Village Board of Trustees &
Committee of the Whole Meeting
Thursday, May 22, 2025 – 7:00 P.M.
NOTICE IS HEREBY GIVEN that the next meeting of the Newburg Village Board & Committee of the Whole,
Washington & Ozaukee Counties, Wisconsin is scheduled for Thursday, May 22, 2025, at 7:00 p.m. at Village Hall, 620
W. Main St.
I. Call to order and roll call.
All members present except Trustee Stangel was excused; a quorum was met. 6-0-1 The meeting was called to order at
7:00pm
II. Pledge of Allegiance.
III. Correction and Approval of minutes from April 24, 2025 (possible action), minutes attached (1)
Motion to adopt the meeting minutes as presented. Moved by Heili; seconded by Enright. Motion prevailed by a
voice vote 6-0-1.
IV. Public Hearing: None
V. Public Forum
Motion to open public forum. Moved by Beimborn; seconded by Probelski. Motion prevailed by a voice vote 6-
0-1.
Bill Sackett, 832 W. Main St., Newburg, WI 53060, stated it was brought to his attention from another resident
who did not realize Bill is no longer on the board. The resident is concerned about the new bump outs on Main
St. not being visible and recommended painting them.
Paul Zimdars, 411A W. Main St., Newburg, WI 53060, asked about the manhole covers not being flush with
Main St. and reiterated the concern about the bump outs not being visible.
Motion to close public forum. Moved by Heili; seconded by Kohn. Motion prevailed by a voice vote 6-0-1.
VI. The opening of Sealed Bids: None
VII. Presentations:
a. County Updates – Tony Thoma, Washington County Supervisor - District 19.
Was not present at this meeting.
b. Newburg Fire Department Updates
Was not present at this meeting.
VIII. Report of Department Heads
a. Village Administrator – Nathan Wendelborn, verbal report
Nothing of significance to report.
b. Clerk – Brandy Loveland Seelow, Memo Attached (2)
In addition to the memo, all elections have been closed out in WisVote, BOR training has been reported on the
DOR website as required.
c. Treasurer – Financial Reports, Reports attached. (3)
Financial Reports were reviewed with little discussion. President DeLuka and Treasurer Loveland continue to
review and iron out items found from the transition. The Clerk and Deputy Clerk continue to learn new things
and get comfortable while working in Workhorse.
The Special Assessment Module has been added and populated in Work Horse. There was a cover letter created
so that the Special Assessment Statements can be mailed as soon as possible. We are awaiting a link to be
created for online payments.
Form C was submitted to DOR for us by our auditors.
d. Police Chief – Mike Foeger, Memo / Quote Attached (4)
Chief Foeger went over items on his memo with little discussion other than the Axon taser quote which was
explained in great detail along with much discussion by the board.
Motion to approve the purchase of Axon Taser 7 Bundle on a 5 yr basis. Moved by Heili; seconded by
Enright. Motion prevailed by a roll call vote 6-0-1.
Chief also updated the board that he met with Newburg Fire Dept to set up a safety plan for the
Newburg Fireman’s Picnic that is happening May 30th – June 1st, 2025.
e. Building Inspection – Jeff Thoma
Jeff Thoma was not present at this meeting. Administrator Wendelborn reported there were no
significant permits submitted this month.
f. Public Works, verbal report
Brush chipping has been completed throughout the village and a tree was taken down on Connie Dr. The zero
turn mower needed some repairs. Village of Kewaskum came down to run the street sweeper through several
streets to assist in cleanup. New material will be added to the road shoulders that was supposed to be done last
fall. Flags have been hung down Main St. Tornado siren was set off last week and clarification of how it works
will be published in the next BRIDGES.
g. Sanitary Director – Nathan Wendelborn, verbal report
WWTP Upgrade pump was installed which will allow for the final sludge hauling. Clarifier chain broke but was
fixed and is back up and running. Ecoli lab results are high due to the excess rain. A new laptop was put in
place for new systems that are coming with the WWTP Upgrade.
IX. Committee Reports
a. Community Events Committee – Brooke Stangel
Bought a bounce house for community events. Christmas event dates are still being discussed. The theme for
this year will be A Superhero Christmas. Fall Festival planning is well underway.
X. Unfinished Business:
a. Discussion and possible action on Professional Services Agreement between Village of Newburg and
Washington County for the purpose of allowing the County's Community Development Department to
provide services – Documents were not available at the time of publication, will be added when
received. (5)

b. Discussion and Possible Action on File No. 2025-09 - A RESOLUTION ESTABLISHING
EMPLOYEE PAY RANGES A substitute Resolution for file 2025-26 Establishing Employee pay

by Probelski. Motion prevailed by a roll call vote 6-0-1.

b. Discussion and Possible Action - FILE NO. 2025-XX[08] Advisory Resolution Supporting Reversal
of the US Environmental Protection Agency Decision Classifying Portions of Washington County as
Serious Nonattainment for the 2015 Ozone National Ambient Air Quality Standard - Documents

President DeLuka gave an overview of the purpose of this resolution.
Motion to approve File No. 2025-08 - Advisory Resolution Supporting Reversal of the US Environmental
Protection Agency Decision Classifying Portions of Washington County as Serious Nonattainment for the
2015 Ozone National Ambient Air Quality Standard. Moved by Beimborn; seconded by Kohn. Motion
prevailed by a roll call vote 6-0-1.
c. Discussion and Possible Action on WWTP Upgrade PayApp #8 – Documents Attached (8)
Motion to approve WWTP Upgrade Pay App #8. Moved by Probelski; seconded by Kohn. Motion
prevailed by a roll call vote 6-0-1.
d. Discussion and Possible Action 2024 draft audit – Packet is available for review at Village Hall,
Trustees copy in packet.
Motion to approve 2024 draft audit as presented. Moved by Heili; seconded by Kohn. Motion
prevailed by a roll call vote 6-0-1.
e. Discussion and Possible Action - Purchase of Exmark Zero turn from Lochens (sanitary purchase) for
$4000
After much discussion, President DeLuka motioned to table the Purchase of Exmark Zero turn from
Lochens (sanitary purchase) for $4000, seconded by Heili. Motion prevailed by a voice vote 6-0-1.
XII. Motion to convene into Closed Session as follows (roll call vote required):
a. Pursuant to Section 19.85(1)(c) Wis. Stats. considering employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility Specifically, to be discussed is employee insurance compensation. Present in closed
session will be Village Board and Village Administrator.
b. -Pursuant to Section 19.85(1)(c) Wis. Stats. considering employment, promotion, compensation or
performance evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility Specifically, to be discussed is DPW personnel review. Present in closed session
will be the Village Board and Village Administrator.
c. -Pursuant to Section 19.85(1)(c) Wis. Stats. considering employment, promotion, compensation, or
performance evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility Specifically, to be discussed is personnel. Present in closed session will be the
Village Board and Village Administrator.
Motion to go into closed session was moved by Heili and seconded by Probelski. Motion passes by a roll call
vote 6-0-1.
d. Motion to return to Open Session pursuant to Section 19.85(2) Wis. Stats. to act on items from Closed
Session (possible action)
