City Hall Council Chambers Present: Chair Deb Zahn, Councilor David Christian, Al Stabenow, Jeannie Leighty, Peter Baganz, Ron Brutlag and Building Official Ellwood Zabel Absent: Cara Knauf 1. CALL TO ORDER The meeting was called to order by Chair, Deb Zahn at 4:45 P.M. 2. APPROVE MINUTES 2.1) August 19, 2024 Meeting Mr. Brutlag made a nomination to approve the minutes of the August 19, 2024, meeting. The motion was seconded by Mr. Baganz and all voted aye. 3. DESIGN REVIEW 3.1) Kaiserhoff Restaurant and K Bar – Sign – 221 North Minnesota Street Mr. Zabel presented details of the request, including: The new K Bar Sign, the placement of the existing Veigel’s Kaiserhoff lettering, the addition of the blue paint to the K Bar, the addition of the 70’s style Kaiserhoff sign, and the effort to distinguish the two different entities. He added that both applicants were unable to attend this meeting, so there is still a question of if they currently possess the classic 70’s style Kaiserhoff sign or if they will be using a replica. Ms. Zahn asked if there was prior approval for the blue paint that was used at the K Bar. Mr. Zabel stated that it wasn’t approved, and isn’t in the color palette, however, it is in the Bavarian flag. More discussion took place about the signage, approval of the blue color, the possibility of extending the color palette and other downtown locations with the color blue. Mr. Brutlag motioned to accept the design review as presented. Mr. Stabenow seconded the motion, and all voted aye. The motion carried. Page 2 of 11  3.2) River Bend Business Products – Stairs – 14 South Minnesota Street Mr. Zabel provided details of the request, including the frontage on Center Street as well as South Minnesota Street. The proposal includes building a stairway on the corner off of Minnesota Street in order to access the second floor apartments. Kyle Esser of Esser Brothers Construction explained that there is currently a back entrance which shouldn’t be used, and these stairs would provide a main entrance to the second floor apartment. More discussion took place regarding the fenced in area, the patio, materials to be used, the railing and landings and colors to be used. This stairway will be unique since the location is at the front of the building as opposed to the rear. The stairs and decking will be cedar with the cable wire railings. Mr. Baganz motioned to accept this design. Mr. Brutlag seconded the motion. All voted aye and the motion carried. 4. HERMANN MONUMENT UPDATE Mr. Zabel stated there was information received from SHPO on the letter that was sent from the architect regarding deconstruction of Hermann monument, which they have accepted. The next step will be to reach out to the architect and get pricing on what deconstruction documents will cost. There will be many people involved in this project, including architects, engineers, archaeologists, and subcontractors. The goal is to have information on pricing by the end of the year. The City Council has established a Hermann sinking fund for this type of occasion. There is also some funding carryover that can be used instead of applying for a grant. It would be possible to make the 2025 grant cycle, however, that would delay the creation of construction documents to 2026. Deconstruction documents will go out for bids to get a cost. While deconstruction is taking place, construction documents will be made to rebuild the monument and do moisture mitigation. 5. REPORTS FROM CITY AND CHAIR 5.1) City Report Mr. Zabel had nothing else to report. 5.2) Chair Report Ms. Zahn stated that she and Jeannie Leighty will be leaving for the HPC convention on Wednesday in Red Wing. They will give a report at the next meeting. Page 3 of 11  5.3) Addendum to the Agenda – Community Collage Mural Mr. Christian made a motion to suspend the rules and make an addendum on the agenda for the Community Collage Murial. Mr. Baganz seconded the motion and all voted aye. The motion carried. City Manager, Dalton presented a request from the New Ulm Chamber Downtown Action Team to put up a mural that was created through the community collage project. The mural is composed of photographs of community members from a public photo shoot this summer. The ideal location of the mural would be at the Thimble Box on Center Street and Minnesota Street where there is high traffic and a large blank wall to act as a canvas. The mural would be on a vinyl wrap adhered to the building so it can be easily removed. The Chamber is working with the owner of the Thimble Box to make a service agreement. The goal is to keep the mural up for a minimum of five years and then potentially renewing it if there is no significant damage. Vinyl wrap can be easily repaired if sections are damaged. The Thimble Box will have the option to take it down if needed during that time. Mr. Dalton shared a picture of the mural and the space where it will be hung on the Center Street side of the Thimble Box between the store windows and the door to the right. The mural will be in black and white with minimal color. If anything changes with the mural, it will come before the HPC. The unveiling will be just before or during Oktoberfest. Ms. Leighty made a motion to accept the proposal of the Community Collage Mural. Mr. Christian seconded the motion, and all voted aye. 6. ADJOURN There being no further business to come before the Commission, the meeting was adjourned at 5:26 P.M.
