New Ulm Human Rights Commission
Monday, June 23, 2025 at 5:15 p.m.
City Hall Council Chambers
Members Present: Sarah Leslie, Kristen Sprenger, Obehi Okojie, Allie Lee, Katie Dorschner,
Mayor Backer.
Call to Order: Meeting called to order by Kristin Sprenger.
Approval of Minutes: Motion to approve May 28, 2025 minutes by Katie Dorschner, seconded
by Sarah Leslie, passed by all members present.
Budget Report: Reviewed monthly financial report. Proposed 2026 Budget Request of $9,000
was submitted to City Council. Mayor to advise if a member needs to be present at budget
meeting.
Events Committee:
Immigration Forum - An immigration forum presented by COPAL is scheduled for June 24 at
the Public Library with NUCAT to record.
Welcome Week - Event is set for September 19 in City Hall parking lot. Two food trucks
confirmed and hope to have a total of four. Rec on the Go is scheduled to be there. Waiting to
hear if the Park & Recreation Department’s bounce house is available. If not, then the
Commission will rent a bounce house. KC is working on a flyer for organizations that want to
participate. Sarah mentioned the contract for portable restroom is ready. Will submit once plans
are set. The City Manager okayed leaving it in the parking lot during the weekend since it is less
expensive if the company picks it up on Monday. Need to rent table and chairs, prefer to get
them locally. If need to rent bounce house, then could rent table and chairs from same place(A to
Z Rental in Mankato) but prefer to stay in New Ulm. Mayor suggested checking with the Park
and Recreation Director. Obehi’s partner has agreed to provide music. Sarah and/or Obehi will
bring a canopy/tent for shade.
Bavarian Blast 5K Fun Run – The event is coordinated by the Wellness Collective. Commission
paid for sponsorship so HRC logo will be on bags and t-shirts. Kristin will coordinate with Obehi
to get HRC items to the Wellness Collective to be placed in the bags.
Bavarian Blast Parade – Registration has been paid, need volunteers. Lisa to schedule an Events
Committee to make plans for the parade, decide if vehicle is needed and determine who is
available to volunteer for the parade and other summer events.
New Ulm Night Out – Registration form has been submitted. Volunteers needed.
Brown County Fair Booth – Registration fee has been paid. Volunteers needed

South Central Minnesota Pridefest Parade and Festival - Discussed joining One New Ulm to
have larger numbers. Motion to participate in the parade, but not have a booth made by Obehi
Okojie, seconded by Sarah Leslie, passed by all members present.
Education Committee:
Community Surveys – A total of 18 responses so far. Kristin to provide QR code to Sarah to
have at COPAL event and all summer events. Committee would then meet in October and
analyze submissions.
Living Without Limits – Initial plan is to hold an event on a quarterly basis. Will work with
NUCAT’s schedule. First event possibly mid-July, topic developmental disabilities. Three to
four panelists covering different areas of experience (lived condition, professional in field,
parent/guardian/care member to create a broad view of topic from differing perspectives). Reach
out to listed contacts to gauge interest and availability and network for other potential panelists.
Second event topic to be vision impairment, some contacts already interested. Possible third
event to be on Autism, fourth event undecided. The Sub-Committee would like additional input
and ideas from Commission members. Lisa will send a request for additional topic ideas and
panelists and ask that members contact them for potential interest.
Discussion regarding partnering with Human Library Organization. Concerned about the number
of volunteers needed (10 human “books” plus 5-10 discussion facilitators) but will keep in mind
as a potential Living with Limits event.
Other Business:
Promotional Items – Stickers have been received. Lip balm and magnets have been ordered.
Legislative Update: Nothing specific passed at this time, just keeping an eye on things as they
develop.
City Council Liaison: Obehi Okojie – City Council approved use of 30 parking spaces for
Welcome Week event.
Date of Next Meeting: Next meeting will be Monday, July 28, 2025.

by all members present.
