The Tourism Committee of the City of New Richmond was called to order on Thursday, November
17, 2022, at 9:00 AM, in the Council Chambers, with the following members present:
PRESENT: Brian Meyer, Pete Vrieze, Dawn Jacobson, Timothy Sass

Brian Meyer made a motion to adopt the Agenda. Timothy Sass seconded the motion. Carried
unanimously.
APPROVAL OF MINUTES
Brian Meyer made a motion to approve the Minutes from August 23, 2022. Dawn Jacobson seconded
the motion. Carried unanimously.
ROOM TAX REPORT
3Q22 ROOM TAX COLLECTIONS
Lexi Derrick explained that the Tourism Committee had the following funds available to allocate for
third quarter 2022:
Room Tax Collected $57,439.72
70% of Collections $40,207.10
Carry Forward Funds $31,589.20
Total Funds Available $71,796.30
TOURISM FUNDING APPLICATION REVIEW
NEW RICHMOND AREA CHAMBER OF COMMERCE FUNDING REQUEST - PARK ART FAIR
Tourism Committee Meeting November 17, 2022
Michelle Scanlan presented the application for Tourism Funding from the New Richmond Area
Chamber of Commerce for the 2022 Park Art Fair. There was discussion regarding attendance and
the introduction of the Trolley.
NEW RICHMOND AREA CHAMBER OF COMMERCE FUNDING REQUEST - FUN FEST
Michelle Scanlan presented the application for Tourism Funding from the New Richmond Area
Chamber of Commerce for the 2022 Fun Fest. There was discussion regarding electrical
improvements, garbage and the ice trailer.
45TH PARALLEL FUNDING REQUEST - CHARLIE BERENS
Michelle Scanlan presented the application for Tourism Funding from 45th Parallel for the Charlie
Berens show. There was discussion regarding ticketing, sound improvements and entertainment
expenses.
HALOS OF THE ST CROIX VALLEY FUNDING REQUEST - 12TH ANNUAL HALOS MEMORIAL
WALK
Michelle Scanlan presented the application for Tourism Funding from the Halos of the St Croix Valley
for the 12th Annual Halos Memorial Walk. There was discussion regarding attendance numbers and
the request details.
A & B BARS, LLC (DBA WILD BADGER) FUNDING REQUEST - FALL FEST
Michelle Scanlan presented the application for Tourism Funding from the A & B Bars, LLC (dba Wild
Badger) for the 2022 Fall Fest. There was discussion regarding Bean Bag Tournament, Strudle Truck
and the ice trailer.
TOURISM FUNDING ACTION
There was significant discussion regarding the precedent that would be set by funding a ticketed
event and establishing a cap on Featured Entertainment. The idea of caps or changes to the
Qualified Expenses will be brought back to the 4Q22 meeting.
Dawn Jacobson made a motion to recommend funding for 3Q22 Tourism to Council as:
NRACC Park Art Fair: $4216.12
NRACC Fun Fest: $32,950.89
45th Parallel - Charlie Berens Show: $7,184.00
Halos of St. Croix Valley - 12th Annual Memorial Walk: $3171.00
A&B Bars (dba Wild Badger) - Fall Fest: $10,658.70
Carry Forward to 4Q22: $13,615.59 Timothy Sass seconded the motion. Carried unanimously.

Subject: 4Q22 Room Tax Collections
BACKGROUND INFORMATION:
Room tax collections through December 31, 2022 total $39,852 which is a $5,423 or 15.8% increase
from prior year. No room tax has been collected from Ti Voglio Bene for fourth quarter yet; however
since 2019 they have averaged $165.40 in fourth quarter room tax collection. The table below
illustrates tax collection for fourth quarter over the last four years.
FINANCIAL IMPACT:
The Tourism Committee has the following funds available to allocate for fourth quarter 2022:

70% of Collections $27,896.48
Carry Forward Funds $15,240.85

Subject: City of New Richmond Tourism Fund Request - Utilities for Athletic Facilities
BACKGROUND INFORMATION:
The City of New Richmond submitted applications for Tourism Funding to assist with utility expenses
for the 2021 athletic seasons. These are expenses that fall within the qualified expenses and have
been approved in previous years. Applications are attached for review.

$15,000.00 requested for the Sports Center
$676.32 requested for Citizens Field
$2,910.94 requested for Hatfield Park
