ADJOURNMENT  Public Works Committee Meeting Minutes 4:00 PM - Wednesday, April 3, 2024 Conference Room The Public Works Committee of the City of New Richmond was called to order on Wednesday, April 3, 2024, at 4:00 PM, in the Conference Room, with the following members present: PRESENT: Craig Kittel, Pete Vrieze, Scott Grady, Mike Montello ABSENT: Tim Gjovik OTHERS Erik Evenson, Rob Weldon, Jamie Larson PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Mike Montello made a motion to approve the Agenda as presented. Pete Vrieze seconded the motion. Carried unanimously. APPROVAL OF MINUTES Scott Grady made a motion to approve the Minutes from 09 Jan 2024. Mike Montello seconded the motion. Carried unanimously. NEW BUSINESS AUTHORIZATION TO BID - AUTOMATED GPS MOWER & FIELD STRIPER Rob Weldon shared that City Staff is requesting authorization to go out for bids for an Automated Mower & Automated Field Striper. Weldon explained that this equipment would be primarily used at Hatfield Park and Freedom Park. Weldon went on to say that while there could be benefits, there are variables to consider such as battery life and paint capacity. City Staff hope to conduct demonstrations during the the solicitation of bids. Mike Montello made a motion to authorize to bid for an automated Mower & Automated Field Striper Pete Vrieze seconded the motion. Carried unanimously. PUBLIC WORKS COLD STORAGE PROJECT Public Works Committee Meeting April 3, 2024 Erik Evenson updated the members on the Cold Storage Building that will be part of the Utility and Public Works Building upgrade. Evenson went over plans, locations and timelines. Evenson shared that although the Utility portion of the project requires PSC approval, the Cold Storage Building does not and could be bid out at any time. Pete Vrieze made a motion to recommend to the City Council authorization to solicit bids. Scott Grady seconded the motion. Carried unanimously. NOXIOUS WEED MOWING Rob Weldon explained the current process to manage noxious weed growth within the City. Weldon shared that if the noxious weeds are not taken care of within the timeframe noted, City Staff mows the property for a fee. Weldon went on to say that they would like to create a pool of three local lawncare companies to mow the unmanaged properties as directed by staff. There was discussion surrounding the fee schedule along with the possibility of adding an administrative fee to account for Staff time spent working to get the noxious weeds resolved. Pete Vrieze made a motion to allow staff to create and manage a pool of 3 local lawn care companies to help manage mowing of properties with Noxious Weed growth. Mike Montello seconded the motion. Carried unanimously. TRAIL MAINTENANCE PLAN Erik Evenson led a discussion on the current Trail Maintenance Plan and the need to maintain, improve and prioritize the trail system. Evenson went on to say that the City of New Richmond has roughly 17 miles of trails, many of which are in need of maintenance and repairs, such as spray patching and chip sealing. This was intended to start a discussion, no action was needed. BULK FUEL TANK Rob Weldon reported on the the cost and benefits of installing a Bulk Fuel Tank on the Public Works Campus. Weldon gave an overview of the three quotes received by Skoglund Oil along with the additional work that would need to be completed such as removing asphalt, pouring concrete and running electric to the site. There was discussion regarding the various risks and benefits of the Bulk Fuel Tank. Ultimately, Weldon shared that the biggest hurdle at this time is lack of space at the Public Works Campus. This was for informational purposes only, no action was needed. ELECTRONICS RECYCLING UPDATE Erik Evenson updated the members on an Electronics Recycling opportunity with First Choice Recycling. Evenson explained that First Choice would provide a large metal receptacle at the Public Works campus; the receptacle would have signage indicating the accepted items and would be locked/unlocked as determined by City staff. This would allow residents to drop off their household electronics on a more regular basis throughout the year. There was discussion regarding the benefits and challenges of hosting such event. It was acknowledged that while it is a great asset to offer to our community, the Public Works Campus is a challenging location to host the container due to lack of space. It was recommended that the container be located at the Compost Site and operate under the same hours and staff supervision. Public Works Committee Meeting April 3, 2024 Mike Montello made a motion to relocate the First Choice Recycling container to the Compost Site and revise the operating hours. Pete Vrieze seconded the motion. Carried unanimously. RESIDENTIAL COMPOST/YARD WASTE Erik Evenson reported on the 2023 year-end financials for Recycling and Compost. Evenson explained that after comparing actual revenues and expenditures at year-end, there was a favorable net position for both Compost and Recycling. There was conversation regarding the proper use of those funds such as, extending hours/adding additional recycling services at the Compost Site, exterior lighting, and paving a portion of the driveway. City Staff will bring back ideas and costs to the next Public Works Meeting. No action needed. ADJOURNMENT Mike Montello made a motion to adjourn at 5:00 PM Scott Grady seconded the motion. Public Works Committee Meeting April 3, 2024  MEMO Prepared for: Public Works Committee Staff Contact: Erik Evenson Meeting: Public Works Committee - 19 Jun 2024 Subject: Election of Officers BACKGROUND INFORMATION: Boards and commissions appoint a Chair and Vice-Chair at a meeting following the Mayor's appointments. The primary role of the chairperson is to preside over the regular meetings of the Public Works Committee, and the vice-chairperson presides over the meeting in the absence of the chairperson. RECOMMENDATION: The Public Works Committee should take nominations and elect a chairperson and vice-chairperson to serve for the 2024-25 year.  MEMO Prepared for: Public Works Committee Staff Contact: Erik Evenson Meeting: Public Works Committee - 19 Jun 2024 Subject: East First Street Consultant Selection BACKGROUND INFORMATION: In early June, a Request for Statement of Qulaifications was distributed for the contruction of East First Street. Following the June 12th due date, proposals were distributed to the Public Works Committee and members were asked to rank the proposals. Those results will be reviewed and discussed at the upcoming meeting. Pursuant to the City’s agreement with WisDOT, interviews will be scheduled at a date to be determined by the Public Works Committee, followed by final consultant selection.
