ADJOURNMENT  Public Works Committee Meeting Minutes 6:00 PM - Wednesday, July 13, 2022 Council Chambers The Public Works Committee of the City of New Richmond was called to order on Wednesday, July 13, 2022, at 6:00 PM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Kari Kraft, Pete Vrieze, Scott Grady, Tim Gjovik ABSENT: OTHERS Noah Wiedenfeld, Erik Evenson, Dave Pufall, Rob Weldon, Lori Brinkman, PRESENT: Thomas Weinmeyer, Steve & Debbie Sylvester CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Pete Vrieze made a motion to approve the agenda as presented. Craig Kittel seconded the motion. Carried unanimously. APPROVAL OF MINUTES Pete Vrieze made a motion to approve the minutes from the May 9, 2022, meeting with the note that the June 8, 2022, meeting did not take place. Scott Grady seconded the motion. Carried unanimously. OLD BUSINESS REVIEW DRAINAGE ISSUES AT 1652 SEQUOIA LANE Erik Evenson, Director of Public Works, explained that staff have continued review the drainage issues at 1652 Sequoia Lane. Staff have shot grades and determined that the grade of the swale is fairly flat. Staff have made sure the storm pipes are clean, which has had little effect on the situation. Discussion followed regarding possible options for property owner and City staff. The Committee recommends staff reach out to the property owner with staff's recommendations to build up the window wells, install rain gutters and perform minor grading. REVIEW COMPOST SITE OPERATIONS Noah Wiedenfeld, City Administrator, gave background on the New Richmond Compost Site and the changes to it over the past several years. He also spoke of curbside pickup of leaves, branches and Public Works Committee Meeting July 13, 2022 Christmas trees. Noah shared his findings from researching what other nearby communities offer for compost/leaf/branch/Christmas tree services. New Richmond and Somerset are the only nearby communities who offer curbside pickup of yard waste and Christmas trees. Most communities do not have compost sites, however, those who do have very limited weekly hours (ranging from 3 to 12 hours/week whereas New Richmond's site is open 52 hours/week). Steve Sylvester (with Sylvester Custom Grinding who is currently leasing and staffing the compost site) spoke of the challenges they continue to face with non-resident drop-offs. Discussion continued including the cost of services and staff time involved for the services currently provided as well as the fee that residents pay on their monthly utility bill. The Committee will bring their ideas for the compost site and curbside yard waste pickup to the Special Council meeting on July 20, 2022. COMMUNICATION AND MISCELLANEOUS • Dave Pufall introduced the new Operations Manager, Rob Weldon. Public Works Committee Meeting July 13, 2022  MEMO Prepared for: Public Works Committee Staff Contact: Meeting: Public Works Committee - 03 Aug 2022 Subject: Temporary Speed Bumps - Fox Run BACKGROUND INFORMATION: As directed by the Public Works Committee, staff installed temporary speed bumps near the intersection of Fox Way and Squirrel Way in the Fox Run subdivision as a tool to slow traffic down in that area. Many residents have given feedback about the speedbumps and the Committee should review how this has been working and if any changes should be considered at this time.  MEMO Prepared for: Public Works Committee Staff Contact: Erik Evenson Meeting: Public Works Committee - 03 Aug 2022 Subject: Request for Handicapped Parking Spot on W First Street BACKGROUND INFORMATION: City staff received a request to add a handicapped parking spot to the north side of W First Street near Knowles Avenue. The ADA (Americans with Disabilities Act) does not recommend using parallel parking spots for handicapped parking. Staff would like input from the Public Works Committee on this issue.  MEMO Prepared for: Public Works Committee Staff Contact: Erik Evenson Meeting: Public Works Committee - 03 Aug 2022 Subject: Speed Radar Sign Request - E Richmond Way BACKGROUND INFORMATION: There has been a complaint from a resident regarding high traffic speeds on E Richmond Way. The resident also requested a speed radar sign be installed on E Richmond Way coming off of 140th Street. Staff receive many speeding complaints and have discussed purchasing additional speed radar signs in 2023. The Committee should consider prioritizing locations for future speed radar signs.
