The Tourism Committee of the City of New Richmond was called to order on Thursday, February 13,
2025, at 7:30 AM, in the Council Chambers, with the following members present:

Pete Vrieze made a motion to adopt the Agenda. Brian Meyer seconded the motion. Carried

Pete Vrieze made a motion to approve the Minutes from 30 Jan 2025. Brian Meyer seconded the
motion. Carried unanimously.
ROOM TAX
4Q24 ROOM TAX COLLECTIONS
Lexi Derrick explained how much room tax was collected in the fourth quarter, with a note that Coratel
had not paid at the time of the meeting. She also presented a breakdown on reimbursed room tax
dollars, as a percentage of marketing expenses compared to operating expenses. The Tourism
Committee had the following funds available to allocate for fourth quarter 2024:

FUNDING REQUESTS

STAFF REIMBURSEMENT FOR VISIT NEW RICHMOND
Lexi Derrick explained that the Tourism Committee allocated up to $2,000 in funding to help offset
City Staff time updating the Travel Wisconsin & Visit New Richmond websites. Staff tracked their time
through the City's payroll portal and total expenses were $1,715.85. In addition to the 2024
reimbursement, the City is requesting an additional $2,500 in tourism funding be set aside for staff
expenses associated with updating and maintaining the Visit New Richmond website in 2025.
CITY OF NEW RICHMOND - SMALL BUSINESS SATURDAY
Lexi Derrick presented an application from the City of New Richmond Community Development team
for Tourism Funding to assist with marketing expenses from promoting Small Business Saturday.
100% of requested reimbursement expenses are from marketing efforts.
CHAMBER OF COMMERCE TOURISM FUNDING REQUEST - HOMETOWN HOLIDAY
Lexi Derrick shared an application from the Chamber of Commerce for Tourism Funding for
Hometown Holiday 2024. Expenses included sleigh rides, tree lighting, fireworks and marketing.
Marketing materials were shared, there was discussion regarding buttons as an expense, as they
were sold to the public.
HERITAGE CENTER TOURISM FUNDING REQUEST - HILLSIDE SERIES, HERITAGE DAYS
AND CHRISTMAS ACTIVITIES
Lexi Derrick provided an overview of an application for Tourism Funding from the Heritage Center to
off set some of the expenses incurred for their annual Hillside Music Series, Heritage Days and
Christmas Activities. All of their expenses fell within approved reimbursable expenses besides one
finance charge, 53% of expenses were from marketing efforts. There was discussion regarding more
consistent use of the Visit NR logo in 2025.
CITY OF NEW RICHMOND TOURISM FUND REQUEST - UTILITIES FOR ATHLETIC FACILITIES
Lexi Derrick explained that the City of New Richmond submitted applications for Tourism Funding to
assist with utility expenses for the 2024 athletic seasons. These are expenses that fall within the
qualified expenses and have been approved in previous years. There was discussion about the City's
overall expenses percentage for marketing as this application did not have marketing expenses.
2024 VISIT NEW RICHMOND WEBSITE EXPENDITURES
Lexi Derrick shared that while establishing visitnewrichmondwi.org incidental costs were incurred.
Some were one time charges, while others will be an annual expense bought to the Tourism
Committee. While costs are minimal, staff wanted to bring them forward as it's own item for
transparency.
ACTION OF FUNDING REQUESTS

Pete Vrieze made a motion to approve the funding for $36,045.92 as presented:
$1,715.85 requested for 2024 City of New Richmond staff reimbursement.
$2,500 in funding be set aside for 2025 City of New Richmond staff reimbursement.
$682.50 requested for marketing and promoting Small Business Saturday.
$8,733.41 requested for Hometown Holiday.
$5,182.06 requested for Hillside Series, $1,704.81 requested for Heritage Days, $369.60
requested for Heritage Christmas Activities Ads, for a total of $7,256.47.
$15,000.00 requested for the Sports Center, $390.21 requested for Citizens Field, and
$2,033.62 requested for Hatfield Park, for a total request of $17,423.80.
$233.89 requested for incidental costs related to creation of VisitNR website and newsletter.
Tim Sass seconded the motion. Discussion included applications moving forward that do not show
marketing expenses, like the sports field utilities and how those should be reviewed. Motion Carried.

BACKGROUND INFORMATION:
Room tax collections from January 1, 2025 through March 31, 2025 totaled $28,436.49 which is a
$2,011 or 7.6% increase from prior year. The table below illustrates tax collection for first quarter over
the last five years.
At the start of 2024, the Tourism Committee emphasized the importance of prioritizing marketing
efforts in funding applications. To illustrate progress toward this goal, the charts below compare
reimbursed marketing expenditures versus operational expenses from 2021 through 2023, along with
a breakdown of 2024 activity.
In 2024, a total of $39,631.36 in marketing expenses was reimbursed. Of that amount, 62% is
attributed to Tourism Committee/City of New Richmond initiatives, while 26% reflects marketing
efforts led by the New Richmond Area Chamber.

