ADJOURNMENT  Public Safety Committee Meeting Minutes 2:00 PM - Tuesday, November 18, 2025 Council Chambers The Public Safety Committee of the City of New Richmond was called to order on Tuesday, November 18, 2025, at 2:00 PM, in the Council Chambers, with the following members present: PRESENT: Thomas Weinmeyer, Bill O'Connell, Greg Gartner ABSENT: Ron Volkert, Shawn Demulling arrived just before adjournment OTHERS Craig Yehlik, Jarred McLain, Sarah Reese, Kristy Johnson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Bill O'Connell made a motion to adopt the Agenda as presented. Greg Gartner seconded the motion. Carried unanimously. APPROVAL OF MINUTES Bill O'Connell made a motion to approve the minutes from the September 16, 2025 meeting. Greg Gartner seconded the motion. Carried unanimously. BUSINESS UPDATED WELLNESS POLICY Chief Craig Yehlik reminded the committee that at the July 15 meeting, the members heard a presentation and reviewed the first draft of a Wellness Policy for the New Richmond Police Department. The policy has now been updated and reviewed by Human Resources, City Administration and by our legal team and is being presented as a final draft. Thomas Weinmeyer made a motion to approve the Wellness Policy and add it to the New Richmond Police Department Lexipol policies as presented. Greg Gartner seconded the motion. Carried unanimously. SQUAD CAR RFP Public Safety Committee Meeting November 18, 2025 Chief Yehlik shared that the approved 2026 Capital plan included purchasing two fully marked and equipped squad cars including trading in one of the current squad cars that would be going out of service. Due to the timing of squad car ordering, the Police Department usually makes requests for proposals this time of year to make sure and get squads ordered, receive them in a timely manner and get on the wait list to have the squad car built once received. There is also some potential this year to save some money by finding a current 2025 Ford Police Interceptor off the lot as some dealerships are advertising that they have 2025 police vehicles as they ordered extras due to the squad shortage the last few years. Staff have worked with finance to get bids early with the delivery date of the new squads being after January 1, 2026. Greg Gartner made a motion to go out for requests for proposals for two new squads, trading in one squad and bring the bids back to the full council for consideration at the December council meeting. Bill O'Connell seconded the motion. Carried unanimously. SQUAD CAR MAINTENANCE RFP Chief Yehlik shared that in years past when the New Richmond Police Department has gone out for bids on squad cars they have included the price of the squad, an extended warranty out to 100,000 miles and bids also required a maintenance package be part of the bid to include all oil changes and all scheduled maintenance such as transmission flushes, radiator/coolant flushes and other general maintenance on the vehicle. Due to some of the bids on the squad cars coming from outside the City of New Richmond, we have accepted bids on squad cars from those entities but then accept the maintenance package from a local bidder. This process caused some confusion, so it was decided that once we know which year, make and model of vehicle is authorized for purchase from the Council, the City would then request proposals from local entities to bid on the specific maintenance package for all scheduled maintenance to include specific oil change intervals as well as recommended maintenance out to 100,000 miles. Bill O'Connell made a motion to go out for proposals for the specific maintenance package once the squad car year, make and model is known. Greg Gartner seconded the motion. Carried unanimously. LEXIPOL POLICY REVIEW No discussion. This topic will move to a future meeting. COMMUNICATION AND MISCELLANEOUS Chief Yehlik stated the drafts for the e-bike ordinance and cat ordinance will be ready for review in January. Public Safety Committee Meeting November 18, 2025  MEMO Prepared for: Public Safety Committee Staff Contact: Craig Yehlik Meeting: Public Safety Committee - 10 Mar 2026 Subject: Updates to Section 10-9 - Animal Ordinance BACKGROUND INFORMATION: The New Richmond Police Department investigated a complaint of someone placing a salt/mineral lick for deer in New Richmond. The city has ordinance 10-9 that indicates feeding deer within city limits is prohibited but only lists nuts, grains, fruits and vegetables and does not include salts or mineral licks. In reviewing the Wisconsin DNR, they advise that feeding of deer is strictly prohibited and It includes the placement of minerals and salt licks in areas that are affected by Chronic Wasting Disease, which currently includes St. Croix County. RECOMMENDATION: To give New Richmond Police Department different enforcement options it is staff’s recommendation to add language to match state information. Our intention is that voluntary compliance through education would still be our priority for these types of complaints and when residents look up the ordinance it includes all of the prohibited feed and minerals.  MEMO Prepared for: Public Safety Committee Staff Contact: Craig Yehlik Meeting: Public Safety Committee - 10 Mar 2026 Subject: Lexipol Update BACKGROUND INFORMATION: The city of New Richmond has contracted with Lexipol for our policy manual development and updates. Chief Yehlik will update the committee on updates the program and some recent issues with this upgrade. If able there may be some recommended updates presented as well. RECOMMENDATION: Action on items if Policy updates are recommended. Otherwise this will be information only.
