MINUTES Village of Newburg Village Board of Trustees & Committee of the Whole Meeting Thursday, April 24, 2025 – 7:00 P.M. NOTICE IS HEREBY GIVEN that the next meeting of the Newburg Village Board & Committee of the Whole, Washington & Ozaukee Counties, Wisconsin is scheduled for Thursday, April 24, 2025, at 7:00 p.m. at Village Hall, 620 W. Main St. I. Call to order and roll call. All members present, a quorum was met. 7-0 The meeting was called to order at 7:00pm II. Pledge of Allegiance. III. Correction and Approval of minutes from March 27, 2025 (possible action), minutes attached (1) Motion to adopt the meeting minutes as presented. Moved by Kohn; seconded by Heili. Motion prevailed by a voice vote 7-0. IV. Public Hearing: None V. Public Forum There were no members of the public present to speak. VI. The opening of Sealed Bids: None VII. Presentations: a. County Updates – Tony Thoma, Washington County Supervisor - District 19. Was not present at this meeting. b. Newburg Fire Department Updates -.2024 Annual Report (2) Chief Brad Karnitz presented the Newburg Fire Department 2024 Annual Report and took questions from the Board. He also noted that the annual Fireman’s Picnic will be May 30 through June 1st. The Fire Department is also looking to schedule a tour for the Board of Trustees in July or August. He will contact the Village to solidify an upcoming date. c. Riveredge Nature Center- John Rakowski, Executive Director (PowerPoint presentation) John Rakowski, Executive Director of Riveredge, presented information about their upcoming remodel and programs. VIII. Report of Department Heads a. Village Administrator – Nathan Wendelborn, verbal report Administrator Wendelborn gave a brief update on the Emmer’s Steeple Hill Development. b. Clerk – Brandy Loveland Seelow, verbal report Clerk Loveland gave a brief review of the April election. c. Treasurer – Financial Reports, Not available at the time of publication, will be updated once completed. Treasurer Loveland and President DeLuka gave a brief explanation of the new Income Statement that was distributed just prior to the meeting. They noted that they system change over is almost complete and we will have a full set of reports at next months meeting. In the meantime, if there are any questions with the Income Statement provided, please feel free to reach out.  d. Police Chief – Mike Foeger, Memo Attached (3) Chief Foeger explained recent activity in the Village and that they are working with NFD for coverage during the picnic. e. Building Inspection – Jeff Thoma, verbal report Mr. Thoma reported out on permits issued year to date. New construction on Pheasant Lane will have occupancy midsummer. There are 2 homes on Steepleview that are framed. f. Public Works, verbal report Administrator Wendelborn updated the board on regular spring activity within the village and maintenance needed on equipment. State construction on Highway 33 is to begin May 1st, 2025. g. Sanitary Director – Nathan Wendelborn, verbal report Administrator Wendelborn reported that a pump seized up on the sludge tank. These pumps are to be replaced during the Wastewater Treatment Plant upgrade so that will move that process forward. IX. Committee Reports a. Community Events Committee – Brooke Stangel Trustee Stangel reported that the Easter Egg Hunt event went well and was well attended. President DeLuka reported that we had great community support with donations of $750. X. Unfinished Business: a. Discussion and possible action on Professional Services Agreement between Village of Newburg and Washington County for the purpose of allowing the County's Community Development Department to provide services – Agreement Attached (6) No new update was received from the county. This will be readdressed at next month’s meeting. XI. New Business a. Discussion and Possible Action Committee Assignments from President DeLuka President DeLuka appointed John Beimborn to the Board of Review, and Jarod Probelski to Plan Commission. Motion to appoint John Beimborn to BOR and Jarod Probelski to Plan Commission. Moved by Stangel; seconded by Kohn. Motion prevailed by a voice vote 7-0. b. Discussion and Possible Action NPD WPPA Legal Plan for Police Officers – Documents Attached (4) Chief Foeger explained the proposed WPPA Critical Incident Representation Group Participation Retainer Agreement and how it will benefit both our Police Officers and the Village. Motion to spend up to $1,900.00 for the proposed WPPA Critical Incident Representation Group Participation Retainer Agreement. Moved by Kohn; seconded by Probelski. Motion prevailed by a roll call vote 7-0. c. Discussion and Possible Action on 2026 Pay Ranges & Snowplowing shift differential. Administrator Wendelborn explained the upcoming changes that need to be made to the snowplowing pay and pay range changes that will be forthcoming in 2026.  d. Discussion and Possible Action on WWTP Upgrade PayApp #7 – Documents Attached (5) Motion by DeLuka to approve WWTP Upgrade Pay Request #7 with corrected lien waviers; seconded by Heili. Motion prevailed by a roll call vote of 7-0. XII. Announcements a. Next BOT/COW Meeting will be May 22, 2025 @ 7:00 PM b. Open Book - May 1, 2025 @ 9:00AM – 11:00AM c.
