Mike Montello seconded the motion. Carried unanimously. APPROVAL OF MINUTES Mike Montello made a motion to approve the Minutes from April 3, 2024. Scott Grady seconded the motion. Carried unanimously. NEW BUSINESS ELECTION OF OFFICERS Scott Grady made a motion to elect Pete Vrieze as Public Works Committee Chair. Thomas Weinmeyer seconded the motion. Carried unanimously. Mike Montello made a motion to elect Tom Weinmeyer as Public Works Committee Vice Chair. Pete Vrieze seconded the motion. Carried unanimously. EAST FIRST STREET CONSULTANT SELECTION Erik Evenson reported on the WisDOT process for the E 1st Street Consultant Selection, explaining that in order to receive federal and state funding, the City must follow certain processes when selecting design consultants. Evenson shared the six proposals received and members shared their rankings. Of the six proposals received, the top three included Robert E Lee, Ayers Associates and Snyder and Associates. Discussion carried. Following the discussion, Evenson shared that the top Public Works Committee Meeting June 19, 2024 three consultants will be asked to come in for an interview at a date to be determined by the Public Works Committee. Staff rated the condition of the alleys in the City at that time, and three alleys in the W First Street neighborhood were reconstructed later that summer, which represented the first alley reconstruction project in decades. The City Council expressed an interest in attempting to reconstruct 2-3 alleys each year, however, no other alleys have been reconstructed since 2018. Alleys have historically not received a lot of attention or been the highest priority, as funds are limited and alleys generally do not receive the same traffic volume as local streets, and the alley work also involves special assessments. There has instead been a renewed focus on incrementally increasing the annual street maintenance budget. Staff have received multiple inquiries and requests from several property owners asking for the alley by their home or business to be reconstructed; most recently the feedback has been in regards to the condition of the alleys near the United Methodist Church and the west side of Knowles Avenue. These were also rated as the worst alleys (see attached map) by staff in October of 2021 when the topic of alleys was discussed with the Public Works Committee. Currently, alley reconstruction is not included in the City's five-year capital improvement plan. Staff would like to solicit feedback from the Public Works Committee as it relates to the reconstruction of alleys in general, and specifically the two alleys that have been identified as being in the worst condition. How should alleys be prioritized in comparison to maintenance of streets, sidewalks, and bike trails, or other capital projects for that matter? Should the two alleys in question be incorporated into the five-year capital improvement plan? This John Deere grader is a 1992 model that had an expected useful life of 20 years. The grader has exceeded its useful life and finding parts for this old of equipment has become very difficult. The grader has over 5,500 engine hours on it. The City is looking at replacing it with a 600M Tractor with a hydraulic front snow plow and rear and side flail mowers. Replacing the grader with a tractor would allow for the equipment to be utilized more frequently while also providing more versatility. In addition, the streets department would no longer need to rent a tractor to help with daily operations. Since the creation and acceptance of the 2024 CIP, Public Works Staff have demoed a similar sized tractor to the 600M, and found that it is too large and dangerous to use mowing the steep side slopes of various storm water ponds. Public Works has explored several different types of equipment for purchase to assist their needs and found that 125hp loader would best suit the needs of the department and community. A 125hp minimum loader, which is smaller than what we currently have in our fleet, would be a well utilized piece of equipment year round. During the winter months, it can be used to assist in downtown snow removal, cul-de-sac, parking lot and trail plowing. In the summer it can be used for various park projects, trail maintenance, street maintenance and other maintenance tasks where our current loaders are too large to utilize. Staff have analyzed the leasing versus purchasing options and determined that the best return on investment would be to purchase the loader. It is estimated that the cost to purchase the loader would be roughly $210,000 while renting would cost $6,500 a month. Resulting in a return on investment of just over 5 years. RECOMMENDATION: Staff is recommending a change to the 2024 CIP to replace the 1992 John Deere Grader with a minimum 125hp Compact Loader with authorization to purchase with an amount not exceeding $210,000.
