ADJOURNMENT Police and Fire Commission Meeting Minutes Wednesday, June 18, 2025 at 5:00 PM Council Chambers The Police and Fire Commission of the City of New Richmond was called to order on Wednesday, June 18, 2025, at 5:00 PM, in the Council Chambers, with the following members present: PRESENT: Kirk Lindell, Shawn Demulling, Jon Hailey, Andrea Guinn ABSENT: Michael Hedges OTHERS Josh Bell, Noah Wiedenfeld, Sarah Reese PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Kirk Lindell moved to adopt the agenda. The motion was seconded by Shawn Demulling and carried unanimously via voice vote. APPROVAL OF MINUTES Andrea Guinn moved to approve the minutes for the April 14, 2025 meeting. The motion was seconded by Kirk Lindell and carried unanimously via voice vote. ELECTION OF CHAIRPERSON AND VICE-CHAIRPERSON Andrea Guinn moved to elect Jon Hailey as President, and Kirk Lindell as Vice-President. The motion was seconded by Shawn Demulling and carried unanimously via voice vote. CLOSED SESSION PER STATE STATUTE 19.85 (1)(C) Kirk Lindell moved at 5:02 pm to enter into closed session pursuant to Wis. Stat. 19.85(1)(c) Considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, to discuss the following items: 1) Probationary Patrol Officer and 2) Performance Review of Interim Fire Chief. The motion was seconded by Jon Hailey and carried via roll call vote. The Police and Fire Commission requested Sarah Reese to stay in the room; Josh Bell and Noah Wiedenfeld exited the room. Sarah Reese later exited the room at 5:06 p.m. Police and Fire Commission Meeting June 18, 2025 At 5:10 pm, the Police and Fire Commission requested Josh Bell to enter the room. Josh Bell later exited the room at 5:15 p.m. OPEN SESSION - ACTION ON CLOSED SESSION AGENDA At 5:24 pm, Shawn Demulling moved to return to open session. The motion was seconded by Kirk Lindell and carried unanimously via roll call vote. Josh Bell, Sarah Reese, and Noah Wiedenfeld returned to the room. Shawn Demulling moved to promote the patrol officer from probationary status to non-probationary status as discussed in closed session. The motion was seconded by Kirk Lindell and approved unanimously via voice vote. DISCUSSION ON PROCESS FOR HIRING A NON-INTERIM FIRE CHIEF Kirk Lindell moved to direct Human Resources Manager Sarah Reese to extend an employment offer for the position of Fire Chief to Josh Bell. The motion was seconded by Andrea Guinn and approved unanimously. ADJOURNMENT Andrea Guinn moved at 5:25 p.m. to adjourn the meeting. The motion was seconded by Kirk Lindell and approved unanimously.
