ADJOURNMENT  Public Works Committee Meeting Minutes 6:00 PM - Monday, May 9, 2022 Council Chambers The Public Works Committee of the City of New Richmond was called to order on Monday, May 9, 2022, at 6:00 PM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Kari Kraft, Pete Vrieze, Scott Grady ABSENT: Tim Gjovik OTHERS Erik Evenson, Dave Pufall, Rae Ann Ailts, Lexi Derrick, Lori Brinkman, Greg & PRESENT: Pat Rohow, Bob Barbian CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Pete Vrieze made a motion to approve the agenda as presented with the exception of moving item 5a so that it follows 5e. Kari Kraft seconded the motion. Carried unanimously. APPROVAL OF MINUTES Pete Vrieze made a motion to approve the minutes from the February 4, 2022, meeting as presented. Kari Kraft seconded the motion. Carried unanimously. NEW BUSINESS APPOINT CHAIRPERSON FOR PUBLIC WORKS COMMITTEE Kari Kraft made a motion to appoint Craig Kittel as the Chairperson for the Public Works Committee. Pete Vrieze seconded the motion. Carried unanimously. CONSIDERATION OF COMPETITIVE BIDS: 2022 STREET & UTILITY PROJECTS Erik Evenson, Director of Public Works, spoke about the 2022 Street and Utility projects, which includes adding sidewalk along the east side of the property at 551 E Fifth Street. Greg Rohow, property owner at 551 E Fifth Street, spoke of his concerns about adding a sidewalk. Erik spoke of the safety benefits for off-street pedestrian use. He also spoke of the cost savings if the sidewalk is not installed. Discussion followed. Erik then went through the bids for the 2022 Street & Utility projects. More discussion ensued. Public Works Committee Meeting May 9, 2022 Pete Vrieze made a motion to approve the low bid including the alternate from Haas Sons, Inc., in the amount of $1,439,897.20, with the exception of removing the sidewalk installation on Oak Avenue. Scott Grady seconded the motion. Carried unanimously. UNCONTROLLED INTERSECTION AT E LINCOLN AND W LINCOLN Staff received a request for stop signs at the uncontrolled intersection of E Lincoln and W Lincoln Roads. Erik reviewed the Wisconsin Manual of Uniform Traffic Control Devices (MUTCD), and this intersection does not meet the criteria for adding stop signs. Staff does not recommend installing stop signs at this intersection. Discussion followed. Kari Kraft made a motion to deny the request for installing stop signs at the intersection of E Lincoln and W Lincoln. Pete Vrieze seconded the motion. Carried unanimously. DOWNTOWN PLANTERS Staff members have received multiple complaints about the fading/peeling paint on the downtown flower planters. Options would be to have them repainted or to try to remove the paint. Discussion followed. Pete Vrieze made a motion to direct staff to powerwash the downtown planters and re-evaluate the condition of the planters after the powerwashing. Kari Kraft seconded the motion. Carried unanimously. 1652 SEQUOIA LANE DRAINAGE Erik explained that the owner of 1652 Sequoia Lane has contacted Public Works staff regarding potential drainage issues in the swale constructed on the east side of the property. Erik gave background on the existing swale and the drainage. Staff have met with the property owner several times to discuss the issue and possible solutions. The property owner joined the meeting virtually and spoke about his concerns. Discussion followed. Pete Vrieze made a motion to table this item and directed staff to further investigate solutions for this drainage issue. Kari Kraft seconded the motion. Carried unanimously. COMMUNICATION AND MISCELLANEOUS • Scott Grady spoke about the possibility of the CIP inmates assisting residents who are not able nor can't afford to pay someone for branch clean up. • The next Public Works Committee meeting will be held Wednesday, June 8th, at 5:00 pm in the Conference Room.
