The Library Board of the City of New Richmond was called to order on Thursday, May 1, 2025, at
4:30 PM, in the Council Chambers, with the following members present:
PRESENT: Gordon Granroth, Vicki Gjovik, Jarell Kuney, Marla Hall, Nicholas Hall, Lisa
Naser, Greg Gartner, Ari Dionisopoulos
ABSENT: Patty Van Nevel

ADOPTION OF AGENDA
Marla Hall made a motion to adopt the agenda as presented. Nicholas Hall seconded the motion.
Carried unanimously.
PUBLIC COMMENT (LIMIT 2 MINUTES PER PERSON)
We had no members of the community wishing to make a public comment.
CONSENT AGENDA
APPROVAL OF MINUTES FROM APRIL 3
FINANCIAL REPORT
DIRECTOR'S REPORT
Vicki Gjovik made a motion to approve the consent agenda with the understanding that bills will be
sent out to the Board as soon as they are submitted. Greg Gartner seconded the motion. Carried
unanimously.
APPROVE MONTHLY EXPENDITURES
As the meeting took place on the first day of the month, the monthly expenditures were not ready for
approval yet. They will be sent to the full Board within the next few days for approval.
BUILDING PROJECT
Library Board Meeting May 1, 2025
As Noah was not able to be at the meeting, Monica addressed the building project questions. Marla
asked about a line item for art. She would like to know if there will be art in the library, preferably art
that is created by local artists. Monica inquired if this was meant to be art that is part of the regular
decor of the library or art exhibits that may stay temporarily in the library. Marla indicated that both
would be wonderful, but her main concern is that we are supporting local artists in our planning.
Vicki asked about the fundraising team, and the timeline for some of that work. Noah had indicated to
Monica that messages will be going out next week to the fundraising group.
NEW BUSINESS
Strategic Planning - Community Survey
Monica shared a draft of the community survey questions. The Board felt that the survey as
presented was too long and asked if it could be shortened a bit. Monica agreed to shorten the survey,
and to consider ways to break it into smaller pieces, before being shared with the community at large.
The Board does not need to see the next draft before publishing the survey and authorize Monica to
oversee the requested changes.

Statistic of the Month: Programming for Children and Teens
Monica shared a few high-level statistics about programming both over time and as compared to
other libraries. She then invited Jake W. to talk about Youth Services programming. Jake shared a
presentation he had created that talked about some upcoming programs that he is excited about and
some information about all the ways that his department reaches out into the community.
TECHNOLOGY CHECK
Monica reminded Trustees that they should be using their library-issued email addresses for Library
Board work as a matter of privacy and security. She also asked if there were issues in accessing
library-issued Chromebooks. After a short discussion, it was decided that Monica will set up individual
appointments with Vicki, Jarell, and Marla to assist them in accessing their device and email. Nick
Hall returned his Chromebook to the library, as he doesn't use it.

Our next meeting will be Thursday, June 5 at 4:30pm in Council Chambers
COMMUNICATION AND MISCELLANEOUS
Monica shared a PDF with the final logo selections. The Board has already seen and approved of the
design, but this is the first time they have gotten to see it as a high-resolution image.
Gordon shared that, due to some personal changes, he will be stepping down from the Board. His
last Board meeting will be our next meeting on June 5, 2025.
ADJOURNMENT
Vicki Gjovik made a motion to adjourn the meeting at 5:46pm. Greg Gartner seconded the motion.

Summer Library Program –Reading & Activity Records
Starting Monday, June 9th – Kids can register for our Summer Library Program and receive a FREE
book!
Each week for the following 8 weeks, children can pick up a Summer Activity Record Sheet that will
feature reading requirements and ideas / activities that promote playing outside, connecting with
family, and good citizenship.
Each returned Activity Record will earn a small weekly prize, and a chance for a grand-prize drawing

New Richmond Community Library Awarded Grant from
Wisconsin Economic Development Corporation
The City of New Richmond is pleased to announce it has been awarded $221,400 in funding by
the Wisconsin Economic Development Corporation (WEDC) via its Idle Sites Redevelopment
Grant Program to be used towards eligible infrastructure costs for the New Richmond
Community Library.
“We’re very appreciative of the WEDC for their financial support of this exciting project” said
City Administrator, Noah Wiedenfeld. “The grant recognizes the impact that a new public library
will have on our community, and the potential this unique public-private model holds to be a
catalyst for additional revitalization of our historic downtown.”
Idle Sites Redevelopment Grants allow Wisconsin communities to redevelop and bring new life
to large sites that have been idle, abandoned, or underutilized so they can once again become
generators for economic development and an improved quality of life for the communities where
they are located.
“WEDC is proud to support the largest public-private partnership in New Richmond’s history”
said Missy Hughes, secretary and CEO of WEDC, the state’s lead economic development
agency. “The New Richmond Community Library and Archway Residences will be a vibrant
anchor in the heart of the community for many years to come, and this innovative approach may
serve as a model for other cities across the State of Wisconsin to grow their local economy and
increase housing.”
Construction began in the fall of 2024 and is on track to be completed in late 2025. The project
includes a new 30,000-square-foot public library with 69 market rate residences above it, a
stand-alone townhome building with nine residences, underground and surface parking, and a
public corridor with outdoor amenities including tables, playground, and fireplace. Owned and
managed by private partner Three Sixty Real Estate Solutions, Archway Residences are now
leasing.
Additional grants and tax-deductible donations are still being sought to help support the new