Subject: Election of Chairperson and Vice-Chairperson
BACKGROUND INFORMATION:
The City Council approved board and commission appointments for the new legislative session at
their May 12th meeting. The Utilities Commission, and other boards and commissions, should elect a
chairperson and vice-chairperson for the new legislative session at their next meeting. The
chairperson reviews the agenda in advance of the meeting with the designated staff lead, and
facilitates the meetings. In the absence of the chairperson, the vice-chairperson fills in and leads the
meeting.
The chairperson should be determined first, followed by the vice-chairperson. Commission members
can nominate someone or nominate themselves. If there are multiple members interested in the same
position, voting can be done via paper ballot. If there is only one member interested in a position, the
Commission can vote to close nominations and cast a unanimous ballot.

BACKGROUND INFORMATION:
Each quarter, River Travel Media will compile a detailed report assessing the performance of Visit
New Richmond’s marketing efforts. During the upcoming Tourism Committee meeting, staff will

The tourism PR email campaign performed well compared to industry standards.
Out of 3,174 emails sent, 2,677 were opened, resulting in a strong open rate of
39.0%, which is above the tourism industry average of 20–25%. The campaign also
generated 255 total clicks, indicating solid engagement. While the click-through
rate (CTR) of 8.0% is also higher than the industry average of 2–5%.

Digital Ads
This Performance Max tourism campaign delivered strong results in key areas,
especially in cost efficiency. With 6,993 clicks from 523,540 impressions, the
campaign achieved a click-through rate (CTR) of 1.34%, which is in line with or
slightly above the industry average for tourism campaigns on display networks
(0.9–1.2%).
Most notably, the average cost-per-click (CPC) was just $0.08, which is
significantly lower than the tourism industry average CPC of $0.30–$0.60. This
indicates a highly efficient use of ad spend and effective audience targeting.

Billboards
The regional digital billboard campaign delivered 123,000 impressions and 27,700
ad blips across key drive markets, achieving an efficient cost-per-thousand
impressions (CPM) of $6.04.
Compared to industry averages for digital out-of-home advertising (typically $8–
$15 CPM in the tourism sector), this campaign was highly cost-effective. The
strong impression count and low CPM indicate the campaign effectively boosted
regional visibility and awareness for the destination while staying well below
typical industry costs.

The tourism newsletter achieved strong engagement with 1,307 emails sent, a
31.94% open rate, and an impressive 54.85% click rate (2,036 total clicks).
Compared to tourism industry benchmarks—typically around 20–25% open rate
and 2–5% click rate—this campaign significantly outperformed expectations. The
high click rate in particular indicates highly relevant and compelling content that
strongly resonated with the audience.

Spring Super Pull was held at Cedar Lake Speedway from April 3rd through the 5th. The pull included
nearly 600 indoor garden tractors and mini rod pulls. Their application is attached.

We estimated between 500-1000 people over the weekend and ended up with approximately 1,000 attendees

The official event days occurred on April 4th and 5th, there was some unofficial testing that occurred on April 3rd. This is an indoor garden tractor and mini rod pull
at the Cedar Lake Speedway. Over the weekend nearly 600 pulls occurred resulting in hours of entertainment at the facility. During this time concessions were open
at the facility and following the event many folks move into New Richmond for food, drinks, fuel and hotels.
10. What opportunities did you have to partner with other local events/businesses to cross-promote? *
New Richmond hotels were promoted on the event social media pages which are shared throughout the pulling community. As well as with Cedar Lake Speedway
From the information we were able to gather from 2 of the hotels in town there were over 70 hotel rooms rented for this event.
11. What marketing and promotion strategies did you utilize to invite attendees outside of St. Croix County? *
Our main driver is social media, our event has its own social media page but then is shared through may other groups. The event was also on a live stream through
a popular tractor pulling promoter from the southern part of Wisconsin. It should be noted that there were attendees from Wisconsin, Illinois, Minnesota, Kansas
and Canada

Subject: Visit New Richmond - Stickers & Window Clings
BACKGROUND INFORMATION:
The Visit New Richmond website has been live since February 24, 2025, and has seen strong
engagement and positive feedback from the community. City staff continue to connect with residents
and local businesses to promote the site and educate users on how it can serve as a valuable
resource.
To support ongoing outreach efforts, City staff are requesting that the Tourism Committee allocate
$500 for the purchase of branded stickers and window clings. These materials will be distributed to
businesses, community members and visitors to help increase visibility and awareness of the Visit
New Richmond platform.
