ADJOURNMENT  Public Works Committee Meeting Minutes 10:00 AM - Friday, February 4, 2022 Council Chambers The Public Works Committee of the City of New Richmond was called to order on Friday, February 4, 2022, at 10:00 AM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Kari Kraft, Pete Vrieze, Tim Gjovik ABSENT: OTHERS Erik Evenson, Dave Pufall, Rae Ann Ailts, Lori Brinkman PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Kari Kraft made a motion to adopt the agenda as presented. Pete Vrieze seconded the motion. Carried unanimously. APPROVAL OF MINUTES Pete Vrieze made a motion to approve the minutes from the January 19, 2021, meeting as presented. Craig Kittel seconded the motion. Carried unanimously. PUBLIC WORKS EQUIPMENT LEASES/PURCHASES Discussion continued regarding bids for three pieces of Public Works equipment (compact track loader, wide area mower (WAM) and utility tractor) that were brought to the January 19, 2022, meeting. These items were identified on the 2022 Capital Improvement Plan but the funding was not outlined. At today's meeting, financing details and options were discussed. Staff also presented cost estimates for a flex-wing (pull-behind) mower to be used behind the utility tractor, in lieu of using a WAM as requested by the Committee and the pros and cons of the equipment were outlined. Further discussion included purchasing the compact track loader and wide area mower with a three-year financing option. Rae Ann Ailts explained that the goal is to finance this equipment for three years, and keep it for five years; during years 4 and 5 we would continue to put funds into a capital replacement fund at the annualized payment rate; these funds would be used to purchase equipment in the future for cash. Discussion followed. Public Works Committee Meeting February 4, 2022 Staff recommended purchasing the John Deere 325G track loader in the amount of $64,368 and the John Deere 1600 WAM in the amount of $61,779 (both from Midwest Machinery). Staff also recommend continuing to lease the utility tractor at this time but to reevaluate each year. Kari Kraft made a motion to proceed with purchasing the John Deere 325G track loader from Midwest Machinery in the amount of $64,368 and purchasing the John Deere 1600 WAM from Midwest Machinery in the amount of $61,779, with both pieces being secured by a three-year note, and to continue to lease the utility tractor. Craig Kittel seconded the motion. Carried unanimously. COMMUNICATION AND MISCELLANEOUS • We welcome Tim Gjovik to the Public Works Committee. Public Works Committee Meeting February 4, 2022  City of New Richmond 156 E First Street New Richmond, WI 54017 DATE: May 4, 2022 TO: Public Works Committee FROM: Erik Evenson, Director of Public Works Issue The owner of 1652 Sequoia Lane has contacted Public Works staff regarding potential drainage issues in the swale constructed on the east side of the property. Staff has met with the property owner several times to discuss the issue and possible solutions. Analysis The existing drainage swale was constructed in 2003 with the Evergreen Valley Subdivision. The swale captures stormwater from the east side (rear) of lots 1-22 of the subdivision and also captures stormwater runoff from the undeveloped City owned property to the east. The swale ultimately discharges into the City storm sewer located in Richmond Way. A number of houses have window wells which serve below grade windows to basements. Most of the window wells were constructed to be higher than the adjacent grade, providing a barrier (freeboard) to rain or stormwater entering the basement. The window wells for the property in question were constructed at the same level as the adjacent grade. It was observed that the storm water pipe which the swale discharges into had old silt fence and other material partially obstructing the opening.  Swale Looking North Photo shows the swale to the north from the property in question. During winter melt, the runoff from the City owned undeveloped property flows across the trail into the swale.  Area Between Buildings Photo shows the area between the building in question and the adjacent building to the north. The window well to the north has been constructed above the adjacent grade while the window well of the building in question has been constructed flush to grade.  Swale Looking South Photo shows the swale looking south at the building in question. The swale discharges into the City Storm sewer pipe. Possible Solutions A number of possible solutions have been reviewed with the property owner. Following is a description of possible solutions. 1. The property owner could have the window wells raised to a higher elevation providing more freeboard to prevent stormwater from entering the window wells. Rain gutters could be added to the building to prevent rain water from directly entering the window well area. 2. The property could have some minor regrading to the area between the buildings performed. The area could be lowered so that the elevation is lower than the openings to the window wells, acting as an emergency overflow if the swale were to back up. The water would flow between the buildings and out into Sequoia Lane. 3. City staff will make sure that the storm pipe is cleared of any obstructions. 4. The City could install a small berm along the City trail to prevent water from City property to enter the swale. Conclusions City staff feel that any of the above solutions or a combination of solutions will help with the drainage issue. No solution can be an ultimate guarantee that stormwater will never find its way into the buildings window wells. A fourth solution was suggested to have City Staff re-grade the existing swale at the building location. There are some liability concerns with this suggestion as it appears the swale is outside of the 10-foot drainage easement created with the subdivision. Additional investigation is recommended if the Committee wishes to pursue construction of a berm along the City trail. Currently it is not known what unintended consequences there may be from re-routing the flow of the water. Intersection at E Lincoln and W Lincoln BACKGROUND INFORMATION: A concerned resident reached out to City staff concerned with traffic control at the intersection of East Lincoln Road and West Lincoln Road. With the addition of the Foster Place Development, this intersection sees more traffic out of the development from the east to the west. Staff has reviewed the Wisconsin Manual of Uniform Traffic Control Devices (MUTCD) for guidance. Analysis Staff has reviewed the Wisconsin Manual of Uniform Traffic Control Devices (MUTCD), which offers the following guidance: Intersections with four approaches should have no YIELD or STOP signs unless: 1. The combined vehicular, bicycle, and pedestrian volume entering the intersection from all approaches averages more than 2,000 units per day; 2. The ability to see conflicting traffic on an approach is not sufficient to allow a road user to stop or yield in compliance with the normal right-of-way rule if such stopping or yielding is necessary; and/or 3. Crash records indicate that five or more crashes that involve the failure to yield the right-of-way at the intersection under the normal right-of-way rule have been reported within a 3-year period, or that three or more crashes have been reported within a 2-year period. The MUTCD also notes that YIELD and/or STOP signs should not be used for speed control. Staff does not believe that the intersection in question meets any of the above criteria. Official traffic counts have not been done but it is believed that the average units per day is much less than 2,000. Should the committee wish to still move forward with installing stop signs at this location it would be recommended that signs be installed on the east-west legs rather than make it a 4-way stop condition.
