ADJOURNMENT Public Works Committee Meeting Minutes 6:00 PM - Wednesday, July 12, 2023 Council Chambers The Public Works Committee of the City of New Richmond was called to order on Wednesday, July 12, 2023, at 6:00 PM, in the Council Chambers, with the following members present: PRESENT: Craig Kittel, Kari Kraft, Pete Vrieze, Scott Grady ABSENT: Tim Gjovik OTHERS Erik Evenson, Rob Weldon, Michelle Scanlan, Jamie Larson PRESENT: CALL TO ORDER ROLL CALL APPROVAL OF MINUTES Craig Kittel made a motion to approve the minutes from the May 18th, 2023, Public Works Committee meeting. Scott Grady seconded the motion. Carried unanimously. ADOPTION OF AGENDA Kari Kraft made a motion to adopt the Agenda as presented. Pete Vrieze seconded the motion. Carried unanimously. NEW BUSINESS 1993 JOHN DEERE GRADER REPLACEMENT Rob Weldon shared that the 2023 CIP originally included the replacement of a 1993 John Deere Grader, not to exceed the amount of $200,00.00. Staff feels that since this piece of equipment is used mostly during the winter months and less through the remainder of the year, that purchasing a used grader will fit the department’s needs rather than new. City Staff has been searching for a used grader that falls within the budgeted amount without success. City Staff requested the approval of a "Not to Exceed" amount of $230,000.00 so when a used grader is located that matches the City's needs the purchase can be made in a timely fashion. Kari Kraft made a motion to recommend approval an amount not to exceed $230,000.00 for the replacement of a 1993 John Deere Grader. Craig Kittel seconded the motion. Carried unanimously. Public Works Committee Meeting July 12, 2023 AUTHORIZATION TO SOLICIT BIDS - SCADA DAM CONTROLS Erik Evenson shared that the existing Dam Controls are over 20 years old and are in need of replacement. City Staff requested the approval to solicit itemized bids for the Installation of Supervisory Control and Data Acquisition (SCADA) hardware at the Dam. With the addition of SCADA, monitoring and control of the dam can occur remotely allowing staff to better collect data, monitor system health, and prevent or quickly respond to system failures. The new equipment should have a useful life of 15 to 20 years. Pete Vrieze made a motion to recommend approval to solicit bids for SCADA hardware at the Dam as outlined. Kari Kraft seconded the motion. Carried unanimously. COMPOST SITE FOR TOWNSHIP USE Erik Evenson explained that, during the May Council Work Session, there was discussion about making the City's compost site available to township residents who would like to dispose of residential yard waste, in exchange for a fee. This was in response to an inquiry from a neighboring Town Board. There was discussion weighing how to offset some costs along with the possibility of confusion through making changes part way through the season along with a wait time that could be caused by additional users. After discussion, the committee decided to revisit this topic at the end of 2023 in order to evaluate the current years expenses incurred. Pete Vrieze made a motion recommending the Compost Site stay strictly for City resident use only for the remainder of 2023. Kari Kraft seconded the motion. Carried unanimously. COMMUNICATIONS AND MISCELLANEOUS Erik Evenson and Rob Weldon provided an update on the speed signs that had been previously ordered. There was discussion surrounding the placement of those signs. Some areas of concern are W Richmond Way, Whispering Priaire and 140th Ave. City Staff will work with the NRPD to determine placement. Erik Evenson shared that the Banner Poles for Knowles have been ordered. At the time that the poles were ordered, there was a 32 week anticipated lead time. Public Works Committee Meeting July 12, 2023 MEMO Prepared for: Public Works Staff Contact: Erik Evenson Meeting: Public Works Committee - 06 Sep 2023 Subject: Downtown Amenities BACKGROUND INFORMATION: The downtown benches, planters and trash cans are in poor condition. Staff has brainstormed ideas regarding the funding of replacements. Katrina Berg, prior to leaving the planning position, had applied for a grant to fund replacement of the downtown amenities. Unfortunately the City did not receive the grant. A follow up idea was to solicit downtown businesses to sponsor benches and possibly planters. The sponsor would have a plaque attached to the bench denoting their sponsorship. RECOMMENDATION: Staff is seeking input from the Public Works Committee regarding whether the sponsorship idea should be pursued. MEMO Prepared for: Public Works Staff Contact: Erik Evenson Meeting: Public Works Committee - 06 Sep 2023 Subject: Minnesota Avenue Layout BACKGROUND INFORMATION: Minnesota Avenue is scheduled to be reconstructed in 2024. As part of the project, there was a desire to install a paved trail along Minnesota from 1st Street to 4th Street. In order to accommodate the trail the west side of Minnesota would have to be narrowed. It is proposed that the west side of Minnesota be converted to parallel parking. I have spoken to all of the effected business owners along Minnesota and they do not have any concerns with the proposed layout. As part of the project it is also proposed that the portion of Minnesota from 3rd to 4th Street be converted into parkland. This would expand the existing Marita Park. This would also eliminate some turning movements in an already “busy” areas of town, in an effort to create safer pedestrian and vehicle conditions. This has not been offered before in New Richmond, so it would be somewhat of a test trial to see whether we offer this event again in the future on an annual or semi-annual basis. Staff would coordinate a drop-off location (e.g. Civic Center parking lot) and citizens would need to show their New Richmond Utilities bill and photo ID in order to participate, similar to what they do at the compost site. The event would be staffed by two employees from a third-party, First Choice Computer Recycling LLC (Eau Claire, Wisconsin). The City would help promote and market the event so community members know about it and understand what items will be accepted. We would not want residents to confuse this event with the County's clean sweep event, which accepts tires, paint cans, etc. Desktop computers, laptops, cell phones, tablets, printers, DVD players, radios, keyboards, docking stations, LCD TVs, CRT TVs, LCD monitors, and CRT monitors would be accepted at no charge. Staff would recommend focusing on these e-waste items only which are all accepted at no charge, rather than taking light bulbs and freon appliances (air conditioners, freezers, refrigerators, etc.) which involve handling money due to the costs of recycling these items and they take up more space. Event costs associated with staffing and trucking would be eligible for reimbursement through MRM E-Cycling Management, so the actual cost to the City of New Richmond should be very minimal (less than $500) if anything at all. RECOMMENDATION: If the Public Works Committee is supportive of an electronics recycling event, they should consider making a formal motion to direct staff to proceed with planning a one-day event this fall in partnership with First Choice Computer Recycling and MRM E-Cycling Management.
