City Hall Council Chambers Present: Chair Deb Zahn, Councilor David Christian, Jeannie Leighty, Peter Baganz, and Building Official Ellwood Zabel Absent: Cara Knauf and Ron Brutlag 1. CALL TO ORDER The meeting was called to order by Chair, Deb Zahn at 4:45 P.M. 2. APPROVE MINUTES 2.1) October 21, 2024 Meeting Ms. Leighty made a motion to approve the minutes of the October 21, 2024, meeting. The motion was seconded by Mr. Baganz and all voted aye. The motion passed. 3. NEW BUSINESS 3.1) State Historical Preservation Fall Conference discussion The Commission discussed the following: • An email was received from Mike Koop from SHPO asking if New Ulm would be interested in hosting the conference in 2025. The last time New Ulm hosted the SHPO conference was in 2003. • City Manager, Mr. Dalton expressed interest to Mr. Zabel regarding New Ulm hosting the conference. • John Knisley, City Planner expressed interest to Mr. Zabel in regards to helping out with the conference. • The HPC Commission would need to be involved for logistics planning, including: securing lodging, meeting places, transportation, arranging meals, meet and greet, etc. • There is a grant that will need to be applied for. • SHPO will arrange the speakers. • Speakers will be paid for by stipend as defined in the grant. • There are typically 4 or 5 different places to tour during the conference. Places of interest include: Emerson Union, State Street Theater, Herman Monument, and Schells Brewery. • Approximately 190 people will attend the conference. • Turner Hall is a place of interest for the meet and greet, and meals. Page 2 of 3  • The first workshop brainstorm session will need to take place before January, 2025. • Multiple places will need to be available simultaneously for breakout sessions. Possible breakout session locations include: The Lind House, Turner Hall, and BCHS annex. • The breakout session locations will not be determined until sign-ups take place. • The Commission would like to know some more details from Mike Koop regarding the fall conference. Mr. Zabel will reach out to him. • Minneapolis will be hosting a national conference in 2026, so there will not be a traditional SHPO conference in the fall of 2026. • The registration table is typically run by SHPO. • Coach busses are typically used for transportation. School busses most likely won’t suffice. Mr. Christian made a motion to pursue the 2025 HPC State Convention to be held in New Ulm. Ms. Leighty seconded, and all voted aye. 5. REPORTS FROM CITY AND CHAIR 5.1) City Report Mr. Zabel had nothing to report. 5.2) Chair Report Ms. Zahn had nothing to report. 6.
