number of provisions in the current document that are odd and should be removed  This plan requires mandatory contributions  Retirement age, in the current plan, are not the norm for the industry Discussion and questions ensured from the board members. It was the consensus to consider this information further and put this item on the next Housing Authority agenda. DIRECTOR'S REPORT a. Occupancy Report - 90 people on the waiting list, no vacancies b. A/C Quotes on Installing New System - A new system will be needed. The current system is failing. Two bids were received: $128,000 plus electrical, and $210,000 electrical included. Rebecca has applied for the WEDA grant, which if approved, would cover $50,000 c. Snow Removal - The snow removal will continue as approved last year at $750 month d. Unit #28 Tile Repair/Replacement - $5,000 e. Unit #37 Upgrades - $5,000 f. Unit #40 Status - $6,000 g. 2023 Pilot Payment - A motion was made by Renee Keating to approve the PILOT payment to the City of New Richmond in the amount of $14,078.03. Kristi Rogers seconded the motion. Carried unanimously. h. Savings/Certificate of Deposit - Rebecca checked in to putting funds into CD's and this was approved by HUD. Rebecca will move forward. i. WAHA 2024 Annual Conference - Rebecca will be attending the conference from Sept. 17 - Sept. 20, 2024 COMMUNICATION AND MISCELLANEOUS No communication. The 5-Year and Annual PHA Plans provide a ready source for interested parties to locate basic PHA policies. rules, and requirements concerning the PHA's operations,programs, and sen/ices, and informs HUD, families served by the PHA, and members of the public ofthc PHA's mission, goals, and objectives for serving the needs of low-income, very low—income, and extremely low-income families. Applicability. The Form HUD~50075~5Y is to be completed once every 5 PHA ?scal years by all Pl-IAs. A. PHA Information. In addition to the items listed in this form, PHAs must have the elements listed below readily available to the public. A PHA must identify the speci?c location(s) where the proposed PHA Plan, PHA Plan Elements, and all information relevant to the public hearing and proposed Pl—IAPlan are available for inspection by the public. Additionally, the PHA must provide information on how the public may reasonably obtain additional information on the PHA policies contained in the standard Annual Plan, but excluded from their streamlined submissions. At a minimum, Pl-IAs must post PHA Plans, including updates. at each Asset Management Project (AMP) and the main office or central office ofthe PHA. PHAs are strongly encouraged to post complete PHA Plans on their of?cial websites. PHAs are also encouraged to provide each resident council a copy of their PHA Plans. State the PHA’s mission for serving the needs oflow- income, very low- income, and extremely low- income families in the PHA‘s jurisdiction for the next ?ve years. Bil Our Mission is to ensure safe, decent, and affordable housing free from discrimination; create opportunities for residents’ self-suf?ciency and economic independence; and assure ?scal integrity by all program participants. Priority is given to our most vulnerable populations which include those that are disabled, elderly, and homeless. Goals and Objectives. Identify the PHA's quanti?able goals and objectives that will enable the PHA to serve the needs of low- income, very low»income, and extremely low-income families for the next ?ve years. Our goals are to continue to provide affordable, clean, and safe housing to disabled, elderly, and low-income populations. We will do this by working with 3.2 HUD to secure funding. This funding will allow our PHA to continue to modernize, update, renovate, and maintain our 40-unit facility, including the following: upgrade and modernize unit interiors and exteriors as needed (flooring, appliances, ?xtures, lighting, counters, painting, cabinets, tile/showers. brick repair, landscaping, plumbing/pipes, windows, concrete/sidewalks, and railings); upgrade our community room to provide residents adequate laundry facilities and a place for residents to hold family and friend gatherings; maintain our outdoor grounds (lawucare, landscaping); upgrade, repair, and replace our HVAC systems as needed. Progress Report. Include a report on the progress the PHA has made in meeting the goals and objectives described in the previous 5-Year Plan. We continue to work with local homeless shelters. such as Grace Place/Salvation Army to ensure their clientele has the latest information regarding our B1 application process. In addition, we continue to maintain, upgrade and improve our current 40-unit facility, Sunshine Courts. In the past year two years, " we have remodeled five (5) of our existing units with new flooring, baseboard, appliances, and ?xtures. We have purchased a new washing machine for our community room, so residents can utilize on-site laundry facilities. In 2023, we installed new sof?t and fascia to both of our apartment buildings to ensure the integrity of the building and increase curb appeal. In 2023, we replaced one of our boilers to ensure all tenants have adequate heat and hot water. 8.4 Violence Against Women Act (VAWA) Goals. Provide a statement of the PHA's goals, activities objectives. policies, or programs that will enable the PHA to serve the needs of child and adult victims ofdoniestie violence, dating violence. sexual assault, or stalking. We support victims of domestic violence, dating violence, sexual assault, and stalking by providing safe, affordable, and stable housing where they can feel safe and start to rebuild their lives free from abuse and regain their dignity. C. Other Document and/0r Certi?cation Requirements. Signi?cant Amendment or Modi?cation. Provide a statement on the criteria used for determining a signi?cant amendment or modi?cation to the 5-Year Plan. C'1 The criteria used to determine a signi?cant amendment of modi?cation to the 5-year plan will need to he presented to the Board for review and approval unless it is a natural disaster, causing major damage with the Housing Authority.
