The Public Safety Committee of the City of New Richmond was called to order on Tuesday, May 20,
2025, at 2:00 PM, in the Council Chambers, with the following members present:
PRESENT: Ron Volkert, Thomas Weinmeyer, Bill O'Connell, Greg Gartner
ABSENT: Shawn Demulling

CALL TO ORDER

ADOPTION OF AGENDA
Bill O'Connell made a motion to adopt the agenda as presented. Greg Gartner seconded the motion.
Carried unanimously.
APPROVAL OF MINUTES
Bill O'Connell made a motion to approve the minutes from the March 18, 2025 meeting. Greg
Gartner seconded the motion. Carried unanimously.
NEW BUSINESS
ELECTION OF CHAIRPERSON AND VICE-CHAIRPERSON
Bill O'Connell made a motion to retain Alderman Tom Weinmeyer as Chair and Shawn Demulling as
Vice-Chair. Greg Gartner seconded the motion. Carried unanimously.
POLICE VEHICLE, DRUG DETECTIVE - 2025 CIP
Chief Craig Yehlik and Deputy Chief Veronica Koehler announced that the 2025 Capital Improvement
Plan includes funding for the replacement of the Drug Detective Squad vehicle. The CIP allocates a
total of $50,000, which covers the cost of the new vehicle and necessary equipment, with a trade-in of
the current squad. Any remaining funds after the purchase and outfitting of the new squad car may be
applied toward next year's departmental equipment needs.
Public Safety Committee Meeting May 20, 2025
Bill O'Connell made a motion To authorize the department to solicit bids for an unmarked detective
vehicle, with any remaining funds, if applicable, to be allocated toward department equipment. Greg
Gartner seconded the motion. Carried unanimously.
DIRECT SELLERS ORDINANCE REVIEW/UPDATE
Michelle Scanlan, City Clerk and Kristy Johnson, Deputy Clerk, presented the committee with their
proposed changes and additions to the current Direct Sellers Ordinance. This primarily focuses on
the division of a "Direct Seller's Permit" and a "Mobile Food Establishment Permit". Other changes
comprise of updated verbiage, opportunities for a day, month, or annual license with a background
check being conducted biennially.
Greg Gartner made a motion to present the change at full council for approval. Bill O'Connell
seconded the motion. Carried unanimously.
MUTUAL AID INFORMATION
Chief Yehlik provided a short overview of the department’s current mutual aid operations, which
continue as previously established. No further action was taken.
COMMUNICATION AND MISCELLANEOUS
Chief Yehlik shared that the New Richmond Annual K9 Fun Run went very well, and money was
raised for our K9 Program. He also shared that K9 Officer Behnke and K9 Koda are soon headed to
their Annual PD1 Recertification.
ADJOURNMENT
Thomas Weinmeyer made a motion to adjourn the meeting at 2:38 pm. Bill O'Connell seconded the
motion. Carried unanimously.

Background
The New Richmond Police Department has been working on a wellness policy to include peer support.
Sgt. Jarred McLain will give an overview of the policy and solicit feedback. This is meant to be a first

SUBJECT: Play vehicle ordinance presentation
Background
The New Richmond Police Department officers have been observing more and more play vehicles in the
area, on the roadways, in developments and on trails/sidewalks within New Richmond. Some of the
vehicles include bikes, E-bikes, scooters, electric dirt bikes, one wheel’s, electric unicycles, mopeds, gas
powered pedal bikes etc. etc.
Officer Anderson will provide an overview of what types of play vehicles we are seeing, what the
ordinance and state statutes read and what other communities are doing in these types of situations.
Play vehicles by ordinance do NOT include golf carts, UTV’s or ATV type vehicles.
Staff recommendation
While this is meant to be an educational presentation the Public Safety Committee may make
suggestions and if ordinance changes are recommended, we could bring them back to full council at the
August meeting.
