City Hall Council Chambers Present: Chair Deb Zahn, Tom Schmitz, Peter Baganz, Ron Saffert, Peg Sundell, and Building Official Ellwood Zabel Absent: Al Stabenow, Ron Brutlag 1. CALL TO ORDER The meeting was called to order by Chair, Deb Zahn at 4:45 P.M. 2. APPROVAL OF MINUTES 2.1) February 9, 2026 meeting Mr. Baganz made a motion to approve the minutes as presented. Mr. Saffert seconded the motion, and all voted aye. The minutes were approved. 3. DESIGN REVIEW 3.1) Golden Home Care – Exterior Update Mr. Zabel presented the design review application for Golden Home Care, submitted by Ken and Mary Gulden. They are proposing to paint the exterior Westchester Gray, replacing the existing green. Ms. Sundell made a motion to accept the design. Mr. Baganz seconded the motion, and all voted aye. The motion carried. 4. REPORTS FROM CITY AND CHAIR 4.1) City Report Mr. Zabel presented the 2027 budget for HPC, again asking for $10,000, which is the same amount that has been requested for several years. Any money leftover would be carried over for the Herman Monument. Chair Zahn asked if the full $10,000 has ever been used. Mr. Zabel stated there were a few years when they came close to using the full amount with signage and awnings downtown. Mr. Baganz made a motion to approve the budget. Ms. Sundell seconded the motion, and all voted aye. The motion carried. Mr. Zabel stated MacDonald & Mack presented a cost estimate to the City Council for the deconstruction and reconstruction of Herman Monument. The Page 2 of 10  estimate came in at $11.6 million, and they anticipate a 10% increase in cost every year. Discussion took place regarding what funding might be available for this project, and the potential for interpretive information. 4.2) Chair Report Ms. Zahn asked Councilor Schmitz to talk about the National Convention. Mr. Schmitz stated that it is rare to have this convention in Minnesota, and that they have a variety of sessions and workshops with grant funds available. Contact the Department of Building Safety for registration information. 5. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 5:07 P.M.
