ADJOURNMENT  Forward New Richmond Committee Meeting Minutes Wednesday, January 15, 2025 at 12:00 PM Council Chambers The Forward New Richmond Committee was called to order on Wednesday, January 15, 2025, at 12:00 PM, in the Council Chambers, with the following members present: PRESENT: Carrie Borgstrom, Kent Elkin, Aaron Sundeen, Liz Pizzi, and Mike Montello ABSENT: Ryan Shervey, Joe Green, Bryan Knutdson, and Pete Kling OTHERS Jim Zajkowski, Ron Volkert, Melissa Meschke, Noah Wiedenfeld, Rae Ann PRESENT: Ailts, and Beth Thompson CALL TO ORDER ROLL CALL ADOPTION OF AGENDA Mike Montello made a motion to approve the agenda as presented. Liz Pizzi seconded the motion. Carried unanimously. CONSENT AGENDA Mike Montello made a motion to approve the consent agenda as presented. Aaron Sundeen seconded the motion. Carried unanimously. AFFORDABLE HOUSING FUND Beth Thompson reviewed the results of the affordable housing survey, which was distributed to builders and developers who have worked in New Richmond over the past five years. The survey was sent to approximately 30 recipients, with 11 responses received. Most multifamily developers did not participate, as the survey primarily focused on single-family affordable homes. The price range identified for an affordable home is $250,000 to $300,000, a figure also corroborated by Melissa Meschke based on the current St. Croix County Housing Study. Aaron Sundeen highlighted the challenges of building traditional stick-built homes at affordable prices in today’s market. However, he noted that modular homes could reduce overall costs by about 30%. Beth and Rae Ann recently met with a local developer who shared several ideas for constructing affordable homes. The meeting's discussion and outcomes were reviewed, setting the stage for the next steps. Forward New Richmond Committee Meeting January 15, 2025 The plan is to establish a subcommittee that will delve into the program's details. This group will include two Forward New Richmond (FNR) members, one City Council representative, one local lender, two developers, and City staff. DISCUSSION ON PRIORITY #2 - INDUSTRIAL PARK To prepare for future discussions about the potential development of a new industrial park, Beth reviewed several sections of the Comprehensive Plan, along with the Future Land Use and current Zoning maps. Additionally, the idea of distributing a survey to FNR members, City Council, and businesses in the Business & Technical Park was proposed. Several draft survey questions were made available for members to review. Mike Montello suggested broadening the survey's reach to include Economic Development professionals. The survey is scheduled to be distributed over the next couple of weeks. If enough responses are collected, the results will be presented at our February meeting. Forward New Richmond Committee Meeting January 15, 2025  MEMO Prepared for: Forward New Richmond Staff Contact: Beth Thompson Meeting: Forward New Richmond Committee - 19 Feb 2025 Subject: Community Development Updates - FNR February 2025 BACKGROUND INFORMATION: Building / Zoning Updates – January 1, 2025 - January 31, 2025: Number of Building Permits - 14 Number of New Dwelling Units - 2 Number of Inspections - 80 Residential Construction Value - $602,534.00 Commercial Construction Value - $15,000.00 Building Permit Fees - $6,289.00 Occupancy Updates: For the month of January, the building inspector has given occupancy for eleven single-family homes, and two twin homes. Housing (New Dwelling Unit) Information: Housing has been a key topic of discussion in recent years. To provide insight, staff has compiled a ten-year comparison of various housing types. The graph below illustrates the distribution of single- family homes, twin homes, duplexes, and multi-family units. Ribbon Cutting: Staff attended the ribbon cutting on January 16th for Enhanced Eye Care located at 302 S. Knowles Avenue, formerly known as Eye Care Center of St. Croix. Which first opened in November 1984 by Doctors and brothers, Dennis and Dale Soderberg. As they celebrate 40 years of the Eye Care Center, they started a new era Dr. Lauren Jordan, who has been working at the Eye Care Center for 9 years, has taken over as owner and optometrist. Economic Development: The City of New Richmond nominated a total of four local businesses for a variety of awards with Momentum West and St. Croix EDC, ranging from Top Talent Initiative of the Year Award, the St. Croix EDC Emerging Business of the Year and the Large Business of the Year. Exciting News!! Westfields Hospital and Northwood Technical College have been selected as the recipient of the Momentum West 2024 Top Talent Initiative of the Year award for the development of the Medical Laboratory Education Center! They will be recognized at Momentum West annual meeting on February 18th, from 11:30am-1:30pm. The luncheon also includes the recipients of the Top Development of the Year, Top Redevelopment of the Year, Entrepreneur of the Year, and Young Professional of the Year awards. We are thrilled to also share St. Croix Economic Development Corporation announced that Perceptive Avionics has been named the 2024 Emerging Business of the Year! They will be officially recognized at the St. Croix EDC Annual Banquet on Thursday, February 27th at Ready Randy's. New updates are below: Library and Archway Residences Framing crews made good progress this past week on the second floor of the mixed-use building, as well as the third floor and roof of the townhome building. Structural steel framing for the window openings and canopy structures will begin to be installed in the coming days. The apartments will be known as Archway Residences, and price information and floor plans are now available online at https://archway.threesixty.bz/. Some marketing signage will be installed soon along the fencing facing S Green Avenue and S Arch Avenue. Please visit the following link for updates: https://newrichmondlibrary.org/building/ Projects  New Richmond Storage - West Richmond Way All seven of the New Richmond Storage buildings, located on West Richmond Way and Madison Avenue, have been constructed, but the building inspector has not completed the final inspections, thus no occupancy to date.  St. Croix Automotive - South Knowles St. Croix Automotive's new 8,250 square foot facility is under construction. The site is located west of Highway 65, and north of Culver's. The site is accessible via Hamilton Avenue, which was recently extended to Paperjack Drive. The first building has occupancy, and the second building has not had final inspections to date. The total project consists of 6 buildings, with a total of (60) 25' x 45' condo units. To recap, three surveys were distributed regarding a possible new Industrial Park within the City: one to City Council, Plan Commission, and Forward New Richmond members; another to current members of the Business & Technical Park; and a third to Economic Development Professionals. If time permits, FNR members will continue discussing a potential new Industrial Park and explore the next steps.
