NEW ULM HERITAGE PRESERVATION COMMISSION
Monday, January 12, 2026 at 4:45 P.M.
City Hall Council Chambers
Present: Chair Deb Zahn, Ron Brutlag, Peg Sundell, Tom Schmitz, Peter Baganz, and
Building Official Ellwood Zabel
Absent: Ron Saffert, Al Stabenow
1. CALL TO ORDER
The meeting was called to order by Chair, Deb Zahn at 4:45 P.M.
2. ELECTION OF OFFICERS
2.1) Election of Officers for 2026
• Ms. Sundell nominated Deb Zahn for Chair of the HPC. There were
no other nominations. All voted aye, the motion carried.
• Mr. Baganz nominated Ron Brutlag for Vice Chair of the HPC.
There were no other nominations. All voted aye, the motion carried.
• Mr. Brutlag nominated Al Stabenow to remain the Secretary of the
HPC. All voted aye, the motion carried.
3. APPROVE MINUTES
3.1) September 15, 2025
Ms. Sundell made a motion to approve the minutes of the September 15, 2025
meeting. The motion was seconded by Mr. Brutlag. All voted aye. The motion
carried. Mr. Brutlag and Mr. Zabel clarified that Cara Knauf is no longer the
Brown County Historical Society representative for the HPC. Ron Saffert has
taken her place.
4. DESIGN REVIEW
4.1) Mowan’s – Windows – 22 North Minnesota Street
Mr. Zabel presented the design review application for Mowan’s, submitted by
Andy Reinhart. Four white trimmed windows above Mowan’s will be replaced
with new windows and will have the same look. Mr. Brutlag asked the applicant if
there has ever been consideration to install window boxes as a German theme.
Mr. Reinhart stated they haven’t considered window boxes, and the apartments
are only for visiting friends and family, not for rent.

Mr. Baganz made a motion to approve the window design as submitted. Ms.
Sundell seconded the motion and all voted aye. The motion carried.
4.2) Rodney’s Tavern – Windows – 6 South Minnesota Street
Mr. Zabel presented the design review application for Rodney’s Tavern,
submitted by Rodney Zimmer. Four windows will be replaced to look the same
aside from the color change to bronze.
Mr. Brutlag made a motion to approve the window design as submitted. Ms.
Sundell seconded the motion and all voted aye. The motion carried.
5. Reports
5.1) City Report
Mr. Zabel stated that the City is waiting for information from the architect on the
Herman project. A contract has been signed to get a fairly accurate price
estimate on the cost for a tear down and rebuild. The hope is to have this
information within the next couple of months.
5.2) Chair Report
Ms. Zahn stated there is nothing to report, however she would like to welcome
everyone back for the 2026 year.
6. ADJOURNMENT
There being no further business to come before the Commission, the meeting
was adjourned at 5:05 P.M.
