ADJOURNMENT Tourism Committee Meeting Minutes 7:30 AM - Wednesday, November 29, 2023 Council Chambers The Tourism Committee of the City of New Richmond was called to order on Wednesday, November 29, 2023, at 7:30 AM, in the Council Chambers, with the following members present: PRESENT: Brian Meyer, Pete Vrieze, Dawn Jacobson, Timothy Sass ABSENT: Kim Dimick OTHERS Rae Ann Ailts, Michelle Scanlan, Lexi Derrick PRESENT: CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Dawn Jacobson made a motion to adopt the Agenda. Brian Meyer seconded the motion. Carried unanimously. APPROVAL OF MINUTES MINUTES FROM: Timothy Sass made a motion to approve the Minutes from September 26, 2023. Brian Meyer seconded the motion. Carried unanimously. ROOM TAX REPORT 3Q23 ROOM TAX COLLECTIONS Lexi Derrick explained that the Tourism Committee had the following funds available to allocate for third quarter 2023: Room Tax Collected $56,834.45 70% of Collections $39,784.12 Carry Forward Funds $41,927.83 Total Funds Available $81,711.95 REVIEW OF FUNDING REQUESTS Tourism Committee Meeting November 29, 2023 NEW RICHMOND AREA CHAMBER OF COMMERCE FUNDING REQUEST - FUN FEST Lexi Derrick presented the application for Tourism Funding from the New Richmond Chamber of Commerce for Fun Fest 2023. Discussion took place on how weather had an impact on the event this year and the fence and permits that were submitted for reimbursement. The expenses that were considered from reimbursement include: Advertisement, Entertainment, Tents, Utilities, Garbage and Port-a-Potties. HALOS OF THE ST. CROIX VALLEY FUNDING REQUEST - 13TH ANNUAL MEMORIAL WALK/RUN Lexi Derrick presented the application for the Tourism Funding from Halos of the St. Croix Valley for their 13th Annual Walk/Run. Conversation took place over how large of an event this is for Halos of the St. Croix Valley. The expenses that were considered for reimbursement include: Port-a-Potties and Tents. HERITAGE CENTER TOURISM FUNDING REQUEST - HILLSIDE SERIES Lexi Derrick presented the application for Tourism Funding from the Heritage Center for their 2023 Hillside Series. Lexi mentioned that previously the series had only lasted six weeks but this year they extended it for an additional two weeks. The expenses that were considered for reimbursement include: Entertainment and Advertisement. NOVEMBER TOURISM MARKETING SEMINAR RECAP Lexi Derrick gave a brief overview of the Marketing Seminar that occurred on November 1st. Lexi has received positive feedback from those who attended and mentioned there was interest in future seminars. On behalf of the Tourism Committee, staff is seeking Tourism Funding for expenses incurred for providing coffee and donuts during the seminar. ACTION OF FUNDING REQUESTS Dawn Jacobson made a motion to recommend funding for 3Q23 Tourism to Council as: NRACC - Fun Fest: $29,301.97 Halos of St. Croix Valley - 13th Annual Walk/Run: $2,585.16 Heritage Center - Hillside Series: $4,000 Tourism Committee - Marketing Seminar: $80.16 Brian Meyer seconded the motion. Carried unanimously. NEW BUSINESS TOURISM MARKETING LOGO Lexi Derrick and Michelle Scanlan have taken the time to gather feedback from the committee, individuals that attended the marketing seminar and staff on the logos that Serena with Minuteman Press designed. Staff presented the logo that overall received the most votes. Staff will move forward with the logo and will work with Serena to finalize it. DOWNTOWN SPEAKER SYSTEM Michelle Scanlan brought forward the idea of having a speaker system for downtown. Currently any parade downtown has to pay for an outside speaker system when hosting their event. The goal of installing a speaker system would be to eliminate those recurring reimbursement requests while also Tourism Committee Meeting November 29, 2023 providing an opportunity to enhance our downtown. The table below illustrates tax collection for fourth quarter over the last five years. Staff tracked their time through the City's payroll portal and total expenses were $894.97. In addition to the 2023 reimbursement, the City is requesting an additional $2,000 in tourism funding be set aside for staff expenses associated with updating the website in 2024. Since then Minuteman press has come up with multiple designs that have been shared with the Committee, City Staff and the public. Based on the feedback received, a final design for the Visit New Richmond has been received and will be available to the public. The invoice for Minuteman design services was $80.00. RECOMMENDATION: After reviewing the invoice, staff recommend approval of $80.00 for design services from Minuteman Press. We will financially support youth basketball programs and assist the High School basketball programs as needed. It is our goal to provide a feeder program for the New Richmond basketball Programs by promoting basketball, sportsmanship and goodwill, helping to foster a sense of community and school spirit. NRBA consists of roughly 300 youth from Kindergarten (little dribblers) thru 8th Grade. We host 4 home tournaments a year plus we hosted a League Championship Tournament(LCT). We put on a 3x3 tournament and have provided numerous basketball camps and shooting sessions with college players. How did the project promote tourism in New Richmond? Tourism is promoted/prominent with all the hosting of the tournaments. These tournaments bring in individuals from outside the city for the multi-day tournaments. Our large LCT tournament brings in 32 teams from all over the Wisconsin (From Superior area, Wausa area, and LaCrosse area). As these teams travel in for these tournaments they stay in New Richmond Hotels, Eat at local restaurants, and fill up at local shopping centers - they are usually here Friday - Sunday. Families have time to travel around the city and explore all the city offerings. Our 3x3 tournament brings in players from Minnesota and all over Wisconsin. Our summer camps and shooting sessions bring in more centrally located but overs families the opportunities to explore our parks and outdoor activities while they wait for their children to complete the camps. The camps are multi-week so families are repeatedly coming back. Each of these events allows the families to experience and explore New Richmond and all of its offerings. What market did the project target and why? Provide number of attendees with supporting detail. Our Target market are the youth/kids participating in basketball between Kindergarten thru 8th grade. This target market is then widen to parents and grandparents, extended family and friends so they can come see their child, family or friend participate. Each team consists between 7-12 players - which means 7-12 families and all their friends. The Big Event was the LCT which brings in 32 teams and all their families and friends. This was hosted on 12/16/23 & 12/17/23 - we contacted the local hotels yes they indeed had seen increased bookings for this time frame. How was the event advertised or promoted? - We advertise and promote all our events through our Website, Facebook and other Social Media pages. We also partner with the New Richmond School District. Additionally we utilize the New Richmond Area Centre for promoting our program thru their website and brochures. The NRBA is member of the Great Northwest Basketball League(GNBL) which lists/publishes all our tournament hostings. As members of the GNBL all coaches have access to see where tournaments are being hosted additionally parents can access the GNBL site to track tournaments. Lodging tax receipts are used to stimulate, promote, advertise, develop and publicize tourism and development of the City and hotel and business community. The Tourism Committee is responsible for developing, reviewing and providing funding recommendations to the City Council related to tourism promotion and development. Funding Request Process Tourism Funding is a reimbursement grant. The Tourism Committee reviews applications according to the below calendar and then makes funding recommendations to the City Council. The Tourism Committee makes every attempt to follow the below calendar, but availability of funds may adjust disbursement. Contact City Staff with questions regarding the timing of a specific request. Organizations looking to host a new event may qualify for some advanced funding. Please contact City Staff before filling out an application.