We have begun our budget preparation for 2026. The City has kicked off this year's budget
season with some activities that will help department heads to approach their budgets with
fresh eyes. We have also been added to a team. The library has been partnered with public
works and wastewater to share information and build budgets.
The Summer Library Program kicks off on June 9 for all ages. You can register now. There are
activities to do, books to read, and fun programs to attend through June and July. Adults have
their own program, so we hope you will join us!
The annual Friends of the Library book sale will be outside the library for the week of June 9 -
13. Book sale hours: 12:00 - 7:30 on Monday the 9th, 9:00am - 7:30 Tuesday the 10th -
Thursday the 12th, and 9:00 - 11:00am on Friday the 13th.
Performance Review season is also upon us. Supervisory staff are writing reviews and
meeting with their direct reports. The Board will need to do a performance review for the
Director in the next month.
Classes/Events –
Check our monthly calendar for daily and weekly events for all ages:
Science Heroes: The Adventure of the Missing Color will be Tuesday, June 10th at 12:30. This
interactive show will delight kids and help kick off our Summer Library Program.
On June 11th, from 1:00 - 3:00, kids are invited to come and paint rocks in our Color Our
World Kindness Rocks event. Spread joy and kindness with color.
Back by popular demand, we will have Smartphone Basics this summer. There are three
sessions over the summer where patrons can bring their smartphone in and ask questions
about it. The first session will be June 12th from 1:00pm until 2:00. This program was a huge
hit last year, and we are excited to be able to bring it back.
On Tuesday, June 17th, from 10:00 - 12:00 join Ms. Madelyn for Slime Time! She will have
different types of slime to play with and even send kids home with recipes.
On June 19th or 24th, adults will have an opportunity to participate in our Crafty Adults Paint
by Number class. Thursday the 19th is from 5:00 - 6:00pm, and Tuesday the 24th is from 6:30
- 7:30pm.
Teens and tweens are invited to a Skateboarding 101 class put on by our very own Mr. Jake.
We will provide the skateboards, you provide the helmets. Tuesday, June 19th from 1:00 - 2:00
at the New Richmond Skatepark.
Beyond the Woods: The Coding Behind Video Games is a program for teens and tweens that
will happen on Thursday June 26, from 6:00pm until 7:00pm. Attendees will meet a video
game developer and learn more about how games are made.

Speak Up for Libraries is a statewide advocacy site that promotes Wisconsin libraries and
provides action ideas for supporting them.
o We currently have postcards that can be filled out by any patron, talking about what
they love about their library and how they use it. These will be sent to State Legislators
during their budget work to show them how important Wisconsin libraries are to their
patrons. Please stop at the library to get a postcard (or a few!)
The MORE Passport Program is back again. This program encourages library users to visit
other libraries within our system. You can collect stickers and redeem them for prize entries.
Grand prizes include game packs for different ages.
Budget and Donations
We received a grant from the Wisconsin Economic Development Corporation (WEDA) in the
amount of $221,400 for our library building project. The press release for this grant is attached
to the library building project memo.
The Friends of the Library donated $5,000 to support the following:
o Hotspots and service
o Lucky Day collection
o Youth Services Summer Library Program prizes and events
o Additions to the Fiction and Large Print collection
o A new popcorn machine
o Staff appreciation
We received a scholarship from IFLS in the amount of $1,460.56. This allowed both Britta and
Nora to attend the Wisconsin Association of Public Libraries (WAPL) conference in late April.

Subject: Election of Officers
BACKGROUND INFORMATION:
According to our Bylaws, we must elect officers for the Library Board of Trustees each Spring. We
elect a president and a vice president, each to a one-year term.
According to Robert's Rules of Order, this election should begin with open nominations. A motion
should be made to open the floor to any nominations for the office of President. Nominations do not
need to be seconded. Following that, the vote for President should be called. The board may opt to
vote by any method of voting that the board so chooses. Options can include a roll call vote, a simple
voice vote, or you may elect to vote by ballot. This is done by a request from the chair. If a ballot is
requested, it may be done by handing out blank paper and allowing all board members to write in the
name of the person they would like to vote for.
After the vote for President is completed, the floor should be opened to nominations for office of Vice
President. At that point, the voting process should be repeated.
Following the election of the Vice President, the board shall consider whether they wish to appoint
staff to act as secretary for the Board or if there are any Trustees interested in taking on that role. If
any member of the Board would like to act as Secretary, the floor should be opened for nominations
and the election should proceed with the same process as the previous offices. If there are no
interested Trustees, staff will assign secretarial duties to another staff person.
Upon the completion of the elections, the board meeting may resume under the elected leadership.
However, the Trustees may also opt to have the current President preside over the remainder of the
meeting.

BACKGROUND INFORMATION:
Last month, we spent some time talking about Youth Services programming. This month, we will
carry that conversation into our Adult Services. Some of the information that we consider
will be very similar from last month, but there are some differences when considering programming
for adult populations.
Reporting Programs to the State
As I shared last month, we have guidelines in place that specify what can and cannot be counted as a
program. Some of what we do can be counted as "self directed activities," and we count those in a
separate area of the annual report.
Some things that we consider programs, but DPI does not:
Senior outreach to The Deerfield, The St. Croix Health Center, and Boardman Meadows
One-on-one technology help
Traveling Book Club (unless it is hosted in NR)

Summer Library Program
We tend to think of Summer Library Programs as being "for children," and many adults don't think
about participating in this. Nora has worked hard to promote adult participation over the time she has
been in this role. She has created programs that allow adults to earn chances to win prizes by doing
activities that they would normally already be doing. We include reading as a part of our Adult
Summer Library Program, but we also have ways to earn prizes that aren't related to reading. The
goal is to break down barriers that exist for adults when it comes to participating in library programs.
